Communication with Media and Public at Emergencies

The bachelor’s thesis deals with communication with media and public at emergencies. The fundamental topic are the emergencies, their definitions, classification and the fact, that emergencies occur more frequently and attract public and media attention. Communication is the next presented topic as well as its classification, function and barriers to communicate effectively. Further part is devoted to general characteristics of media, its role in contemporary society and impact on the public. One part also pays attention to the media behaviour and journalistic ethics. The next part characterizes methods of population warning at emergencies, which are available for the government as well as the methods how media are informed at emergencies. Therefore state administration need experienced people having knowledge about emergencies, communication with the public and media, being able to present these problems adequately.

This bachelor’s thesis is concerned with extraordinary events and providing information to the population. The first part describes the division of extraordinary events and providing information to the population in each phases of extraordinary events. In further describes the informedness of citizen and the preparedness for protecting itself of citizen. The work includes radio broadcast emergency information and evaluates the Conception of civil protection. Part of the work are my suggestions to providing information to the population.
Analysis of Information for Foreigners about Behaviour during ESs

Civil protection takes critical and necessary part of security for citizens of the Czech Republic at present. One important task of civil protection is inform and warn citizens against a potential or have already encountered threat. Due to the increasing number of foreigners located in our area is shown as necessary to address the timely information of foreigners in this area. Comparison of access to information for foreigners in other countries with the current state of the Czech Republic can inspire us to a possible solution to this issue. Appropriate communication tools helps us with effective transfer of information to the target group. It is important to change the attitude of individuals and responsible authorities on this problems.
Extreme situations solving in welfare institutions

This bachelor thesis deals with extraordinary events solving in social care institutions. There are introduced basic terms, case studies, legislative overview and legislative defined duties for building and operation of social care institutions in the Czech Republic. Next part contains definitions of extreme situations and description of its solving and possible complications. It was undertaken an analysis of the statistics in the Czech Republic about incidents during the last ten years. It contains description of recent state solution in nursing homes in district Pelhřimov. In the last parts are proposed amendments to regulations and standards.
Strategies for Ensuring OSH of Employees in Emergency Events

This diploma thesis is focused on the issue of occupational safety and health on case of emergency. The analysis of the current state in the area of potential risk of selected emergencies was performed. The attention was focused mainly on the current epidemiological situation, specifically on the SARS-CoV-2 pandemic and employees work in the office. The questionnaire survey was conducted, the results of which served as a basis of risk analysis by selected methods. Based on the obtained results, measures were proposed incl. financial evaluation.
Importance of Emergency Phones for Crisis Management and Civil Protection

In order to gather relevant information, extensive literature search in domestic as well as foreign sources was carried out and quoted in the thesis presented. This bachelor thesis is dealing with emergency extension line significance both for crisis management and population protection. The topic is focused on mapping problems related to emergency lines within the Czech Republic territory, in particular telephone number 112. The thesis characterizes emergency calls structure, emergency call centers, their hierarchy, significance, qualification requirements for emergency call centers operators. The goal of thesis consists in the assessment of current situation within emergency calls system, efficient and reasonable use for saving human lives as well as protection of health, material and environment. The author was able to apply theoretical knowledge systematically while accomplishing practice period at a Brno 112 emergency call centre. The author was capable of verifying importance and function of emergency extensions while participating in the above mentioned specialized center activities. The bachelor thesis covers personal contribution to emergency call centers upgrading considering higher effect. The thesis presents unique chance to participate in controlled calls with emergency call centers operators resulting in gathering valuable information. The thesis also includes short population research targeted at knowledge and skills in order to get emergency call information needed.

Theme of my bachelor’s thesis is The State veterinary administration as an element of the Integrated Emergency System to solve extraordinary events. For the draw up of my bachelor’s thesis I drew from the domestic and foreign sources. At the first part I deals by legislation and cooperation of The State veterinary administration with elements of the Integrated Emergency system. Then I focus on activities of the veterinary administration in the event of liquidation of dangerous diseases and other extraordinary events. At the conclusion of the thesis I drew own proposition of brochure The Decalogue of bird flu for public.
Plan of Measures for Implementation in the Event of an Emergency Situation at a Swimming Pool

The thesis focuses on creation of precaution „Plan applicable in case of exceptional/unsafe incidents taking place at TJ Tesla swimming pool located in Brno”. The theoretical chapter(s) deal with legislative framework and related bills regarding leak of dangerous substances from buildings. It also deals with protection of population within the Czech Republic with regard to separate measures applicable according to the character of incident. The practical chapter(s) deal with analysis of risks within the premises and define the character of unsafe attributes of the risk sources. The various risks are therefore modelled in order to show the possible range of unsafe effects on population. These models are necessary to define the most effective protective measures applicable while exceptional/unsafe incidents occur. The aim of the thesis is to create the specific precaution plan as well as dispute the way the incidents of unsafe substances of below the legislative limit amount could be handled.
Knowledge of a selected group of the population in the Karlovy Vary region about behavior during emergencies

The content of this thesis deals with emergency situations and behavior during their occurrence. The main objective was to investigate the awareness of the population of the Karlovy Vary region regarding behavior during emergency situations. This knowledge was verified by a questionnaire survey, which also tested the theoretical knowledge of the population in this field. Based on the results obtained from the questionnaire, a proposal for a possible two-hour seminar was created to supplement the missing knowledge and strengthen the existing one. The theoretical part is focused on the definition of an emergency event and its classification according to the method of occurrence. The issue of civilian protection is also addressed, including the evacuation of civilians, warning of the population, evacuation bags, and improvised means of protection. The reader will also learn what a crisis situation is and how to distinguish between its types. The basic components of the integrated rescue system and their tasks are listed here as well. The last chapter covers selected emergency events and recommendations on how to behave during them. The practical part is devoted to the research survey itself. Ethics from the perspective of members of the Integrated Rescue System

This thesis consists of a theoretical and a practical part. The work is divided into chapters and subsections. The introduction of the theoretical part gives a brief insight into the history of the development of ethics and then describes the relationship between ethics and morality. Furthermore, the theoretical part explains the concept of an integrated rescue system according to valid dust regulations. It lists and describes its basic and other components. It characterizes the profession of members of the integrated rescue system, the content of their work, and the conditions of admission. Other terms such as emergency, rescue, and liquidation work or coordination of the components of an integrated rescue system are also listed and described. The practical part of the work consists of quantitative research which uses a questionnaire survey as a data collection method. The semi-structured questionnaire was filled out by respondents - members of the integrated rescue system of the Vysočina Region via a web interface. The aim of the thesis is to find out whether the members of the integrated rescue system operating in the Vysočina Region consider the code of ethics of their organization to be sufficiently elaborated and whether the members of the integrated rescue system in the Vysočina Region act by the code of ethics.
