Faculty of Theology. Department of Practical Theology. Thesis Supervisor: Ing. Jaroslav Šetek, Ph.D. The Bachelor thesis looks into social services and the Act on Social Services No 108/2006 Col. The goal is to analyze and identify the value of the social inpatient ward at the University Hospital in Plzeň. Simultaneously, the intent is to understand the elderly as clients of the social inpatient ward with their particularities and specifics. The thesis consists of two parts. The first part is theoretical and includes two chapters. In the first chapter, I describe the social services in the Czech Republic and then I focus on explaining the Act on Social Services. In the second chapter I apply to clients in a social inpatient ward. The second part is practical. In the practical section, I intent on Social Services. I engage in characterization of social inpatient ward, I deal with the description of the social inpatient ward starting from the process of applying for residential social service, through the client´s admission at the social inpatient ward till the termination of the stay. This part I complemented by individual case reports, which have show clients ctories, which was be on Social Services. On purpose, I have selected cases which allow to consider varying social background, family ties and different reasons for termination of the stay. The case reports are complemented by an overview of the state of initiated and terminated stays. My intention is to find out if the social inpatient ward fulfils its purpose.

Usage of Social Care Allowances by Disabled People Older than Eighteen

This Bachelor´s work deals with a social care allowance in degree II granted to handicapped people over 18 years of age, dependent on another person´s asssistance, who live in the home environment. The work is trying to find out how much they use the allowance to buy field social services and whether they use it for arranging for assistance for themselves. I am engaged in the problem as a field social worker of assistance allowance. The theoretical part presents the Act No. 108/2006 Coll.on Social Services, describes the system of social services and social assistance before this Act came into force. Subsequently it addresses care allowances and current social care services, the position of a social service worker whose professionalism is guaranteed by the Social Services Act, deals with ethics and the current concept of social work. The practical part is based on the findings of qualitative research technique, questionning the clients while controlling the use of an allowance. The findings confirm the fact that the care allowance is misused and hardly ever used to buy field social services. The work may form a background for comments on the Law No. 108/2006 Coll. On Social Services and thus help solve the problem of misusing the allowance. There are two views of the situation to be considered. Either the attitude of the Ministery of Labour and Social Affairs which prefers better monitoring of the allowances and the other view prefers insisting in better individual social work with every single beneficiary
Subsidies for taking care - a new way of integration and assistance for people

Thesis deals with social benefits as a modern way to help people who can not do without it. It is divided into 5 basic parts. The first part is concerned with historical development of care for the needy. The second part is dedicated to analyzing the care needed within the EU. Valid legal regulation in the field of social services are the contents of part three. The fourth part is dedicated to the law on social services with a focus on the social benefits. The fifth part is research and specifically focused on mapping the practical use of the social benefits - both from the point of view of drawing funds and from the point of view of subsequent use of social services used by registrated provides versus providing care by family members and from the ranke of laymen and the number of applications - as well as new applications increase in Strakonice region for the years 2007, 2008 and 2009. In conclusion a certain assessment and reflection on the current situation and possible future developments.
Acceptance of applicants for Home for elderly people by social services law

Not a single senior went to the home for the elderly because he or she did not want to be a nuisance for his or her children or other relatives, or at the time of putting in application he or she wanted to be sure of not staying without help, or he or she was not capable of looking after his or her farmstead or covering the costs of a large flat. The inhabitants accredit the primary responsibility for the care of the elderly to the state; it is a stereotype in thinking of most of us: I am old or ill/you are old or ill and I need/you need help, I will go/you will go to the home for the elderly. In the introduction part I deal with the problems of the old age. I describe the ageing as a progressing line of changes in a human from both the biological and psychological aspects. The number of ageing and old people in the world is increasing. These people need help. The Act No.108/2006 Coll. On Social Services, as amended, ensures the fundamental frame of the help needed. The thesis is especially focused on the provision of help in social institutions, homes for the elderly. The objective of the research was to find out about the conditions of admissions to the homes for the elderly. The chosen methodology was non-standardized dialogue with the workers of social departments of selected homes for the elderly and the secondary analyses of the data gained from the web pages of the institutions. It was found out that the age of the institutions residents is increasing. The average age of the residents of all homes for the elderly is 80.5 years. The need and dependence on the help of other person is increasing with the age. Owing to the ageing of population the number of rejected applications to the homes for the elderly is massively increasing. I suppose that the number of applicants could decrease by the coverage of sufficient number of quality terrain services.
Eventualities of Implementation of Canistherapy into the Social Services System

The long-awaited Welfare Services Act came in force in 2007. The act is the first act which is based on a free choice of help, a free choice of a type of service and primarily, it stems from a person{\crq}s individuality and their needs. The act defines basic kinds and forms of welfare services and it redounds to the creation of needed room for services transformation focused on their own development. Canistherapy is a kind of zootherapy which can support an individual{\crq}s health and it is based on a mutual interaction between a person and a dog. It makes use of a globally standardized client relations method, it stems from a person{\crq}s individual needs and it can be applied to a wide variety of targeted groups of clients.
The Specifics of Restrictive Practice in Social Services

This thesis follows the insufficiently mapped-out issue of restriction in social services and investigates the ways in which it is used towards clients. First-mentioned is the evolution of social services towards its current concept. Afterwards, important terms pertaining directly to the practical issues of social services are defined, based on the social services act. The definition of restrictions and restrictive measures, in accordance with current legislation, follows and their concept is confronted with the concept of human rights and human dignity.The work concludes with descriptions of situations where the clients human rights are violated, their solutions and also possible ways how to prevent the violation of human rights in such cases.
The exercise of public administration in healthcare and social area by local self-regulatory autorities

Since 2007, the Act No 108/2006 Coll. on social services, which radically changed the social area, has been in force. A completely new benefit, care allowance, on which the paper is focused, was implemented. The allowance belongs to persons with reduced self-reliance and it is intended for provision of social services that the user needs. Social services can be provided both by registered providers and by private persons. The objective of the paper is to map the groups of citizens who apply for assessment of the degree of dependence and how they use the care allowance. For the performance of the research, the technique of secondary and content analysis of the document files of the Municipal Office in Milevsko for the period January to August 2008 was chosen. The research has shown that the most common recipients of the care allowance are people over 70 years of age, who need assistance of others due to their age and state of health. It has also shown that such assistance is in most cases provided by close persons. This means that the resources expended on care allowance do not return to the registered providers. Some recipients combine private care with registered services, most often with community care service. This occurs mainly at the 1st and 2nd degree of dependence. At the 3rd and 4th degree of dependence, registered providers are more often used. Practice has shown that this Act was a step in the correct direction. At the same time, however, problems have also emerged. These include in particular increasing expenses for social services, failure to use the allowance for social services, some children with serious illnesses who are not eligible for the care allowance. For these reasons, the Act should be amended.
The Protection of Human Rights of Users in Istitutions for Disabled People

This thesis deals with the protection of human rights of users of the social services, namely in relation to the users of the institutions for disabled people. The theoretical part characterizes mentally disabled people who are the target group for the present thesis. Furthermore, it describes the above-mentioned social services institutions and the way and the mechanisms for the provision of the protection and control of human rights of the users in such institution. The examples of the possible infringement of human rights in the institution for disabled people form a constituent part of the thesis. The practical part focuses on the possibility of the enhancement of the situation as far as human rights in such institutions are concerned. It considers the situations where the violation of rights can occur, dealing with education in social services and it sums up concrete procedures how to act in case of this violation has already happened.
Changes in the use of support services for seniors in Central Bohemia Region in connection with Social Services Act No. 108/2006 Coll.

The society faces the challenge of ensuring high-quality, available and economically affordable social and health care for their elderly citizens at a time when, given the demographic trend, the proportion of people aged 65 and more who are dependent on assistance of other people increases and when at the same time public financial resources are limited. The aim of the thesis is to determine what changes occurred in the use of support services for seniors in Central Bohemia Region in connection with Act No. 108/2006 Coll.The research results show that clients of social care services are most often eligible for care allowance in the 1st degree at maximum and use it mostly partially.Seniors most often seek social care services but these are generally focused on individual simple activities and they lack effort to carry out comprehensive assessment of a client´s situation and planning of care. Cooperation of support services with local authorities in the area of Central Bohemia Region might help.
