Community Planning of Welfare Services in the Union of Blatná Region

This bachelory work on the topic Community Planning of Welfare Services in the Union of Blatná Region consists of two parts. The target of the work is to describe the community planning of welfare services and its practical implementation in the Union of Blatna Region. The first part is devoted to the information about community planning of welfare services which I gained in special sources of knowledge. This part is devoted to the description of this planning. I present here participiants of welfare services which is community planning based on. I also present particular stages of community planning of welfare services. The second part is devoted to the research with particular mayors from the Union of Blatna Region. I also define the Union of Blatna Region and respondents who were selected for the research. The target of this part is to find out whether and which experience mayors have with community planning of the welfare services in given area.
Benefits for standards of qualities in social services in institutions for children and youth

This final thesis deals with benefits of standards in social services. It is aimed to reasons and sources for developement of social service standards in a connection with the socioeconomic change of a society after 1989. Furthermore, it offers a view on specialities of social work with children and youth and specialities of their needs linked with use of social service offers. It also reflects general processes in institutions which implement quality standards of social work as tools to increase its own services. This work also shows a resume and results of actual theoretical and practical outputs directed to benefit of standards of social services. This thesis currently offers a probe into social workers view to a particular institution for children and teen-agers to uncover benefits of standards of quality in their institution.

In each chapter there is a description of a sphere of social services together with related community plans. The main aim of the thesis is to map the process of the projecting of social services at Blansko region and to find out in what proportion and for what reason all municipalities administer to the activity of these services in Blansko.
Use voucher system as a tool to increase the efficiency of social services funding

The aim of the dissertation is to analyze the system of providing and financing social services and to assess to what extent the introduction of a voucher system through social systems cards contribute to the effectiveness of the financing of social services. To achieve this objective we chose a combination of three sociological methods - qualitative research method based on secondary data analysis, questionnaire survey among persons with dependent children who have been granted an allowance for care and in-depth interviews with experts from amongst the selected branches of labor offices, regional and municipal authorities and from the field of social services providers. The theoretical part is devoted to the characterization of the financing of social services in our country. Based on the analysis of available statistical data, it is demonstrated that the current system of providing and financing social services is inefficient and it is therefore necessary to find new elements that would contribute to the stabilization especially in the area of financing in order to create the necessary to create conditions for ensuring the optimal form of security needs of the person relies on the provision of social services. It indicates (based on the characteristics of foreign experience) that one of the ways to increase the effectiveness of the financing of social services is the introduction of a voucher system. In relation with the implementation of social reforms after 2008, our country decided to introduce a social systems card, which can be understood as an electronic payment voucher, i.e. as a tool, which leads to expansion of yet provided services in social benefits and to increase user comfort. A similar system has been introduced in the past and is still used in many European countries such as Italy, the UK or Finland. Currently, the Czech Republic is the only country in Europe where care allowance is paid only in cash and care allowance is not often used to provide the necessary social services. One way to prevent this is a transition into non-cash benefits payment. One of these options is to use the voucher system, which ensures that the funds earmarked for the provision of social services, will also be in this area actually inserted. The form of benefit payment for care has changed within the implementation of social reforms. Since its payment by postal order was, in early 2012, accede to payment under the cashless payment cards through social systems. This form of distribution, however, wasn't met with a positive response, and it was subsequently decided to cancel the card and return to the original form of payment of the allowance for care and all non-insurance social benefits. This has led to the fact that the original goal of my work - to assess to what extent the introduction of a voucher system through cards social systems contribute to the effectiveness of the financing of social services - failed to fully implement. In summary, it is clear that the current system of financing social services is inefficient, and therefore it will be necessary - particularly in relation to expected demographic trends - to fundamentally change it. Re-introduction of non-cash forms of benefit payment for care can be regarded as one of the tools that could enhance the efficiency of provision and funding of social services. However, it is necessary to learn from the mistakes that have been implemented in the past period of time, emphasis on timely, quality and positive information campaign with an emphasis on explaining the benefits of the new system of social benefits, correct timing of the various steps of the solution and in advance of this solution to acquaint the general population.
Availability and use of health and social services for people with mental disease in České Budějovice

The aim was to explore users' satisfaction with availability of healthcare and social services for people with mental illness in České Budějovice and also to map the use of these services from the users' perspective, but also employees' perspective. To obtain the necessary data I used quantitative research, a questionnaire technique. In total 77 questionnaires were distributed - in Domino and Fokus organizations in České Budějovice and also in the psychiatric ward in hospital in České Budějovice. Respondents were not only their users, but also staff of these institutions. The research shows that the most used service are day care centers, counseling and therapeutic services, and on the contrary, many users and workers lack social housing. Regarding health services, the most interviewed clients uses the services of a psychiatrist or general practitioner from whom the largest percentage of respondents obtains information about the services. The workers' responses showed that the vast majority of users of services has an interest in the offered programs, and in their opinion, primarily programs for use of leisure time, social and therapeutic programs should be supported.The greatest problem is seen in high financial demands on services and associated uncertain funding of social services and poor linkage between health and social services.
Public perception of social workers

According to Úlehla (1999), the mission of social work is to lead a dialogue between what society wants to achieve within its norms, and what the client wishes. It is then the social worker's qualification to be able to be a mediator between the norms of the society and what the client is convinced of. Helping other people is considered to be a matter of course based above all on good upbringing and a man's feeling of being needed. However, if helping others becomes a mission in life, the person is viewed as a professional, and his or her work is aimed at improving these people's lives. Janebová and Musil (2007) claim that social workers adopt a large number of roles to achieve objectives of social justice and enhancing the quality of human life. Social work should reflect the task of mass media in the present society and should be able to employ them to achieve its objectives and to build the public image of this profession (Sveřepa, 2005). The main objective of the thesis was to find out how social workers are perceived by the public. The first chapter contains the definition of the basic terms of the subject matter. The chapter deals with a description of the social worker and the basic conditions of the social worker's performance, the ethical fundamentals and principles of the helping professions. Attention is also given to professional ethics, to the ethical code of social workers and expressing the basic attitudes of social workers to their clients. Further, it contains a definition of social services according to Act No. 108/2006 Coll. The formulation of desirable competences of social workers is described according to Zastrow and Havrdová (in Matoušek, 2003). The thesis endeavours to show the substance of differentiating between help and control in social work. The second chapter deals with explaining terms necessary in the subject of perception of social workers by the public. The chapter specifies the terms of the public, personality and perception. It includes factors that influence human perception. We describe the image of social work in selected Czech mass media. According to Sveřepa (2005), a significant role in the relationship of social work and mass media is played by the manner in which social work is presented in mass media. Social work and social workers themselves should reflect the role of mass media in the present society and should use them in achieving their objectives. The first two chapters deal with the theory of the subject. A significant support in this part is the relevant expert literature that I drew on. The thesis tries to present a more comprehensive view and a more integral idea of the subject matter in question. In the part dealing with research I set the objective of the research and formulated two hypotheses that were verified in the course of my research. The first hypothesis was: The perception of social workers is influenced by their image created by mass media. The second hypothesis: The perception of social workers is influenced by the degree of respondents' personal experience. Considering the subject chosen the research was realised by the quantitative method. The research was carried out in the town of Třeboň in the period of June and July 2014. Because of the size of the basic set it was not possible to carry out the research in the entire population of the basic set, and for that reason I chose the technique of the quota selection, which is very often employed in public opinion polls. The method used was that of questionnaire survey, with the questionnaire technique. The questionnaire contained 14 questions, and was distributed mainly personally. A total of 368 respondents participated in the survey. The outcome of the research provided answers to the two hypotheses. Social Work with People with Mental Illness

The bachelor thesis is concerning problems of social work with mentally ill people. The theoretical section of the thesis is divided into two subsections. The first subsection is describing particular mental illnesses according to MKN - 10, their subdivisions, manifestation, and progression. The second subsection introduces social work with target group of mentally ill people. There were developed two main research questions. What role and activity must perform social worker in mentally ill people's care? What problems mentally ill people must deal with in social and health lives? There were outlined six research sub questions: What health problems must mentally ill people deal with? What personal problems must mentally ill people solve in their lives? What problems must mentally ill people solve in their family lives? What problems must mentally ill people solve when entering job market? What financial problems must mentally ill people solve? What kind of social problems must mentally ill people deal with?
Use of social services by beneficiaries of care allowance.

The Bachelor's Thesis deals with the issue of the carer's allowance recipients benefiting from social services, which is important and topical in my opinion. Applying the quantitative method of research, I performed a survey based on questionnaires. I divided the respondents into 3 groups to allow questions asked in the questionnaires to cover all types of clients among whom I carried out the research. The group one included persons benefiting from residential care social services; the group two included persons provided with outpatient care or field care social services and the group three included persons who are recipients of the carer's allowance where care is provided by, for example, their family members. The goal of the Bachelor's Thesis was to find out how the recipients dispose of the carer's allowance and whether they are satisfied therewith. Two more partial goals finally resulted from the research in relation in particular to persons belonging to group one. One of the partial goals is whether the respondents are satisfied with the services provided and the other partial goal is whether, according to the respondents, the quality of the provided services corresponds with the financial means that they pay to the services providers. The hypothesis H1: The allowance is used for social services. This hypothesis could be examined among the respondents belonging to groups two and three only. In this case, the hypothesis was not affirmed. In the group three, no respondent utilizes social services and in the group two only 27 respondents out of 80, who were interviewed, benefit from such services. The hypothesis H2: The recipients are satisfied with the carer's allowance amount. This hypothesis was affirmed in a total number of 80 respondents. 48 persons are satisfied with the carer's allowance amount and the remaining 32 respondents said that they were not satisfied. I think that this research may be beneficial for social services providers, as it will find out how the respondents assess the effectiveness of the provided services or whether they would welcome a different alternative available in the area of social services.
Using of the Care benefit by Users of Social services

The bachelor thesis deals with the widespread social benefit, the attendance allowance and problems associated with it, which implies the main objective of this work, to find out how or what for this allowance is used. This thesis consists of a theoretical and a practical part. In the theoretical part I focused mainly on the purpose, the principles and basic functions of the allowance. I have also described who is and who is not entitled to the allowance, and when such entitlement may extinguish. In this part, I also focused on what the allowance is intended for and what it has to be properly utilized for. Furthermore, I mentioned in my thesis the inspection in accordance with the Social Services Act and the means of protection applied by the state in order to prevent the abuse of the allowance. In the theoretical part, I also mentioned the history of this allowance when it still was an allowance for attending a close person. Due to the fact that the attendance allowance is intended for people who are disadvantaged in some way, I also put a chapter on disability into the theoretical part, where I gave a definition of disability, its types and forms or for example specific needs that result from such disability. In the second, practical part, the qualitative research method was applied. Data collection was conducted by questioning using the technique of a semi-controlled interview. Interviews were conducted with six communication partners that I have selected using the "snowball" method, so called accretion. The aim of this thesis was mainly to determine how or what for the attendance allowance is used by ist beneficiaries. Whether the amount of the attendance allowance is sufficient for its users to cover the costs of providing the social service. Whether users because of the low value of the attendance will be required to limit their individual needs and interests in some way. Whether users have identified some changes after the amendment of the Social Services Act. For the above objectives I tried to get the answers needed to solve the respective issue.
Accessability of Social Services in the Issue of Domestic Violence Against Women from the Perspective of Social Workers.

Domestic violence in Czech Republic has been for a long time and unnamed taboo. In the 1990's it came to legislative changes, none-profit organizations interested in this phenomenon were established and they started to promote this issue among the general public. Nowadays there is growing an intensive need that forces us to explore domestic violence in our country. The aim of the study was to ascertain the availability of social services for victims of domestic violence according to the opinion of social workers. There was used a qualitative research strategy. Data collection was conducted through semi-structured interviews with six social workers, who were selected by an intentional (purposeful) choice, and who all work in the field of assistance to victims of domestic violence. The theoretical part introduces the basic concepts related to domestic violence, its character, forms, reasons, the course of domestic violence, the typical profile of the offender and the victim. In the next section I focused on the legal framework, which is valid for the Czech Republic. One chapter is devoted to social services providing their assistance to victims of domestic violence. In the last chapter there are social services concretized to those, operating in České Budějovice. The practical part describes the results of qualitative research, based on individual case studies located in the appendix of work. Thanks to compiled research results there was an opportunity to look into the issue of assistance provided to victims of domestic violence in the regional capital city of České Budějovice, and find out whether this service offer meets the demand of the clients who use them. The results show what kind of various services organizations offer to its clients, in which catchment area, in what form and how many clients are they able to take. Research also showed that the offer of social services for the city of České Budějovice is sufficient, but according to respondents, there are still things to be improved. There is an option to contact a number of organizations providing assistance to victims of domestic violence. However, this situation is not as positive in the smaller towns of the South Bohemian Region. The work could, in my opinion, contribute to greater public awareness about service provided for victims of domestic violence.
