Using of the Care benefit by Users of Social services

The bachelor thesis deals with the widespread social benefit, the attendance allowance and problems associated with it, which implies the main objective of this work, to find out how or what for this allowance is used. This thesis consists of a theoretical and a practical part. In the theoretical part I focused mainly on the purpose, the principles and basic functions of the allowance. I have also described who is and who is not entitled to the allowance, and when such entitlement may extinguish. In this part, I also focused on what the allowance is intended for and what it has to be properly utilized for. Furthermore, I mentioned in my thesis the inspection in accordance with the Social Services Act and the means of protection applied by the state in order to prevent the abuse of the allowance. In the theoretical part, I also mentioned the history of this allowance when it still was an allowance for attending a close person. Due to the fact that the attendance allowance is intended for people who are disadvantaged in some way, I also put a chapter on disability into the theoretical part, where I gave a definition of disability, its types and forms or for example specific needs that result from such disability. In the second, practical part, the qualitative research method was applied. Data collection was conducted by questioning using the technique of a semi-controlled interview. Interviews were conducted with six communication partners that I have selected using the "snowball" method, so called accretion. The aim of this thesis was mainly to determine how or what for the attendance allowance is used by ist beneficiaries. Whether the amount of the attendance allowance is sufficient for its users to cover the costs of providing the social service. Whether users because of the low value of the attendance will be required to limit their individual needs and interests in some way. Whether users have identified some changes after the amendment of the Social Services Act. For the above objectives I tried to get the answers needed to solve the respective issue.
Performance of the Care Contribution Agenda in the Municipality with Extended Scope of Dačice after the Social Reform Seen by Recipients of the Care Contribution.

Since January 1, 2007 a new social security benefit has been provided: Care Allowance. This benefit is regulated by Act No. 108 of 2006, about social services. The Act defines conditions of help and benefit distribution to people, dependent on other person's help, who got into a difficult social situation. I have chosen the topic, regarding Care Allowance, on the basis of my professional experience in this issue. The aim of this thesis was to survey opinions of Care Allowance beneficiaries (families with a disabled child), regarding office workers' work before and after social reform and find out the impact of the reform on beneficiaries. The theoretical part contains a short reference to the situation before passing the Law of Social Services, a short introduction of the Law of Social Services (effective from January 1, 2007) and social reform. Next part of the thesis describes Care Allowance after social reform, thus after January 1, 2012. It specifically contains: Care Allowance impact on social services sphere, claim conditions, extend of dependance, benefit amount and its payment, Care Allowance proceedings, terms of authorities, Care Allowance use and duties resulting from the law. The thesis describes in detail a social worker, his or her role and authority. A term "handicap" was defined in the conclusion of the theorethical part. The practical part of the bachelor's thesis elicits communication partners' opinions on office workers' work. The research question was: How do Care Allowance beneficiaries ( families with a disabled child) evaluate office workers' work before and after social reform? On the basis of the research question, I set four questions and worked with them during the research. The research sample consisted of twelve families with a disabled child, who were chosen on the basis of their free decision. These families were Care Allowance beneficiaries before and after social reform, which is essential here. The research was carried out by means of quantitative survey, an inquiry method and a method of semi-structured dialogue with the parent with a disabled child, who draws Care Allowance. According to the facts elicited from the communication partners, social reform is perceived rather negatively than positively. There is a significant difference between work of social workers of municipal authorities in Dačice and work of social workers of employment office in Dačice. Communication partners see differences in helpfulness, satisfaction, knowledge and workers' experience. Employment office workers are evaluated by communication partners very negatively, on the contrary municipal authorities workers' work is evaluated absolutely positively. Communication partners mention another serious problem, which is misfunction of Care Allowance payment, the benefit is paid out late, up to one month later. In the conclusion of the thesis, I suggest solving to the problematic situation, that was revealed in the research.
Protection of rights and honour of people wiht dementia living in the Nursing Home for Persons with Cognitive Impairment

The thesis deals with the rights and human dignity protection with people suffering from dementia. The thesis examines the way in which human rights are guaranteed and safeguarded in international human rights law documents, but especially the way in which the Czech Republic approaches the problems, particularly social services which follow standards of social services. The thesis looks for an answer whether standards of social services quality are sufficient guarantee of human rights and dignity protection with persons, specifically with people suffering from dementia in the home with special regime. To find it out, there is used analysis of worked out standards of social services quality Human rights protection of particular social services provider. There are suggested possible resources leading to safeguarding of human rights and dignity protection with people suffering from dementia.
Social Work in the History of Pastoral Care in the period 1900-1948

This bachelor thesis focuses on searching texts from the mentioned period. These texts deal with social work and they are available on Charles University Depositum Website, Czech Catholic Clergy Section. These texts will be chronologically arranged from the oldest to the newest ones and subsequently reflected in terms of contemporary social work. How they differ, what they have in common. The bachelor thesis also contains articles from the journal Social Perspectives, which also focuses on social issues. The articles are again assessed from the perspective of contemporary social work, if they accord or differ from the contemporary views.
Problematic of asylum houses - the quality standards of social services in practice and their benefits.

The bachelor thesis deals with the quality standards of social services in the asylum facility type. In examining the issue, I focus on the implementation of quality standards into practice in particular social services - Home for Mothers and Children in Need in Klatovy. In the first part of my thesis I defines the concept of social service and I mention it in the context of the history of social services and current legislation. I describe assist mothers with children, which they can take advantage of another section is devoted to a particular social furnished home for mothers and children. The main part consists of social services quality standards and their implementation in practice. The aim of the investigation is to compare the situation in the facility before and after the introduction of quality standards and the subsequent assessment of the benefits of introducing standards into social services facilities for mothers with children.
Types of Senior Housing Focused on Situation in the Zlín Region, Description of Supply and Demand

This bachelor thesis describes issues with housing for elderly people in Czech Republic. It deals with the care for seniors in the system of social services by the Social Services Act No. 108/2006 Coll. and in the health care system. It also describes these two rather separate systems and talks about problems that come from this discreteness. The thesis is also concerned with the flats of special purpose and with housing issue in general. The goal of this thesis is to evaluate the demand for services for seniors in the Zlín Region and to consider if the demand is met by a sufficient supply. Predicted demographic changes are also taken into account when considering the situation of services for elderly people and in connection with the expected growing demand. The situation in services for elderly people in Zlín Region was found to be above the average level for the Czech Republic. However it still requires development in many aspects and a connection with the ageing population. This thesis presents the outcome of the survey about the elderly care in concrete municipalities of the Zlín Region. The survey shows that in most of the municipalities considered some kind of care was either already provided or it was planned for the future.
The phenomenon of female homelessness from the perspective of a social worker

The topic of this thesis is The Phenomenon of Female Homelessness as Seen by Health and Social Workers. Although the terms a homeless person and homelessness are terminologically unclear and there is no clear definition of this concept, the phenomenon of homelessness is known in our society. But it is not about homeless people as such, the Social Services Act defines homeless people as people without any housing available. Despite the fact that there is more information on male homelessness, the issues of female homelessness are coming to the fore. Female homelessness is an issue that is very closely linked to the loss of housing. However, the issue is not only about a loss of housing but also about the issue of domestic violence, maintaining dignity and, finally, it is also about the interest of children and their safety. Homelessness of families, whether it is a single mother with children or a father with children as well as a complete family, also begins to appear. With the increasing number of women threatened in this way, an increasing number of organizations providing social services for homeless women is beginning to appear. These services are provided as outpatient services, field services and residential services. Homeless people, and therefore homeless women, are provided with social services in asylum homes, hostels, drop-in day centres, crisis centres, halfway houses engaged in the prevention of homelessness of girls who leave institutional care, and social activation services for families with children that are threatened by this phenomenon. However, it includes not only these services, but a major role is played by social counselling that is provided to women in professional counselling centres. The issue of social services is dealt with by the Ministry of Labour and Social Affairs of the Czech Republic, but also by regions, municipalities and, ultimately, non-profit organizations. Qualitative research was chosen for the practical part of the thesis using the interview method with a manual. Case reports were processed based on the interviews conducted. The research was conducted at an asylum home for women and mothers with children (Azylový dům pro ženy a matky s dětmi in Tábor) and a crisis centre for mother and child (Krizové centrum pro matku a dítě in Kostelec). Ten respondents participated in the interviews. In addition, interviews were conducted with workers of social services in the South Bohemia region. The workers in each of the facilities were selected according to their posts; they were mainly social workers or manager of the facilities. Six respondents out of seven interviewed respondents from the asylum home for women and mothers with children participated in the research. The remaining four respondents were from the crisis centre for mother and child. The respondents were selected using purposive selection. After contacting the managers or social workers from the social service facilities for homeless women in the South Bohemia region, I was provided with, in addition to three facilities, necessary information about the capacity of the facilities and whether the service is adequate or not. The objective was to map the number of organizations that provide social services to homeless women in the South Bohemia region and find out the most common reasons that lead to the emergence of female homelessness. To achieve the set objectives the following research questions were formulated: Is the amount of social services for homeless women in the South Bohemia region sufficient? What are the most common reasons that lead to the emergence of female homelessness?
Care allowance - perception of competencies during the social investigation from the perspective of social workers

The target of my bachelor thesis is to characterize the attendance allowance and to map the opinions of social employees on their profession in connection with performing social survey for the purpose of granting the attendance allowance. The theoretical part of this thesis deals with providing the attendance allowance as per the Act No. 108/2006 Coll., of Social Services. The practical part of my bachelor thesis is focused on social employees.
Care allowance and its usage in providing social services

The topic of this thesis is a care allowance in the region of České Budejovice. The care allowance is a benefit introduced by Law No. 108/2006 Coll., Social Services, as amended with effect from 1st January 2007. Care allowance under the Act should be used to provide the necessary care to persons who are dependent on other´s assistance. It is paid in four stages according to the degree of dependence. This is a brand new benefit, novelty is its concept, which strengthens the position of active users of social services. The care allowance is designed as a subsidy at which users can purchase such social services they voluntarily choose. Since its introduction, the care allowance faced some problems - growing number of users, leading to the growth of benefits paid, which, however, compared to the original plan does not go back into the system. This is so because users mainly in the first instance elects family or other relatives as care providers, or consider care allowance for additional house hold income and does not cover social services. The theoretical part is focused on the notion of social services, their history and development. Another section is devoted to the current law on social services. .The last section of the theoretical part deals with the care allowance explanation, its function and describe the procedure of its gaining. The aim is to find out the actual use of the allowance and user satisfaction with its amount especially after the reduction from 2011. The research used quantitative methods - Secondary data analysis and questionnaire survey, which was carried out on a representative sample of users of the care allowance in the municipality České Budejovice. Basic file for secondary data analysis and questionnaire survey were the beneficiaries of care allowance in České Budejovice. According to the Municipality of České Budejovice it was in 2011, when the research was conducted, about 4400 people. The target file for the survey is therefore 330 people. In total 340 questionnaires were answered in this research. A questionnaire survey was conducted among users in the form of open and closed questions. The questionnaire contains a total of 10 questions, 8 are closed, one question is open and one question is closed with possibility of additional response. At the beginning of the questionnaire, respondents were informed about its focus and subsequent use of this information. The aim is to find out how recipients with care allowance actually use it and their satisfaction with it specially in the first stage of the reduction since 2011. I identified the following objectives and hypotheses: Objective I.: To determine how recipients treated care allowances. Objective II.: To find out how the recipients evaluate the amount of the care allowance. Hypothesis I.: Recipients of the care allowance in I. and II. degree prefer family care. Hypothesis II.: Recipients of the care allowance in the first instance are dissatisfied with the amount. Hypotheses were based on the results of preliminary research. Hypothesis I.: It was confirmed that recipients of the care allowance in I. and II. degree prefer family care, the research showed that the users of care allowance in I. and II. level prefer caregiving family or other non-registered individual in more than 60 percents Also the hypothesis II.: It was confirmed that recipients of the care allowance in the first level are dissatisfied with the amount. The results show that although it is not a rule with increasing level of the care allowance increases also user satisfaction with its amount, there is more than 60% of dissatisfied users among users of first instance of the care.
Evaluation of marketing strategy applied in a specific social service institutions while taking conditions of the Act 108/2006 Coll. on social services into consideration and suggested strategy innovation.

The objective of my thesis ``Evaluation of the marketing strategy of selected social services facilities operating under the Social Services Act No. 108/2006 Coll., and its proposed innovation{\crqq} was to ascertain whether the facilities had been making use of any marketing strategy, and if so, in what fields. I also investigated the impact of the new Social Services Act on operation of the facilities, and whether there were any differences in usage of strategies in dependence on the founders of the facilities. Marketing of social care has not had a long history in the Czech Republic; it is a segment which has not been experiencing sufficient attention. Marketing is mostly used by private providers of social services.
