Hidden Parties in the Czech Local Politics

This thesis describes the parties, which stand for the local elections under another name, then is an actual name of the political party. However, there is not definition yet, in the Czech Republic this topic is not even included in a literature. Those parties, which can be called as hidden parties, do not appear only in the Czech Republic, but they can be found in other countries as well. This thesis describes the problematic of the hidden parties also in England, Belgium, Estonia, Croatia, and Poland. The main part of this thesis is devoted to the hidden parties in the Czech local elections. Beside the definition of what parties can be considered as hidden parties, this thesis includes comparison with other forms of candidacy and the development of frequency of these parties in individual years. There are also compared two forms of candidacy, which under certain circumstances can be considered as hidden parties. The biggest part of this thesis is devoted to the success of these parties and to which parties most often hide their names. Several specific hidden parties are then further analyzed to determine the historical development of parties in a particular city and the degree of connection of candidates and the political party.
The Former Military District Libavá: the Establishment of the New Municipal Political System

This thesis focuses on optimization of military estates in the Czech Republic that is connected both to establishment of new municipalities and transition from military administration to local administration. The thesis tries to describe the process itself being finished by setting settlement units aside from military estates, reduction of their borders and dissolution of the Brdy military estate. A case study of the Libavá Town is also a part of the thesis. The study is trying to monitor the impact of the transition mentioned above on civil population and on the newly established local administration. Three methods were used to collect the data - namely half structured interviews with chief participants, a survey amongst Libavá inhabitants and media monitoring. A part of the theoretical part is also an analysis of military estates in Europe whose characteristics and differences are also presented.
Nonpluralistic Political Systems: the Case of Czech Municipalities

This thesis Nonpluralistic political systems: the case of czech municipalities target problematic and occurrence of nonpluralistic political systems. Nonpluralistic political systems is little researched phenomenon and It cannot be reflected by any researche focusing mainly on this issue. Autors focusing on local politic in western systems don't deal with given problematic. My research in this work focuses on proving existence and relevance of nonpluralistic political systems on a case of czech municipalities. Research is not done on the whole Czech Republic, but only on sample of five czech districts, choosen according to municipal structure, demographic characteristic and socio-economic characteristic. Second part of my research focuses on analysis of participants of those systems, on nature of their candidacy and also on the fact, if participants of pluralistic and nonpluralistic systems are any different.
Local Coalitions: the Relevance of Ideological Distance

The thesis analyses the influence of ideological distance to the formation of executive coalitions at the municipal level. The thesis attempts to determine which factors are reflected in the formation of executive coalitions, how the decision-making processes are functioning at the municipal level and what kind of actors we can determine in this processes. There is also a question if there is a difference between ideological distance of political actors at national and municipal level. Another part of the thesis deals with the possible cleavages between the long- term political subjects in the municipal council and the subjects, which are new in the municipal council. In the empirical part of the thesis there is a comparative case study on the sample of five municipalities from the municipal district of Pilsen-South - five largest municipalities in the district with the population over 3500 were examined: Přeštice, Dobřany, Blovice, Nepomuk and Stod. The field of research was conducted in these municipalities through the semi-structured interviews with the mayors and some other local politicians. Elected representatives in municipal elections (case study of Kolín district) Abstract This thesis deals with the theme of municipal elections, specifically analysing the final positions of candidates and the elected mayors emerged from the vote in the municipal elections in 2014 according to the size of the groups of municipalities, using the district of Kolín as an example. Author focuses particularly on the candidature to the municipal councils and related electoral participation. The characteristics of elected representatives were also examined. Two hypotheses were proposed - H1: the competitiveness of elections increases with the increasing size of the municipality and H2: voter turnout is related to interest in the candidacy (number of candidates for the mandate). The thesis uses data available from the Czech Statistical Office and BISNODE company. The results show that the mayors were usually found on top of the candidate list and came from the winning party. Compared with the national average, larger amount of mayors upheld their position. Furthermore, it was found that voter turnout is not related so much to the number of candidates for a number of mandates, rather it is related to the number of candidates for a council to the number of inhabitants. 1 Resume The thesis is divided into two large units, on a theoretical and practical part. Follow the practical part of the work is to be divided on an assessment of selected aspects that are covered by municipal and provincial governments at the European level and in this context, then followed by a separate section on comparative evaluation of the scope of local government in selected European countries. I will focus first on the theoretical part. The issue of regions and municipalities evaluate first in the context of Czech legislation and then subsequently focus on each selected legislation relating to European legislation related to issues of regions and municipalities. Choice of thesis topic was selected based on an appropriate combination of administrative law issues and focus on the broader context of legislation within the EU, which focuses mainly practical part. With regard to the comparison of the Czech legislation and issues of European legislation, so we can get a rich variety of assumptions and considerations, which could be formulated in the context of the considerations de lege fedenda at the level of regions and municipalities. Voter Perception of the Electoral System for Local Elections

1 Abstract This paper tries to demonstrate an incorrect perception of the Czech municipal electoral system by voters. In order achieve this aim I identified the following research questions. Firstly, what is the perception of preferential voting by voters in the Czech local electoral system? Secondly, do voters use a strategic voting in the municipal elections? Thirdly, is there some influence on voters' decisions depending on the form of a candidate subject? These questions were answered on the basis of my own research, which took place in a chosen municipality. I showed that voters perceive preferential voting by the wrong way, which primarily comes from their low awareness of the electoral system. Furthermore, it was found that the different perception of the candidates affects a voter behavior. Unfortunately, whether voters use a strategically choice in municipal elections, I could not prove it.
Coalitions of Independent Candidates in Elections to City Councils in the Czech Republic

The bachelor thesis Coalitions of Independent Candidates in Elections to City Councils in the Czech Republic deals with terms of candidacy Coalitions of Independent Candidates in elections to city councils in Czech cities and municipalities. First of all, the bachelor thesis compares conditions for candidacy of independent candidates in the Czech Republic and neighboring countries. The analysis is focused on comparison of the presence of Coalitions of Independent Candidates in Czech cities of different size. The focus is mainly on local elections 2014. Successful Coalitions of Independent Candidates has been described in details. The aim is to refer to disadvantages suffered by Coalitions of Independent Candidates in larger cities. The disadvantage is, that Coalitions of Independent Candidates have to produce petition with 7 % signatures of voters from the city, where they want to candidate. Despite this disadvantage is majority of Czech councilors elected from the Coalitions of Independent Candidates.
Spatial Differentiation of Local Elites Stability in Czechia (1994-2010)

Master's thesis focuses on stability of local elites and their influence on the development of municipalities in Czech Republic. The stability of local elites is for the purposes of this thesis defined as the number of election of the same representatives in communal elections in between 1994 and 2010. There are three main objectives in the thesis. Firstly, to prove a dependence between stability of local elites and population of the municipality. Secondly, to find if there is statistically significant dependence between stability of local elites and selected development factors. Thirdly to identify spatial patterns of high and low stability of local elites in the Czech Republic. To complete this objectives required to design methodology and calculate stability of local elites for the municipalities of Czech Republic and then to categorize it according to its level of stability (low, medium, high). On behalf of several quantitative analyses the indirect dependence between stability of local elites and the municipality population has been proven as well as the dependence between the selected development factors (intensity of flat construction, unemployment and percentage of undergraduates). Analysing the success of UKIP in 2014 local and European elections

The bachelor's thesis "Analysing the success of UKIP in 2014 local and European elections" deals with the election results of UK Independence Party (UKIP) in 2014. Namely compares UKIP's results in concurrent local elections and elections to the European Parliament. The aim of the thesis is to confirm a hypothesis that UKIP's results in local elections cannot be considered as a secondary product of UKIP's victory in European elections. Consequently, it characterizes the factors which could confirm this hypothesis. At first, it deals with advancing development of UKIP in British politics. The thesis then concerns the second-order election theory and puts emphasis on British specifics in the area of local and European elections. The paper also monitors UKIP's local and European campaign and analyses the election results. On the grounds of hypothesis the paper examines UKIP's efforts to become a successful component of local government in the UK. UKIP's imitation of the so-called Ashdown strategy is researched for that reason. Subsequently, the thesis therefore focuses on the way how UKIP targets places which are characterized by a large concentration of party's potential voters.
