Risk analysis in the municipality with extended competence Horšovský Týn and subsequent methodological assistance to the mayors of municipalities in the administrative district of this territory

The thesis deals with the risk analysis in the administrative district of municipality with extended competence Horšovský Týn. Its aim is to analyse anthropogenic and biogenic hazards on the territory of the municipality with extended competence Horšovský Týn and to create a practical aid for mayors of municipalities for dealing with an emergency. The theoretical part defines the basic powers and duties of the municipal authorities in the field of security and crisis management. Furthermore, it defines the theoretical bases for the analysis of risks, especially the definitions of the concepts and the characteristics of the various available methods. In the practical part, a specific risk analysis for the area of the administrative district of the municipality with extended competence Horšovský Týn is carried out by expert assessment method. It includes a detailed characterization of the territory in terms of administrative distribution, demography, climatological and hydrological conditions, infrastructure, etc. Furthermore, the risk rates for individual events are then calculated and compared to each other. Based on the results of the analysis, the mayors of the municipalities are suggested of security measures. The risk analysis for the territory of the municipality with extended competence Horšovský Týn serves as a basic entry into the processes of emergency and crisis planning in this area. The methodical aid, which will be handed over to the mayors of individual municipalities, will contribute to the preparedness for dealing with extraordinary events and crisis situations in the territory of the municipality with extended jurisdiction Horšovský Týn. The thesis can serve as a teaching material in the field of public security.
Emergency preparedness of Nemocnice Prachatice a.s.

The aim of the bachelor thesis was to evaluate the awareness of the staff of the Prachatice Hospital, a. s., about knowledge of recommended method during origins emergencies with particular emphasis on evacuation. The second aim of the bachelor thesis was to consider the current state of preparedness of Prachatice hospital, a.s., on solving origins emergencies with particular emphasis on evacuation. The theoretical part is focused on Hospital Prachatice a.s. Furthermore, the thesis deals with emergencies, which are based on Act No. 239/2000 Coll. about the integrated rescue system and the theme of evacuation, which is based on regulation by the Ministry of the Interior. 380/2002 Coll. to prepare and executing of protection of the population. In the conclusion of the theoretical part are given some examples of evacuation of hospitals in the Czech Republic and abroad. For the practical part of bachelor thesis and the fulfillment of aim no. 1, and a questionnaire was created for the employees of Prachatice Hospital, a.s. (Annex 1). The questions were focused on awareness in topics protection of population, methods of solving emergencies according to Plan of crisis preparedness and knowledge of basic information for possible evacuation. For fulfilment of aim no. 2, was used the interview (Annex 2) with technician of safety and protection of employees at work and fire protection in Hospital Prachatice, a.s. which was focused on emergency planning related to water, electricity, food supplies, pharmaceuticals, diesel, heat, large number of people, active shooter attacks and evacuation. From the results of the questionnaire survey, it is clear that the awareness of staff reaches 62%, that means, the border of 80% determined by hypothesis 1, was not reach and the hypothesis was not confirmed. The interview was reached 78% success rate, therefore the hypotheis 2 was not confirmed. In conclusion of this bachelor thesis is pointed to insufficient level of awareness of staff, especially in the area of protection of population. Preparedness of hospital also shows deficiency in preparedness for emergencies. The results of the bachelor thesis will be used to increase the preparation and training of the staff of Hospital Prachatice, a. s., in terms of emergencies and evacuation.
Giving frist aid by Fire brigade of the Czech republic

Giving first aid is a very important point also in car accidents. Members of fire brigade are often the first ones in the place of the accident therefore to do this activity properly and to avoid making the health condition of the injured people worse is very important. The aim of this thesis was to find out the knowledge level of employees working for Fire brigade in the South Bohemian Region, if there are the same conditions for education in professional training at the central and secondary stations and if the service length has an influence on knowledge and practical experience. The thesis is divided into a theoretical part and a practical part with methodology of the research. In the theoretical part there are described first aid procedures, legal orders which the members of Fire brigade of the Czech republic follow in emergencies, further there are explained terms of emergency service and position of components in rescuing and liquidation work. In the practical part with methodology of the research was necessary to find out if knowledge of members who give first aid is satisfactory. A hypothesis was laid down for this purpose, if the knowledge of members reaches 80 %. A questionnaire for answer the research question was constructed and distributed among 100 members of Fire brigade in the South Bohemian Region. The questionnaire contained 15 questions and was anonymous.

Title: Psychological reactions to different types of emergencies and disasters Objectives: Develop a general overview of human behavior patterns of individuals and groups in unexpected situations. Methods: In this work were used the methods of analysis and comparison. The analysis was applied to the analysing of different types of emergencies and disasters. By comparison were then compared patterns of different types of personalities among themselves, but also depending on the type of threat. Results: It was found that the response to external stimuli are internal conditions, individual abilities, attitudes and temperament. A major role but also plays a readiness on the situation. Awareness on issues of protection of the population, depending on the emergency planning zone.

The goal of this bachelor thesis was to evaluate pupils and students knowledge of the recommended behaviour in case of emergency with extra emphasis on radiation accidents. The research compares the differences in knowledge of young people depending on Temelín Nuclear Power Plant's emergency planning zone. The research used questionnaires which were filled by pupils and students of elementary schools, vocational schools, and grammar schools within and outside of the emergency planning zone. The schools were randomly selected using Microsoft Excel. The theoretical part focuses on contemporary state of knowledge in the field and includes foreign textbooks (from Germany, Bulgaria, USA, Canada and France). These textbooks can be found in thesis attachment.This part also introduces Temelín Nuclear Power Plant, its characteristics, geography and demography. It also describes principles of emergency preparedness, related legislation and protective equipment. The second part of the thesis is based on research. The researcher created a unique questionnaire which contained 32 closed questions divided into eight thematic parts. These parts focused on general aspects of awareness, warnings, evacuation, sheltering, iodine prophylaxis, improvised protection, contamination and decontamination. The questionnaire used Paper and Pen Interviewing method. There was total of 213 respondents, 121 (57 %) of them were women and 92 (43 %) men. The results were processed and evaluated using Microsoft Excel. The first goal of the thesis was to "Evaluate pupils and students knowledge of the recommended behaviour in case of emergency with extra emphasis on radiation accidents". In order to achieve this goal, hypothesis nr. 1 was formulated: "The pupils' and students' knowledge of the recommended behaviour in case of emergency with extra emphasis on radiation accidents does not reach 75 % success rate". The executed survey shows that the pupils and students reached 56 % success rate which is below established 75 % rate of the hypothesis. Hypothesis was therefore confirmed. The second goal of the thesis was to "Assess any possible differences of knowledge between pupils and students living within Temelín Nuclear Power Plant's zone of emergency planning and outside of it". For this goal, second hypothesis was formulated: "The knowledge is not dependable on the zone of emergency planning". To test this hypothesis Pearson's chi-squared test was used. The statistics proved that there is no difference in pupils and students knowledge that would be dependable on the zone of emergency planning.

Readiness of healt care providers to mass disasters

Reception of a large number of the injured to a medical facility as a result of a mass disaster or a catastrophe puts high demands on health care. Such situations can not be dealt with the mere improvisation; it is necessary to create unified organizational procedures defining the composition of medical teams and their activities during the multiple reception of the injured to a medical facility. The theoretical part of this thesis provides a comprehensive overview of the current state of emergency preparedness in healthcare facilities. In the empirical part, I analyzed the readiness of health facilities for a mass disaster in the capital city of Prague. A structured interview with open questions was chosen as a method of data collection. Based on the survey, I concluded that the readiness of health facilities in the capital city of Prague differs. I recommend setting up a phone line while receiving patients as a result of a mass disaster in order to improve the situation in Prague. The sole purpose of such a line would be reporting emergencies. I also recommend health care facilities participate actively in exercises within the integrated rescue system and clearly identify and determine facilities where the reception of the injured takes place if a mass disaster occurs. The provision of fire protection in selected hospitals of the Capital City of Prague.

The aim of this work is to map fire safety in selected hospitals in the capital city of Prague. The main aim is to answer whether is the fire protection by the corporate fire brigade unit considering the vastness of the area and the number of beds measurable benefit for the fire safety of medical facility. Custom work is also examined whether the unit is reduced by the presence of the corporate fire brigades in the hospital requirements for fire protection using dedicated kinds of firefighting equipment. Another part of the research is dedicated to the fact whether is the load of the fire rescue service (FRS) of the capital city of Prague reduced by the presence of the corporate fire rescue service in the hospital and thus has to adjust the area coverage? In the first part of the thesis is summary of the regulations in the area of fire prevention. Above the Law on Fire protection and the Ministry of Interior Decree on fire prevention. There are described in detail obligations of legal entities and individuals, competence and training of fire protection. From the perspective of repression is described by the distribution of fire protection units, and also their rights and obligations. For purposes of this thesis is defined by the fire and method of propagation of fire. This will take the necessary measures to prevent its spread. Solution is also the fire safety of buildings according to the CSN 73 0802 Fire protection of buildings - nonproductive objects. Specifically resistance of structures and the use of fire safety equipment. It is important to define the hospital as a medical facility and its basic characteristics and distribution. They are described in detail in terms of medical facilities and fire safety through technical standard CSN 73 0835 Fire safety of buildings - Buildings for health care facilities. Rated objects are the Motol University Hospital, the University Hospital of Royal Vinohrady and Thomayer Hospital, all with headquarters in Prague. The main criteria for the selection of the hospital's number of beds, number of patients treated and the site area. Another criterion is the number of employees and the difficult conditions for intervention. At first, the comparison parameters hospitals for fire prevention, such as the number of professionally qualified persons, the number of trainees, preventive fire patrols. In the Motol University Hospital are installed sprinkler system and a special spraying equipment and also there is an entity of its own corporate fire rescue brigade. The next section analyzes the number of incidents in each hospital complexes or the number of fires. We found a relatively large number of fires in the Motol University Hospital. And with an average of 5.7 fires per year in the past decade, compared to 0.3 fires in the Thomayer Hospital and 1.0 of fire in the University Hospital of Royal Vinohrady. Space is analyzed with the most complex variant of fire, especially the requirements for forces and resources. The results are compared to their inclusion in areal coverage depending on the degree of danger cadastral municipality. In all three cases, these conditions suit. The result of the research is that the selected areas of hospitals in the capital city of Prague in terms of fire protection are at a very high level. Whereas there is the unit with its own fire protection or not. Its presence is a matter of fire protection concepts during the design of the hospital complex. Establishment of fire protection units in hospitals, where it currently is, would only increase the comfort of visitors and hospital patients on the one hand and financial wastage on the other. Functioning FRS in the Motol University Hospital is an objective benefit for the fire safety of the hospital complex. Analyses of the current state of the recommendation by the FRS of the capital of Prague conduct more tactical exercises, mainly in the hospital where they have their own fire protection unit.
