The municipality as a public guardian

Dissertation deal with custodianship of adult persons who are, on the ground of court order, limited their own no legal competention. The main purpose is to describe and explain institutional care adjustment to persons who are limited their legal capacity, and thus give an explanation of public custodianship in the Czech Republic. Custodianship of adult person is set in Civil Code, num. 89/2012, which has brought changes into assessment of legal competention of adult persons. In case, there is no family member who is able to care of no legal competention person, the court enact the village, where is person's permanet address, to be his carer. Public custodianship legislation has been missing up to now, the only document that has been given to help self -government clerks is methodical manual. Besides describing no legal competention care of persons in ny dissertation, I engage in identification problems and putting public custodianship into practise. I identify daily problems of administration workers relating to public custodianship. In empirical part, using qualitative form of research, I interview workers in Liberec district, who work in area of local custodianship.
Process of Creation a New Conception of Family Policy

The main goal of this diploma thesis is the explanation of process of creation a new Conception of Family Policy in perspective of Institutional Analysis and Development Framework by Elinor Ostrom. In particular, data from seven expert interviews, minutes from meetings of the Family Policy Expert Committee and other documents of a legislative and non-legislative nature are used to meet the objectives and answer the research questions. The core of this thesis is the analysis of four action situations and relevant rules-in-use in the process of creation the Conception, namely: creation of the Conception of Family Policy, internal commentary procedure, inter-ministerial commentary procedure and settlement of inter-ministerial commentary procedure. As a key actor, which is permeated by almost every action situation, there is a Family Policy and Aging Policy Department. The Conception was also created in cooperation with Family Policy Expert Committee, which is composed of experts from relevant areas. The"traditional" family and its Function in the 21st Century in the Concept of Family Policy. Case study: Prague and its Surroundings

Bachelor thesis focuses on topic of "traditional" families and its function in 21st century in concept of family politics. Thesis tries to remind traditional families, which are not typical nowadays, however they still do exist. The aim of the thesis is to determine the stance of traditional family in scope of family politics in Czech Republic and tries to identify its possible problematic areas. The answers are sought through the connection of theoretical parts that include division of families, women and gender and also family politics in Czech Republic in relation to traditional families and, last but not least, with the help of qualitative thematic analysis of conducted conversations. The thesis proofs that family politics in Czech Republic is not inclined to those families, on the other hand, families themselves does not find a problem there and are fully reconciled with it. It also defines three main problematic areas concerning disrespect in society role, financial difficulties and rising of children itself. Positive finding is that the problematic areas are not in the way of traditional families that would force them to choose for another family model.
Development of Czech Asylum Policy in the perspective of public policy theories

This thesis aims at the development of the Czech asylum policy from the year 2000 to the year 2016. Asylum policy is an area that isn't in the center of the public concern for most of the time and only few actors take part in this policy. However, we can say that currently, because of the events such as the refugee crisis, the asylum policy is becoming a very ongoing topic and plays a crucial role in the public discourse. For this and other reason, in this thesis I am researching the development of asylum policy, explanation and description of changes that have happened. The development of asylum policy in the period is analyzed first the terms of practical changes, that are caused by the legislative or important events. This consists of the identification of particular periods, as well as their characteristic features. The analysis is also made in the theoretical perspective: Punctuated Equilibrium Theory (PET) and frame theory are used. The PET is suitable for explaining changes in the policy process, that can possibly occur after long periods of stability. Framing is an important feature of the PET. The issue of social prevention services for at risk families in the chosen region

This thesis deals with problems of social prevention services for at-risk families with children in the selected location. The main objective for the author is whether the current institutional conditions for provision of social prevention for vulnerable families it possible to avoid placing children in institutional care. The second main objective is to identify problems related to the provision of these services within the institutional settings. The author, using several theoretical and factual resources, describes given issue and translates it to the enviroment of the village with extended powers Ústí nad Labem. Through expert research with selected involved we identified the main barriers which prevent the satisfactory provision of social prevention in the selected location. In Ústí nad Labem there is the highest number of at-risk families with children in the Czech Republic and social prevention services at the location in question are not sufficiently supported neither financially nor in terms off staff.
Family policy in relation to families after divorce

In my thesis I am concentrating on family policy in relation to families after divorce or separation. I am focusing on problems which single-parent families have to deal with. Specifically, I am analysing current forms of child custody of under-aged children after the divorce. I have examined circumstances which lead to award the custody of the child and risks of these arrangements. Every single form of child custody is enriched by a case study. In connection with maintenance obligation I have investigated latest political instruments which are used for maintenance order. Furthermore I have looked into newly emerging policy of the maintenance backup plan. The aim of the thesis was accomplished by desk research and primarily evaluation of data which I collected by qualitative research interview, concretely semi-structured interviews with experts in this field. Based on main theoretical ground my research I concluded that single-parent families are considered as group of "dependents". The comparison of Czech and German family policy enabling the harmonization of work and family life

The subject of this thesis is the comparison of family policy in the Czech Republic and Federal Republic of Germany in terms of measures adjustment enabling the reconciliation of work and care about the preschool children. The issue of work-life balance is further presented in the context of traditional sociological concepts and welfare state model theories, followed by a description of trends and current order of women's employment on the labor market of both countries and accompanied by the description of demographic trends. Thesis is specifically focused on the description of the governmental family policy of both countries in the perspective of parental leave entitlement settings, facilities of children day care facilities like nursery schools and creche, and formal involvement of fathers in the childcare. The methodological part of thesis is focused on the description of the family policy measures of the respective country. Third country migrants family reunification

This thesis deals with the topic of family reunification of third countries immigrants. Whole work is focused mainly on families with all family members coming from non-EU country. Rights and obligations of this group are highly influenced by the EU directive on family reunification 2003/86/ES, implemented into Czech law in 2005. Second group, which is discussed in the work, are families with one member being Czech or EU national and the other family members from non-EU countries. This work examines current legislative, which influences family reunification and examines its consequences on immigrants experience through the whole reunification process and their life - based on semi structured interviews. Expert analysis of hazardous alcohol use among adolescents in the context of alcohol policy in Czech Republic

This bachelor thesis is focused on analasys of alcohol policy in Czech Republic. The aim of this work is to describe legislation, prevention and restriction and problematic issues in all areas of alcohol policy. Another aim is to identify deficiensis and imperfecions of alcohol policy and possible solutions of it. Thesis is focused on young hazardous alcohol users and aim is to describe possible causes and short-term and long- term consequences of hazardous drinking. Causes and consequences are reflected in context of social issues, education, safety and health. This work is based on findings of qualitative expert survey and desk research of documents, plans, strategies and legislation.

Bakalářská práce PODPORA RODIN DĚTÍ S ASPERGERVÝM SYNDROMEM Kateřina Rábová ABSTRACT This thesis aims to describe the support the state offers to families with children who have been diagnosed with Asperger's Syndrome. Asperger syndrome is an lighter form of autism. Individuals with this diagnosis often fail to communicate with external environment and have difficulty in establishing social relationships, which can often lead to their social exclusion. It is therefore important for these individuals and their families to receive some support from the state. The thesis therefore first describes how such support should be carried out, specifically what principles should be reflected, how they should be set, and all that based on the Life Course theory. The thesis further describes recent available form of social support for this target group. The thesis step by step elaborated contributions and social services that can families of children with Asperger syndrome use and conditions of their use. In conclusion, on the basis of data obtained from the research work of the author of this thesis, is shown how the social assistance for families looks in practice and how it assess these families themselves.
