Nowadays, on every step we make, we can face emergency situations which can cause great harm to the environment as well as to human life and property. The theoretical part provides an overview of software tools. Different software tools, their basic parameters, development and usage are described. There are also explained terms like geographic information system, etc. The practical part is focused on the instruments used in selected countries, including Czech Republic, Slovak Republic, Hungary, USA, Canada and the United Kingdom. In the conclusion is the comparison of the effectiveness of software tools in emergency management and in environmental protection.

Resilience as the modern approach to cities' security: Critical analysis of the London case

This thesis examines the understanding of the concept of resilience in urban security with focus on countering terrorism and emergency planning in London between 2000 and 2015. It analyses the implementation of the concept and the results of it. The thesis first describes the theoretical backgrounds of the concept and creates a classification based on the evolution of the concept. A discourse analysis of security strategies and other official documents is done to demonstrate how resilience was conceptualised in the United Kingdom and how it evolved. Also the influence of private actors is evalueted. The same discourse analysis is done on the level of the city of London. The thesis then describes the specific implementation of resilience that impacts everyday lives of London citizens and it shows that the measures penetrates every aspect of it. The International Political Sociology and the theory of insecuritization is used to assess the findings. It concludes that resilience is used as a governing tool enabeling the UK government to produce an appearance of decisive governing, while it transfers the actual responsibility for everyday security to the citizens and their communities. The bachelor's thesis is focused on issues regarding closed spaces during an intervention- reasons for their closing, setting of boundaries, marking, security and mode of an inner space. In the introductory part are stated most common reasons for the closing of spaces. Bachelor's thesis is divided into theoretical and explorative parts. In the theoretical part are selected and described some reasons for closing a space during an intervention. In the theoretical part of bachelor's thesis are briefly described 12 reasons for a space's closing. For each reason is stated a bried definition, what each problem involves and whom it imminently endangers. Next is described a space, which must be closed. How are set and marked its borders, so no damage or harm to intervening persons takes place, and who takes care of the security of these closed spaces. Borders always change according to the cause. In some cases is a closed space small. For example, during fires with small range. But in some cases must come to pass the closing of large areas, in which an emergency occurs. These areas are then divided into individual zones, according to where certain dangers occur, where are Emergency service's organs situated, and where is an area, where no unauthorized person may enter, 's outer border. Sometimes these zones must be furtherly divided into individual sections and sectors. In all of these areas have intervening organs given actions and tasks in advance. Due to that were for given advance emergencies worked out catalogue files of model actions of Emergency service's organs in the area during an intervention. In these model actions are described tasks, actions and what organs are present during an intervention. The goal of this work was to find out if organs of Emergency service and emergency management are sufficiently prepared for the closing spaces of described individual situations. In the explorative part was asked the question: "Are the organs of Emergency service and emergency management prepared and equipped for occuring emergencies?" This question was put to a chief of the station, commander of a "C" platoon of Fire department of South Bohemia local department Prachatice. Results of these interviews proved that members of Fire department of South Bohemia local department Prachatice are sufficiently prepared for interventions in individual cases, which are stated in the theoretical part of bachelor's thesis. In particular, these include sufficient theoretical training via a form of training courses, practice of usage of protective suits for specific emergencies and breathing techniques. There are also performed tactical drills for these individual events in accordance with plans of Fire department of South Bohemia. If it included an extensive leakage of dangerous substances, firefighters are prepared to set up individual zones in closed space, carry out the rescue of persons found in said space and take measures to prevent further leakage of dangerous substance. Due to the reason of limited material equipment and the amount of serving firefighters in one shift, it is needed to request from a foothold of Fire department of South Bohemia local department České Budějovice an unit with special equipment suited for leakage of dangerous substances through Operation and informational system of South Bohemia. Identical question was also put to a worker of emergency management of Municipalities with extended competence Vodňany. It was clear from the interview that this worker of emergency management of Municipalities with extended competence Vodňany is very well acquainted with the problem of described emergencies. He overlooks sufficient technical equipment, readiness and actualization of individual plans of MEC Vodňany. He also participated in preparation training Zone 2015. He was able to describe to me in detail how Municipalities with extended competence Vodňany proceeds during stated emergencies.

This graduation thesis has primary target in faithful imagine of basic evacuation steps within all-around idemnity of her ensuring. Today{\crq}s, this topic rise to important theme and we can tell that if is evacuation correct provided than it means the most effective instrument of people safety and create the files of differents measurement as well. Together build one entity of very complicated planning and providing procedures in their individual steps. The document is dividing to fourth sections. First include actual stage and law procedures of evacuation process within Czech Republic area. Second section is devote to 3 evacuation types, namely floods, chemical disaster following by outflow of chemical materials and fires. These are completed by example of flood due to weit disruption. On the base of victims testimony and research by auxiliary investigation with people are discuss closely some answers to basic questions concerning to evacuation. Finaly is described severally steps and subprocesses of evacuation secure. Additional value of this document is in basic information disclosure for readers questions with effort to inform society. Seniors in emergencies and the specifics of working with them.

The current state of the issues of population ageing is one of the demographic trends of the present, which becomes worldwide the problem of the 21st century. People live to a great age and simultaneously birth rate is falling. Nowadays old age is presented as negative part of life, which should be put off as much as possible. On the contrary, the cult of youth, health and performance is emphasized. Ageing is an unavoidable and very individual process. In its course many needs are changing, some of them are accented more, some of them, on the contrary, lower their importance. The old people are not able to adapt themselves and they do not react so promptly to changes in progress in all spheres of the social life. They thereby become an age group that is more and more endangered and needs an interest and attention of the society. The principles of human rights should be applied regardless the age of a citizen, state of his/her mind and health, income level, social situation or level of education. Rights and freedoms express autonomy of old people and are not even decreased by their placement into hospital or sanitary facilities. The question arises of whether the bodies and organizations participating in crisis management are ready enough for specifics of work with seniors and whether the seniors are informed enough in case of emergency. The hypothesis is based on the assertion that crisis management allows for specifics of seniors and their approach to life and that seniors are sufficiently informed about their rights and duties in case of the occurrence of emergency. By evaluation of available literature, methodical material and standards of the integrated rescue system I realized that the group of seniors is not considered to be a separate category, but it is part of the group with special needs. Members of individual sections of the integrated rescue system have awareness of the specifics of that category and they receive other information concerning this sphere, however, they do not deal with that as with the separate category. The workers in social services, helping professions and non-profit organizations pay attention to the group and problems of seniors. I also explored the situation in neighbouring countries of Europe and it is similar. Seniors are not sufficiently prepared for emergency. I can see the problem in the global level ofpopulation readiness. The reason does not lie in the fact that conditions for their readiness are not created or the readiness does not exist at all. The problem is its limited use by inhabitants owing to underestimation of risks and dangers. People are uninterested in that, they think they will not be endangered and affected, which results in the state when neither an individual nor their communities are prepared for emergency and they do not know how to behave rationally and safely during emergency. I can thus see the solution in meaningful deepening of awareness, necessity of personal readiness and notification of a possible risk of the occurrence of emergency and its consequences not only among seniors.

Population evacuation plan is one of the plans of specific operations, which are covered within the region's emergency plan according to Decree No. 328/2001 Coll.Evacuation belongs among the basic methods of population protection, being a summary of principles and organisation measures to ensure moving the persons, animals and material assets from the area endangered by an extraordinary event to other area. In the case of an extraordinary event endangering larger territorial unit, not only the populated agglomerations and industrial facilities may be included in the area evacuation, but also the inpatient healthcare facilities, where the situation difficulty is amplified by the patients depending on care by medical personnel and provision of healthcare services. Presently, there is no clear legal standard imposing an obligation on organisations to elaborate a complete evacuation plan. This issue is covered only partially in the sphere of legislation concerning fire protection. Nevertheless within the region's emergency plan elaborated for solution of extraordinary events requiring declaration of the third level (in the case of endangering more than 100 and less than 1,000 persons) and special level of alarm (when more than 1,000, a part of a municipality or enterprise grounds are endangered), all organisations with more than 100 persons should have the evacuation plans prepared. In the case of inpatient healthcare facilities, elaboration of evacuation plans is absolutely inevitable. The theoretical part of the dissertation describes the general principles and methods of performing the population evacuation. Attention was paid also to professional coverage, evacuation authorities and organisations and their structure according to the scope of the taken measures. In the chapter called "Application of the evacuation plan to inpatient healthcare facilities", the general principles and procedures concerning evacuation were applied to the inpatient healthcare facilities. In the practical part of the dissertation, an analysis of preparedness of the inpatient healthcare facilities for possible area evacuation to all-nation extent was made and the hitherto experience of the personnel of the inpatient healthcare facilities with any type of evacuation and their preparedness for possible complete evacuation were examined. Such examinations were made by questionnaire surveys. The collected data have been processed by statistical methods. The evaluation of results is presented in the "Results" chapter. On the basis of the acquired knowledge, a proposal of evacuation plan was drafted for the inpatient healthcare facilities. At the end of the dissertation, the procedures are suggested that may help manage perfectly the potential complete evacuation. Expected utilisation of the dissertation results was directed to definition of the optimum procedures and measures leading to successful management of evacuation of an inpatient health care facility. The dissertation conclusions may be used not only as the document for creating evacuation plans for other health care facilities, but they may contribute to considerable extent to elaboration of uniform evacuation preparation methodology within the emergency preparedness of the healthcare services.
