Education of self-governing unit officers - territorial self-government

The aim of this thesis is to explore and describe the instruction and training (legislative issues, policies and procedures) of self-government officers using the example of Benešov city council. The thesis is divided into four parts. Firstly, it focuses on the importance of officers' education, specifics of adult pedagogy and methods of instructing. The following part deals with the self-governance and its division to territorial self-governing units. Consequently, the author describes the education in self-governing units with details of the procedure and the legal background. Afterwards is presented the education in the field of safety and health-protection at work according to the Labor code. The last part presents, after detailed studying of literature and internal documents of Benešov town hall and after consultation with the human resources department of the municipality Benešov, the way of educating officers at Benešov town hall.
The authority of the financial control of the community - connections and confrontations with the EU

In the project I discuss the issue of the authority of financial control of the community {--} connections and confrontation with EU. The pursuit of clarify the question: "What is the community?", "Which authorities does it have?", "How is its way to wield a region of the independent field of activity and in the region of the delegate sphere?" The target of the project is to make the activity of the authority clearly, let us say to specify the authorizations of the authority of financial control of the community. The community is a ground of the state. The constitution of the Czech Republic characterizes the community like a fundamental area of a citizen association which has right to self-government. Each part of the Czech Republic territory is inseparable from some districts of the community. The law number 128/2000 of statute-book, about the community (community establishment) in the wording of late directive gives wide choice of unite, to establish the confederation. In the Czech Republic, like in another states in European Union, creates each individual community the fellowships wickedly its interests. The communities have tasks in a region of the independent field of activity and in the region of the delegate sphere. The practical invoking of laws and regulations are not without the serious troubles. The communities have to meet the requirements according to the instructions from above. Strictly speaking they have not an option to influence retrospectively and determine to form of the legislation. Because the state is one and only, it can gives a definition about its interests wickedly its conceptions. To the contrary is countless numbers of communities in the Czech Republic. The disparateness of the component interests of constituent communities is thus understandable. The independent authorities have a big power (authority) in the Czech Republic. This reality brings with itself the humungous responsibility. In the Czech Republic is about 6 254 communities. About financial resources which are leak through the financial authority of territorial autonomy {--} it is about 250 milliards Czech crowns per a year {--} make decisions the members of the community and region.

European documents and their influence on self-government

The study is on European charter of local self-government, which is a document signed by member states of Council of Europe. The Charter is a warrantor of self-reliance and independence of local self-government. Its main aims are separation of central governmnet from local self-government, governmental approach towards citizens. The Charter appoints requiremnets, which should be exercised in member states, which have signed Charter, in order to achieve its aims. Signatory states have experienced different historical development, they have various geographic, economic, social, cultural and other conditions. That are the reasons, why is implementation of Charter in these states diferrent and the aims are reached in various degree. The study is a comparative analysis, that tries to find out, how is the document exercised in Czech republic and Slovakia. The way of promotion of democratic principles in these states, which are defined by Charter, is the objective of analysis.

Práce se věnuje palestinské otázce s důrazem na prvky státnosti. Základ pro pochopení kontextu současné situace Palestinské samosprávy tvoří historický vývoj v oblasti Palestiny. Pozornost je věnována životním podmínkám palestinských uprchlíkům, územím pod kontrolou Palestinců a jejich otevřených aspektům: židovským osadám Západního břehu a omezeným pravomocem Palestinské samosprávy. Na závěr je zohledněn současný vývoj a možné důsledky přímeří mezi Hamásem a Izraelem.

Mezi hlavní příčiny patří zejména nedostatek pracovních příležitostí a platové podmínky, které nemůžou konkurovat městským částím.

Práca rieši otázku zlého stavu súčasného bytového fondu na Slovensku. Kompetencie v oblasti rozhodovania v tejto problematike spadajú čim ďalej tým viac na samosprávy jednotlivých miest, ktoré situáciu riešie čo možno najlepším spôsobom. Neustále sa potýkajú s problémom získania financií. Riešenie do budúcna vidia predovšetkým vo výstavbe nových bytových jednotiek a ich následným predajom záujemcom za tržné ceny. Takýmto kolobehom financií chcú docieliť obnovu i starších mestských častí.
