Jurčíková, Barbara ; Perottino, Michel (advisor) ; Tomalová, Eliška (referee)
The present thesis seeks to confirm that Valéry Giscard d'Estaing wanted to be, tried to be and was a reformist politician. Roots of Giscard's reform of thinking can be found in the 1960's, i.e. in the period preceding the elections in 1974, when he was politically active. His base was the former Club Perspectives et Réalités and the National Federation of Independent Republicans, which brought together liberal-minded politicians and which accompanied him during his political career, even though they did not follow his ascent. Which reforms were crucial for Giscard himself and which were crucial for the society? Powered by TCPDF (www.tcpdf.org)
French Cultural Policy Model: French Axception?
Proftová, Veronika ; Perottino, Michel (advisor) ; Tomalová, Eliška (referee)
The diploma thesis topic is the analysis of the French cultural policy model. It deals with the relation between state and culture, while asking a question if and what for is the French model exceptional. Although the history of the Ministry of Cultural Affairs dates only back to 1959, state intervention in the culture field has deep roots. In the continuation of the monarchy, the traditionally centralized state has kept an important role of patronage, protection and control. By linking together education and culture, the state devoted plenty of regulations to the latter, and favoured setting up of numerous organizations and institutions. The first public policy in the culture field was born in 1959 when the ministry entrusted to André Malraux was founded. This minister was giving direction to the French cultural policy for ten years. The 1970s were under the sign of ministerial instability. Despite a relative brevity of his term of office (1971 - 1973), Jacques Duhamel succeeded in giving the ministry a political course whose continuity was to be pursued until 1981. In 1981 Jack Lang was appointed as minister, whose ten years stay in office was marked by continuing and carrying out the policies of André Malraux and Jacques Duhamel, in spite of a noticeable change in his vocabulary and style. Since the...
Europe "A la FranÇaise" - France and its Attitude Towards Institutional Reforms in the European Union with Respect to Franco-German Co-operation
Kristková, Lenka ; Perottino, Michel (advisor) ; Tomalová, Eliška (referee)
Diploma thesis deals with the position of France towards reforms of European institutions, which were discussed during the Intergovernmental conference in 2000 and in the European Convention followed by Intergovernmental conference in years 2002-2004. French behaviour during the Intergovernmental conference 2000 was designated as "arrogant" without the ability to compromise. During this conference the Franco- German co-operation failed, which was reflected in the final outcome of negotiation. Two years later in the European Convention, France changed its behaviour and demonstrated the willingness to compromise. France also returned to intensive Franco-German co-operation and this co-operation distinctively influenced the final institutional reforms in the European Constitution. In the period of time since Nice to the Convention, France reassessed its perception of the European integration with respect to geopolitical changes in Europe and forthcoming enlargement of the Union and found the way how to preserve the influence also in this "new" and bigger Europe. Michel Debré and Europe. Thinking and Acting for a French European policy (1943-1962)
Med, František ; Perottino, Michel (advisor) ; Tomalová, Eliška (referee)
A b st r a c t This study deals with ideas and activities of the French politician Michel Debré in the area of the European integration. Analyzing the evolution of Debre's stance in a period of almost twenty years (1943-1962), the study aims to show that Debré was neither a pure "French nationalist" following obediently the wishes of General de Gaulle, neither a man who denied his own projects after a sudden U-turn in his opinion. We rather argue that Debré had remained true to three basic axes of his action since the Second World War: fidelity to General de Gaulle, readiness to reform French institutions together with a wish to assure to his country a privileged position in the system of international relations and, finally, vision of a huge community of countries bordering the Atlantic Ocean. In the late 1940's, Debré joined the European Movement and became one of the leading figures of its French branch. Promoting a union of European states, Debré was ready to accept a concession of some national prerogatives to "supra political" institutions but only if there had been a supreme European political authority composed of democratically elected representatives. On this basis he refused the Jean Monneťs sectoral method of integration and its accomplishments from the ECSC to the Treaties of Rome....

From the results of interpretation of Amnesty International France's documents and interviews with persons involved in the lobbying strategy imply that this NGO really choose some different tools from professional lobbying and is influenced by different factors. Application of laws of gender equality by French political parties
Šubertová, Aneta ; Matějka, Ondřej (advisor) ; Tomalová, Eliška (referee)
In 1999, France, after a long and dragging debate, revised its Constitution in order to enable the installation of gender quotas in elected political bodies. In 2000 'parity laws' were enacted. They defined the parameters of these quotas that applied strictly to elections of proportional electoral system, such as elections into municipal councils with over 3.500 inhabitants, regional and European elections, and Senate elections in areas with three and more senators. In elections with plurality voting system, such as legislative elections and Senate elections with one or two senators, the parity was supposed to be achieved by imposing of financial penalty for those political parties that would not comply with the parity laws. This diploma thesis describes a public discussion that had taken place in France before the adoption of the gender parity imposed by the law. It compares four major political parties- the Republicans, Socialist party, The Greens and the National Front. The research analyzes their compliance with parity laws and their implementation on their candidate lists in parliamentary as well as Senate elections. The aim of this diploma thesis is to show and compare the rhetoric and the actions of the studied political parties with regards to the parity. The research analyzes the lists of...
