The development of the enployment in the region of Klatovy with the usage of the operating program The development of the human sources
KOLÁRIK, Lukáš
Unemployment of people who are in disadvantage on the labour market is a nationwide problem. Such disadvantages concern low qualifications, women returning from maternity leave, elderly people, disabled people, national minorities, young people and people who have problems to become adapted to the ``normal life{\crqq} (homeless people or people who had drug problems in the past or were imprisoned). This long-term unemployment is one of the biggest problems Czech Republic has to face since 1989. Comparing to the other EU countries where the long-term unemployment is decreasing, Czech Republic belongs to countries with the highest unemployment. The situation is becoming even worse. This thesis concentrates on the issue of long-term unemployment. First it highlights basic theoretical background to this issue and mentions the function and principles of the regional and structural politics of the European Union. The second part of this thesis offers a possible solution for solving this problem. This is a creation of project design which concentrates on employment support by means of a new requalification program for long-term unemployed people. At the end this thesis also offers a possible project financing.
Public awareness about the problems of employment
NOVÁKOVÁ, Veronika
Employment {--} one of the most frequently discussed current topics. At a time when the economy of the whole world has been going through the period of economic depression, this subject is really topical. Employees are being dismissed due to the economy inhibition and the number of the unemployed has been growing. The Czech Republic has not escaped the impact of the depression either and the unemployment rate has risen to 9, 9%. To find a job is most difficult in our modern history. Eighteen unemployed come to one working position. The objective of the research part of my thesis was to find out whether the job seekers registered at the Job Centre in České Budějovice get sufficient information about all the services provided by this institution within the framework of the active labour policy, whether the job seekers are well aware of the instruments of this policy, who provided them with the information, whether they have already used any of these instruments and whether they find these instruments suitable and sufficient. 200 questionnaires were handed out to the respondents, 159 questionnaires returned. It means that the rate of return of the questionnaires was 79, 5 %. This research has revealed that 69% of the job seekers find the instruments of the active labour policy provided by the Job Centre sufficient. However, it is essential to take into account the following fact {--} the job seekers find these instruments sufficient in terms of their own knowledge. And it was only 24% of the respondents that knew more than a half of the existing instruments of the active labour policy. My thesis could be practically used as a whole especially for the clients of the Job Centre in the form of brochures or leaflets. It might be used even for students from secondary schools, vocational schools, colleges and universities as study material, since it provides practical knowledge of what to do in case they are unemployed once after they finished school. And last but not least, this work might be viewed as an important feedback for the staff of the Job Centre.
Human Resources and Employment
JAKUBCOVÁ, Jaroslava
The goal of bachelor´s work is to describe the situation regarding the human resources in the county Prachatice and evaluate this problem from the employment office´s point of view. The basic problem is to utilize effectively the labour force related to free human resources, mainly registered in the employment office. In the bachelor´s work it is particularly pursued the comparison and the utilization of these free human resources. The bachelor´s work is divided into two main parts. The first part is theoretical and its intent is to explain the important notions regarding the employment. The attention is particulary pursued to the risk groups on labor market. The second part is practical and it is directed to the analysis of situations connected with employment and human resources in the county Prachatice. This part is strongly statistical in order to achieve a good transparency. In this part there is the connection with the theoretical part through the risk groups of the unemployed. At the end of practical part there are some suggestions regarding the utilization of human resources and the support of the employment rate. The result of this work is the maping of human resources development in the county Prachatice. There is also mention the further possible solutions of these problems on regional and state level. The state should behave as the guarantor of the state policy and by way of employment office conducts this policy.
The Institute of Green cards as a tool for legal labor migration in a political debate in the Czech Republic
SMUTNÁ, Kateřina
In my thesis "The Institute for Green cards as a tool for legal labor migration in a political debate in the Czech Republic" I analyse the concrete circumstances of the adoption of the Institute for Green Card in the Chamber of Deputies. I tried to place this issue into the context of the situations that surrounded the adoption itself. I believe that the issue of legal immigration will be becoming increasingly important on the political scene and therefore it is important to know how the political parties represented in the Chamber of Deputies approach to this issue. To my work I also included the opinions of NGOs dealing with problems of legal or illegal immigration. My thesis is trying to be a coherent set of attitudes and opinions and comprehensively grasp the problems with receiving of the Institute of Green Card from the perspective of both government agencies and non-governmental companies.

Furthermore I looked into the development of the labour market after 1989 and its general drift. The second part follows the labour market in Pelhřimov after 1989 and contains the development of employment and unemployment. Part of this work is also the analysis of applicants according to the structural characteristics and 'problematic' groups of applicants. The active labour market policy in Pelhřimov is also mentioned.

Unemployment and its impact on number of elective surgeries at surgery department
HÁLOVÁ, Magdaléna
SUMMARY A surgery ward is one of the crucial departments in the České Budějovice Hospital. It provides a highly specialized care not only to patients from the district of České Budějovice, but also to people from the whole South-Bohemian region. Nearly 4,000 patients are treated in this ward every year. In my work I focused on a group of people who are able to work, but at the time of hospitalization they had no job and were registered in the employment agency and they came to the surgical ward for optional surgeries. The reasons why they did so could be as follows: they either neglected the care of their health due to a large amount of tasks at work, or they postponed the surgery since they were worried that they could lose their job due to a long sick leave. The objective of the work was to identify the influence of employment on decisions of clients to undergo surgeries. Questionnaires were used to gather data; they were distributed to patients hospitalized in the surgical ward of Nemocnice České Budějovice a.s. (the České Budějovice Hospital). The hypothesis which assumed that people registered in the employment agency for a short time have more surgeries than people registered in the employment agency for a long time was confirmed in the degree work. The second hypothesis assuming that people registered in the employment agency have more optional surgeries than employed people was confirmed as well. The third hypothesis where I assumed that the fees charged for hospital stays would influence the length of hospitalization of unemployed people was not confirmed since political changes resulted in the conclusion of a donation agreement between Nemocnice České Budějovice, a.s. and the South-Bohemian region; the agreement enables people to take advantage of the South-Bohemian region{\crq}s donation to cover the hospital fees starting from 1 February 2009. The results of my work could be used as arguments in solving the unemployment policy.

Employment support services for women after maternity leave.
CHMELAŘOVÁ, Michaela
Women re-entering the labour market after parental leave represent one of the most vulnerable groups in the labour market. During parental leave, women frequently lose contact with their original employment. Depending on the length of parental leave, they fail, or have limited opportunities to develop their labour skills and knowledge. It happens very often, that they lose their jobs and face a very difficult life situation as they must find a new job after the termination of parental leave. This issue has been dealt with since 2004 at the regional level following the introduction of Act No. 435/2004 Coll., on employment, within the Active Employment Policy. Motivating or requalification programs focusing on this group represent an appropriate solution to this social problem. The situation of women returning to the labour market after parental leave is also the subject of the presented master thesis. The theoretical part contains historical review and describes the actual situation using an analysis of two regions and local services supporting the re-integration of women after their parental leave. The objective of the practical part is to identify key motivations for women taking part in the supporting programs during or after parental leave.
