From defense alliance to security management: neoliberal institutionalism and NATO's transformation

Changing environment of international relations, changing conflicts character, and new threats and risks influence North Atlantic Treaty Organization (NATO) and its role in international system. Clear structure of international system ended with end of bipolar division of Cold War. Unclear political equilibrium brought the question of future of NATO. Political concept that was used during Cold war was not sufficient and the Alliance stated again in front of transformation needs. Also during the Cold War the role of national security had been changing. Subject of this research is character of transformation of NATO and its adherence to theoretical premises of neoliberal institutionalism. International institutions are often subject of research in international relations. This thesis reacts on the deficiency of interest about changes and survival of institutions in literature. The thesis works with the theory of Robert O. Keohane that is rooted in the end of the Cold War but has been modified by further author's works. After basic analysis three variables were identified. These are three transformation areas - institutional development, and mission conduct. On the base of theoretical approach analysis three independent variables were added. One of the mechanism how to prevent the spread of the conflict is the system of multilateral cooperation. Peacekeeping operations are one of the instruments for conflict settlement. Beside the system of United Nations in past years occurs another structure that could be used for peacekeeping missions. For example we can use regional organizations. Many literatures is focused on UN system and its work, fewer of them are concerning the fact of regional organization and just few of them are related to the factor of cooperation between UN and regional organizations. Peacekeeping in 21st century: cooperation between UN

International system is made by several different actors. Their position and relations are variable in time. We can see different interactions within actors. One of the most important fields is security. International organizations have primary position in this field, but some of their authorities were shifted to international organizations. In the - 4 - group of instruments for maintaining international peace and security we can find also peacekeeping missions. Peacekeeping is dynamic field of conflict management in practice and also in theory. Big changes occurred namely in 90s according to several failures of conflict management and namely peacekeeping in that period. African continent is a big challenge in this for structures as The United Nations and regional organization themselves. In regard of colonial past of this continent and often appearance of conflicts, some stable frame system is needed to be proposed for conflict management in this region. One of the possible solutions is deeper involvement of regional organizations into dealing with conflicts on their own territory. To achieve this firstly we have to analyze mission involving the sign of cooperation in the frame of some important factors.
