This thesis deals with the regulatory rules issued by the so-called. Basel Committee on Banking Supervision. It is an informal organization without legal personality, which operates at the Bank for International Settlements, and her published documents lack legally binding. This work has focused on two areas of activity of the Basel Committee - capital adequacy and corporate governance in the banking sector. Basel Committee on Banking Supervision is a leading authority in the field of banking regulation, which dates back to the mid-70s of the 20th century. The Basel Committee is composed of the governors of the central banks of the member states and organizations and currently represents a major authority in the banking, because the content of the documents of the Basel Committee incorporated into their legal systems for more than 100 countries worldwide. Basel Committee began issuing complex documents capital adequacy in July 1988, when the first document was posted under the abbreviated name of Basel I. Capital Adequacy of Commercial Banks The purpose of the thesis is to analyse particular capital adequacy issues. The thesis is composed of three chapters, each dealing with particular aspects of capital adequacy. The introductory Chapter One clarifies the meaning of capital adequacy. The thesis is based on two main aims. Chapter Two examines Basel Committee of Banking Supervision materials and following relevant EU and Czech legislation. The methodology used in this chapter vests in comparative analysis and legal analysis of current Czech national legislation. The first aim is to tackle the legal issues of implementation and effective enforcement of current capital adequacy rules, with concentration on the key problem of inconsistency of implementation among countries. The Chapter Three describes the reasons for adoption of new regulatory rules of capital adequacy in connection with recent turbulent changes in financial markets. To make a conclusion whether Basel III is a sufficient reaction is the second main aim. The Impacts of Basel II and Basel III Capital Requirements on the Banking Sector in the Czech Republic

The goal of this bachelor thesis is the analysis of regulatory framework Basel II and Basel III with the focus on their impact on the Czech banking sector. Firstly it is focused on the development of the capital adequacy rules till the emergence of Basel II. Basel II and its three-pillar structure, which consists of minimum capital requirements, supervisory and market discipline are analysed then. When shortcomings of Basel II are mentioned, it is proceeded to introducing the new regulatory framework Basel III. The innovations of Basel III lie in the enhanced quality of regulatory capital and the setting up of new capital requirements. The last part of the thesis focuses on the compliance with the capital requirements of the Czech banking sector in the past and the evaluation of its readiness to implement Basel III.

The work aims at the description and comparison of different developmental stages of the Basel agreements, which play a key role in banking regulation. The characteristic features are defined for each of the accords. The work is supported by analysis of the impact and criticism from the professionals and the Basel Committee on Banking Supervision. Nová basilejská kapitálová dohoda jako kvalitativní změna v regulaci

Diplomová práce se zabývá vývojem a současným stavem pravidel kapitálové přiměřenosti se zaměřením na Novou basilejskou kapitálovou dohodu z roku 2004 (Basel II). Vysvětluje problematiku kapitálové přiměřenosti a její úpravu v České republice. Věnuje se Basilejské kapitálové dohodě (Basel I), podrobně rozebírá pravidla Basel II, zabývá se jejich porovnáním a implementací nových pravidel v Evropě, Spojených státech amerických a České republice. Další část popisuje kvantitativní studie dopadů, nedostatky a kritické připomínky zavádění nového konceptu včetně nastínění možných dopadů v budoucnosti. Poslední kapitola se zabývá pravidly Solvency II pro pojišťovny a jejich porovnáním s pravidly Basel II.
