Drafts dealing with Changes of the Electoral System into the Chamber of Deputies: Analysis and Alternative Approach: Study 1.191
Pecháček, Štěpán ; Němec, Jan
The paper starts from the analysis of the elections 2006 (Chamber of Deputies). The results gave birth the idea of electoral system change to strengthen the proportionality and to establish the bonus for the winning party. The idea has been included into the coalition agreement and into the program of government policy. The paper analyses effects of various modifications of the electoral system. The results of the survey proves that D´Hondt divider fulfills the best way the optimal rank of proportionality only in the case it is applied in the single electoral constituency (Czech Republic as a whole). This system also includes a certain natural bonus for the winner. The adoption of an artificial bonus for winner in other models of electoral system causes always smaller rank of proportionality.

Drahošová, Stanislava ; Štych, Přemysl (advisor) ; Slačíková, Jana (referee)
Land Cover changes in region Svitavy Abstract The aim of this thesis is to evaluate land cover changes of remote sensing data in region Svitavy after 1990. Landsat data (1994 and 2001) and IRS-P6 data (2006) were used. The literature search concerns the spectral characteristics of surface, the image classification and evaluating land cover changes in the Czech Republic. For image classification was used Maximum Likelihood algorithm of supervised method. The parts of image classification are the training stage, the classification stage, postclassification smoothing and classification accuracy assessment. Land cover changes were evaluated by compare area and share of land cover category and overlap of vector layers for 1994 - 2001 and 2001 - 2006. Two programmes were used: PCI Geomatica and the ArcGIS. In my classification were found some errors based on evaluation error matrix. For the whole time period was confirm relatively assumed tendency as growth of grasslands and forests and spreading built-up area in region Svitavy. Keywords: land cover, classification, region Svitavy, Maximum Likelihood

Social and psychological grounds for, and legalization of the holocaust
Paleček, Lukáš ; Kosek, Jan (advisor) ; Mucha, Ivan (referee)
Title of the thesis: Social-Psychological Causes and the Legalization of the Holocaust Summary: Although the Holocaust (a word for suffering of millions of individual people of vastness that stretches beyond our imagination) is a rather distressing topic I chose to carry out this re- search for two reasons, which prevailed. First, the experience shows that extreme situations reveal many latent features of human psyche - studying them is tempting. Second, the Holo- caust is a morally and politically important and still topical theme because not forgetting evil is a manner of its prevention. The purpose of my thesis is to present (and emphasise) the idea that the tragedy of the Holo- caust did not merely have causes, which can be described as political or economic (or exclu- sively psychiatric - which is perhaps the most dangerous simplification), but that a significant part of what happened is explainable from the point of view of social psychology. The second of the main goals of the thesis is to analyse anti-Semitic law (and very briefly also anti- Gypsies law) of the war Slovak state. To integrate researches in the two aforementioned scientific disciplines (social psychology and legal history) in a coherent unit I chose to use the Czech penal law's concept of elements of crime. There are four basic...

Concept of the Implementation of the Mobile Monitoring System in the Armed Forces of the Czech Republic
Caithaml, Vít ; Fiala, Radek (advisor) ; Koza, Zdeněk (referee)
The thesis concerns the mobile monitoring telemetry system and its implementation within the Armed Forces of the Czech Republic. The object of the monitoring system is to give commanders an overview based on the monitoring of biological and technical values of the current mental and physical state of their soldiers and with the help of alarm limits to warn of abnormal readings of the monitored values. The system should help prevent injuries caused by exhaustion and should improve the combat efficiency of the whole unit. The thesis goes on to describe the concept of the system as a whole and the alignment of each seperate modul. The functionality of the system was verified through practical measurement. The results and findings throughout the thesis form the basis for the design of a second generation system and for modifications of the presented algorithms.

The Development of Mlada Boleslav Castle from the 10th century to the beginning of the 17th century

Travelling salesman problem solved by Clark-Wright's method
Brož, Vojtěch ; Fábry, Jan (advisor) ; Ráčková, Adéla (referee)
Essay solves two real-life travelling salesman problems with 18 and 30 nodes. Applicating Clark-Wright's solving method chosen by author as most suitable, mainly because it takes into account real constraints. In the beginning the essay consists of travelling salesman's problem needful theoretical basics, it's resolvability and practical use. Followed by detailed description of Clark-Wright's method computational process. Solving of real-life problems includes also the description of how were data used in essay obtained and adapted. The results are compared with optimal solution and results gained without including the constraints. Possibility of using this method in practice is discussed in conclusion.
