Work-Family Balance: Solving Dilemma

This MA theses primary focuses on cause consequence analysis of work-family balance. The next point of this paper is comparative analysis of key figures regarding this conflict in the course of Czech Republic and selected country of European Union. Main method used in the thesis is secondary data analysis, analysis of the relevant laws and other. Next method used in this paper is comparative analysis of family policies in the context of member states of Europe Union. MA thesis goes out from Welfare State theory, equality theory and the concept of human potential. In this MA thesis is analyzed basic determinants of the work-family conflict, its consequences and last but not least reforms of social policy that is feasible for the Czech Republic.
Investing in Children - Sustainable fertility from the perspectives of generational accounting, social welfare, human capital creation and the free-rider problem, with policy recommendations for the Czech Republic

This paper seeks to clarify the causes and effects of low fertility in Europe with a special emphasis on the Czech Republic. Instruments to measure fertility and the efficiency of investments in children and human capital are defined. Generational accounting is used to show that low fertility has severe effects on the long-term sustainability of the Czech fiscal system. Social Welfare Stock (SWS) is developed as an alternative to the Gross Domestic Product (GDP). SWS-growth is forecasted to be weak unless fertility increases. The main cause of low fertility, are high opportunity costs of children due to Familism and gender regimes. The PAYG pension system is claimed to have abolished the old-age insurance motive for having children. Children bring economic dissatisfaction: "on the basis of a purely economic approach, the optimal number of children for a rational agent is zero" (Stanca 2009). A further cause of low fertility is an inefficient public administration due to corruption, lack of political incentives and budgetary constraints. Influence of the welfare state type on the pension system

Diploma thesis "Influence of the welfare state type on the pension system" deals with the way in which certain type of the welfare state influences settings of the individual parts of the social system, concretely pension system. The theoretical section deals with the classical theory of Gösta Esping-Andersen, who distinguished three basic types of welfare state: liberal, conservative and social-democratic, further reflection of his attitude and also new social risks. As representives of individual types of the welfare states were chosen Great Britain, Sweden and Germany. Author deals with analysis of pension systems of these countries and compares them on the basis of chosen criteria: demographic prospects, types of the pension systems, way of financing and public expenditures on the pension system. He tries to find out how the concrete type of the welfare state reflects in the specific settings of the pension systems in these countries. On the basic of this analysis, scholarly literature and the analysis of current situation in the Czech Republic (carried out among other things through the interviews with important actors) he tries to specify few recomendations for the Czech Republic, which prepares itself for a pension reform.
Conflict-of-interests in municipal representatives' delicts

The study is aiming to identify the problematical areas in municipal representatives' decision-making together with the identification of their conflict of interests. Ethics, legislation and public control (or municipal community in broader terms) are defined as constituents of municipal representatives' conduct. Municipal representatives as actors of decision-making process follow different values and interests, their ethical competences might vary, and other group interests and their moral obligations influence them too. Their behavior and conduct take place within conflict of these values, interests and obligations. The current legislation, nor other institutional arrangements reflect ethical standards and do not protect the public interest sufficiently. The public control fails too; the right to participate in the public life is not understood as a civic duty. The seriousness of the situation is exemplified in the analysis of Czech municipal representatives' delicts referring to their public duties. In majority of cases, the failure of morals applies supported by nepotism and clientelism that limit public control. Establishing Old Age Pension Retirement Age Limits

Establishing retirement age is a key issue for each and every pension system. How this issue is resolved is palpable for every citizen and also has a major political dimension. The main reasons for increasing the retirement age - which is occurring in all European countries - are demographic development and economic factors, such as higher life expectancy, increasing the proportion of pensioners to the number of economically active people, and the growing costs for the pension system. This thesis describes the current reform steps in Europe and provides a thorough analysis of factors which are relevant for dealing with retirement age issues. The analysis is based on official statistical data, which are scrutinized even in mutual correlations. The need for an interdisciplinary approach which eliminates unilateral vistas and biased application of data lifted out of context and long-term trends is emphasized. Special attention is paid to the genesis and current solutions regarding the retirement age in the Czech Republic. Analysis of different approaches to determining the administrative burden on business

This thesis focuses on the performance of different methods of determining the administrative burdens. There is defined the concept of the administrative burden and there are described selected approaches to its identification and measuring: Doing Business Index, Standard Cost Model (SCM), qualitative research and other alternative methods. These approaches have been used in practice to determine the burden of the selected company. The recommendation, which approach should be preferred, is based on, among other things, the outcome of using different approaches in practice.
