Panachage as a tool for personalization of local politics: Case Study of The Federal Republic of Germany

This thesis aims to investigate the level of use of vote-splitting as a tool for policy personalisation in the Federal Republic of Germany. In the theoretical part, the thesis focuses on defining the topic of personalisation and the reason why it is rooted in politics. Furthermore, the thesis focuses on defining policy personalisation and its types. Subsequently, the thesis studies the instruments of policy personalisation, which undoubtedly includes personal voting, further developed in a separate chapter on vote-splitting. The empirical section consists of three parts. The first part focuses on a literature analysis of the German literature and how it analyses the issue of vote-splitting. The next part deals with defining the federal states that use vote- splitting. These will be analysed in the last part. In the selected federal states, a random selection of municipalities was made, namely two municipalities from each size category. For these municipalities, the results of the municipal elections were obtained, including the position of the candidates on the candidate list. This data was finally analysed in aggregate and compared to see whether candidates moved up on the list and, if so, whether they gained seats by moving up. The process of Russian accession in the WTO

The process of Russian accession to the WTO took 18 years and is considered as one of the longest and the most complicated in history. This bachelor thesis discusses the factors influencing these accession negotiations. There are two defining hypotheses. The first works with the factor of incompatibility of the interests between Russia and the WTO Working party; this hypothesis utilizes the Robert Keohane's theory of Neoliberal Institutionalism. The perspective of the second hypothesis is that Russia is considered to be a power threat which could disrupt the WTO. This hypothesis is supported by the realist theory of Kenneth Waltz, Joseph Grieco, Robert Gilpin and Stephen Krasner. Both aforementioned approaches are complemented with the bargaining theory which develops them in further detail, thus precluding a need for third hypothesis defined. The research regarding the first hypothesis is based on an in-depth examination of formal multilateral negotiations reports of the Working party related to Russian accession. In these reports, the often discussed themes are pursued and identified by the stated criteria of repeatability. In order to explain the given issue, there is an explanation of the Enterprise architecture, business process management and the relation between them.The practical part follows the theory written in the first part in order to present both of approaches in a real company.
