Legislative process of same-sex parent's right to adopt children in Czech Republic: frame analysis

This bachelor thesis analyzes a novelization of the Registered Partnership Act, which regulates right to adopt the children by the same-sex couples in the Czech Republic. The main line of this thesis is to determine participating actors acting on the field of children adoptions by same-sex couples and to determine their rhetorical frameworks, which they present on the level of arguments. These goals were achieved by using the content analysis of the media texts and expert interviews. Theoretical support for answering questions set forth by this thesis was a frame analysis, which Rein and Schön conceptualized on the field of public policy. This analysis works with an idea of overcoming a conflict by reframing. Outcome of the framework analysis in this thesis is a description of two competing frames which confront each other on the level of public policy forum. Due to the analysis of the actors the most significant sponsors of the frames were identified. In this thesis which was written under auspices of the case study, author describes the development on the field of same-sex couples and main frames, sponsors and their arguments.
The Legislative Process of the Bill on the Children Group. A Case Study of the Intervention of the Participants.

This thesis deals with an implementation of a new public policy tool - child care in the children's group - particularly it examines its origin, evolution and the reasons for its implementation. As the "Children's Group Act" became a new form of the childcare (in the Czech Republic), my participation in the legislation process of the bill adoption served as a motivation for the topic selection of this thesis. The opening part introduces the topic, specifically it studies the past and the present childcare system within the current area of the Czech Republic. Further it acquaints us with tools and remedies allowing for a greater harmonization of a family and work life of parents of infants. In other words, there are discussed theoretical concepts of a private work life harmonization of parents and concepts of equal opportunities of women and men. Moreover, the thesis introduces participants who were entering the negotiation and the adoption processes of the bill in question, either directly or indirectly. The aim of the thesis is to present a case study that would characterize both, the adoption process of the bill and the participants' determination of the final form of the act.
Efficiency of social services funding

Diploma thesis deal with effectiveness of social service's funding. Its aim is to describe and to evaluate the system of social service's funding. Thesis focuses on two providers of subsidies - Ministry of Labour and Social Affairs and regions. In theoretical part describes the method for allocating funds between social services. It is based largely on publicly available documents of regions and MLSA. In the practical part presentation development of social service's expenditures between 2007 - 2013. Diploma thesis subjects social service's expenditure to analysis based on 4E criteria. Fulfilling the criteria of effectiveness is examine by using the correlations method. On selection social services also apply the method of multi-criteria decision. To set criteria, indicators and their weights co-operate professionals from the relevant department of the Regional Authority. Thesis includes several theoretical concepts, on which basis are outlined possibilities of change in the way of social service's funding. This thesis also deal with legislative change that occurred during its processing. It describes also a new method for allocation of public resources between social services.
Discriminatory practices of recruiters in the job search process in the Czech Republic

This bachelor thesis aims to describe and reveal discriminatory practices faced by candidates in the labor market in the Czech Republic. Using perspective and point of view of recruiters introduces an innovative element in examining discriminatory practices. Attention is paid to particular methods of recruitment, as they vary greatly. Each of them is targeting a different group of candidates for a job. The thesis is divided into four parts. The first part is theoretical, it introduces readers to the legislative regulation and protection against discrimination in the Czech law system. It shows the human capital theory, theory of queues and signals and personalist agenda. The second section is methodological, defining data and data collection methods. Following part is devoted to research itself, it describes the identified data from interviews with communication partners, which are then interpreted in the context of the theoretical background. Research among recruiters is focused on finding the characteristics of the ideal job candidate, fairness of admission process, but also to the used discriminatory practices. Final section brings the most important findings.
'NERV' its functioning and activities towards government

This paper points out to ambiguous relationship between the government CR and The government's National Economic Council (NERV). The reason for such defined relationship was indefinite establishment of NERV as an advisory body in 2009; Government political instability and lack of government on socio-economic recommendations during the boom period. The members of NERV were one of the best experts in the field of economics, finance, banking etc. providing the advisory services voluntarily. The Council was working in two phases, the first phase (2009) during the Topolánek's reign and the second one (2010 - 2013) during the Nečas's reign. In case of the Topolánek's reign NERV was not statutorily established and its task was to find the solutions for the Czech Republic at the beginning of the economic recession. In case of the Nečas's reign, The Council was appointed by the government resolution. During the second phase of NERV, there was prepared a document for the Czech competitiveness strategy. Comparison of Specifics of Single Fathers Situation with Situation of Single Mothers

This thesis is focused on comparison of specifics of single fatherhood and the situation of single mothers in the Czech Republic. At the head of majority of single-parent families is a woman, but there are cases in which the head of single-parent family is a man. The situation of single fathers has not been explored enough yet. That is why I consider this topic very interesting. The thesis focuses on comparison of four key aspects of single-parenthood. These are reconciliation of job and childcare, economic situation of single-mothers and single- fathers families, childcare and household chores and the last aspect is attitude of people towards the single-parenthood. The main aim of the thesis is to find out if the situation of single-fathers families is different from the situation of single-mothers families. I have used primary data, which I gained from interviews with single fathers and also secondary data from different qualitative researches and literature focused on issues connected to this topic. The secondary data have been used for description of the situation of single mothers and also for the comparison of both groups.
Resocialization function of imprisonment and its efficiency

This bachelor thesis deals with the problematic of re-socialization function of imprisonment in the Czech Republic. First, discusses the development of understanding of the purpose of punishment, describes current theories about its potential function, defines the legislation that sets out the purpose of imprisonment and introduces the public's attitude towards this issue. It also discusses the negative aspects that complicate attempts to remedy convicted as imprisonment process and possible stigmatization and the activity called treatment programs, for whose assistance is re-socialization function imprisonment realized. The next chapter then focuses on ways to measure the effectiveness of the remedy of prisoners, the discussion and their predictive value and frequency. The last part presents the realized survey, which is based on interviews with different people in the triangulation to capture different views of individual participants and prisons in the issue of performance re-socialization function imprisonment.
The Delimitation of a racism as a policy problem in governmental documents: Analysis of discourse since 1989 to 2014

This diploma thesis is mainly focused on term racism, especially how the term racism is used in government documents. The author's point of view is based on social constructivism. Author focuses on way of understanding constructions of the term racism made by relevant policy- makers. The goals of this thesis are descriptive (the description of a discourse in government documents and its broader context) and explanatory (an explanation of an interaction of the discourse and its context). The broader context is found by the event history analysis and by an analysis of stakeholders. The discourse analysis is based on texts found in government documents. The results of these analyses show racism as a complex problem including a wider category of social phenomena related to the disadvantaged situation of ethnic minority groups. Nevertheless we are able to identify several competing approaches to this problem delimitation. Two of them consider racism in context of various social problems having different views on causality between these two levels. Two other approaches link racism with security policy and differ with emphasis on preventive and repressive tools.
