In this bachelor thesis solve especially financial management problematic focused to composition of finance sources allocated to public construction project, possibilities of choice and its comparison, decisions, realization and control of targets and milestones.
Financing of Building Order from the Aspect of Supplier

This thesis deals with the financing contract from a practical point of view. The aim of this work is to describe the possibilities of financial security building contracts from the perspective of the supplier. In the theoretical part are characterized by basic concepts related to the topic and a practical part of the thesis describes the public works. The practical part of the procurement documents to obtain the tender and subsequent recording contract for work. The example of the practice was described the process of financing construction of the contractor. The work shows a significant difference between planned and actual funding process.
The Optimlization of the Investment in the Municipality

My bachelor´s work ,,The Optimalization of the Investment in the Municipality‘‘ consists of two parts . The first one focuses on theory and the other one on practise. The theoretical part deals with the general definitions of communities and hers financing and budget. The next following chapter analyses the process of communal investment creation and tools for supports public projects. For the practical part I chose the construction planning reconstruction of multifunction facility in municipal Valašská Senice. Show here on possibility of financing. For this investment campaign can be suitable grant from operation program development of countryside or from regional operation program Middle Moravia. I project next possibility of financing by means of grant´s sources and project variants scenarios of financing this investment action.

Práce se zabývá problematikou právní úpravy přestupků ve vybraných zemích Evropy, přičemž zvláštní důraz je věnován přestupkům v oblasti veřejného pořádku, občanského soužití a majetku. Práce se zaměřuje především na sankce udělované za tato protiprávní jednání a na postupy uplatňované, jestliže pachatel dobrovolně neplní uložené sankce. Mimo jiné se text zabývá také vymezením subjektů příslušných k projednávání takto spáchaných přestupků a postupů, které mohou být uplatněny, jestliže pachatel jedná při spáchání přestupku recidivně. Součástí této práce je také zodpovězení otázky, zda právní řády vybraných zemí umožňují postihovat dávky sociální povahy v případě nesplnění sankcí uložených za spáchaný přestupek.

This thesis deals with the tasks, activities, competences and education system of police and city police in order to comparing and proposing of the methodological tools for effective and efficient cooperation between the two components. Although each component has a very different structure and organization and substantive and territorial jurisdiction, activities of city police in some areas closely linked with the activities of police (supervision of public order in the city) or it is linked to the activities of police (reporting of crimes the police). Currently, there is necessary that the both components cooperated with one another, have functional channels and are constantly informed about important matters that take place within the activity of the components (police inform about search persons, about robberies, burglaries). Similarly, the education system and its form in the police and local police is very different simply because the police as a component of the state is organized from the central level, while the individual city police is controlled from the local level. Therefore depends on the decision of who controls the local city police, what kind of above standard training would provide police officers and what funds can allocate to this training. Currently, many city police have more available funds for equipment, instrumentation or training than the police, but on the other side missing some permissions that would help them operate more efficiently. The minor modification of an existing legislative authority of the municipal police would often resolve cases without the same time necessary police assistance The aim of this thesis is to outline how the city police could cooperate with the police more intensively and effectively in cities, provided that they solved some minor problems, and also propose optimal level of police officeres training in cities.
Public Opinion Poll on Police Activity among the Residents of České Budějovice

The bachelor thesis titled Public Opinion Poll on the Work of the CR Police among Residents of České Budějovice aims to find out the opinions of the residents of the town of České Budějovice on the work of the members of the Police of the Czech Republic and tries to reveal what influences this opinion and why. The objective of the paper was to find out whether the opinions of the residents of České Budějovice on the work of the Police of the Czech Republic are influenced by their own experience, and whether the residents of České Budějovice consider their locality to be safe, and to what degree the Police of the Czech Republic is responsible for this, and whether the residents of České Budějovice trust the members of the Police of the Czech Republic.
Czech Republic Police Activities in the Event of Reoccurring Floods in the Třeboň Region.

While writing this diploma thesis, I realized that the issue of the Czech Police{\crq}s activities in the context of potentially reoccurring floods is a considerably complex matter. Moreover, it is subject to a multitude of mutually intertwined and interlinked laws and regulations. In the theoretical part, I studied the relevant laws concerning high-water crises, e.g., floods, and the work of the police in such emergency situations. Also, I focused on floods as such, their types, the factors leading to high-water scenarios, and the different levels of activities during floods. Thereupon I compiled an overview of the authorities of competence during floods, and examined the laws dealing with high-water crises. The second part of my thesis details the events that occurred during the flood in the Třeboň region in 2002. Finally, my thesis presents a detailed description of the current organizational structure of the PCR, as one of the fundamental elements of the country{\crq}s Integrated Rescue System (IZS). In the practical part of my thesis, I present an evaluation of a questionnaire that was taken with the aim of analyzing the level of preparedness of the PCR for maintaining public order in the event of a flood. My research indicates that the level of the PCR{\crq}s preparedness is not adequate enough, primarily in terms of existing material provisions and communication amongst the individual units of the IZS. This problem cannot be solved on the level of the Třeboň District Police (OOP) alone, for it has to be approached centrally in the context of potential flooding in the given locality. Another drawback appears to be, apart from shortage of PCR{\crq}s material provisions, also communication amongst the IZS units, particularly on the level of field watches (ground surveillance). A survey focused on to-date experience of the PCR{\crq}s members in the area of assuring public order in flooded territories revealed that the main problems the policemen had to deal with was disobedience and obstinacy on the part of the public when asked to evacuate a place, as well as inadequate provisions for effective communication. Moreover, the survey revealed inadequate knowledge of the scope of competence on the part of the PCR when ordered to evacuate a flooded area. Clearly, the Police Code should be applied consistently and better knowledge thereof pursued through periodical training, upgrading, and independent study. Despite the above shortcomings and the many problems arising therefrom, it should be noted that the organization of rescue activities was handled well, thanks to maximum effort of all the participating persons, so that the population suffered no major casualties or significant material losses.
Community policing in view of the public and the policemen of the Police of the Czech Republic in Prachatice

The bachelor thesis addresses the ``Community Policing" project, in particular the perception of the project by the public and the members of the Police of the Czech Republic from the time when the project was put into the practice of the Police of the Czech Republic to the present. The author focuses the thesis in particular on introduction of the new direction taken by the Czech police; described from the outset to the present state, the main priority of the new direction is a change of the approach of the Czech police to the public, with the particular focus on improvement of the mutual communication and also cooperation in solving common problems with the view to make the public apprehend the Czech police as its partner rather than a repressive unit. The introductory part provides the characteristics of the project, specifies the resources utilized in launching the project, the genesis, the philosophy of the objective of the work, and the current state of the project in the Czech Republic, and also describes implementation of the community policing strategy in the practice of the District Department of the Police of the Czech Republic in Prachatice. While using a method based on a quantitative research, the objective of the thesis was to verify or disprove three hypotheses; the first two hypotheses address awareness of policemen of the strategy and their motivation to implement the strategy in practice, and the third hypothesis examines awareness of the professional and the general public of the strategy. Based on the evaluation of the results, the first hypothesis concerning the policemen{\crq}s awareness has not been confirmed, the second hypothesis concerning motivation of the policemen has been confirmed and the third hypothesis has been confirmed in part since it was necessary to separate the professional public and the general public; then the hypothesis has not been confirmed in respect of the professional public and has been confirmed in respect of the general public. While processing the thesis, the author arrived at the conclusion that the management of the police has to place emphasis on motivation of the subordinate policemen to assert and promote the strategy among the general public while cooperating with the professional public, and to improve active communication.
