How to proceed in evaluating and financing science: International Audit recommendations

British company Technopolis Group and their partners performed between 2010 and 2011 a deep and complex analysis of the Research, Development and Innovation System in the Czech Republic. The outputs of this analysis are exceptional documents drawn by an internationally recognized authority with extensive experience in the field of management, evaluation and financing of research and development that give us for the first time an independent view of our system. The audit results are a very good starting point for the update of strategic documents such as Research, Development and Innovation System Reform or Research, Development and Innovation National Policy that should lead to the visible improvement of the RDI system effectiveness and contribute to the improved competitiveness of the Czech Republic. All the documents are accessible to general public on the Ministry of Education, Youth and Sports web sites http://audit-vav.reformy-msmt.cz/. The paper will inform about the most important recommendations concerning RDI management, financing and evaluation on all levels.

Measuring Health in Research and Innovation Systems: The Czech Research Audit in International Context

National Research and Innovation Systems are complex and their health is difficult to measure. A growing number of countries have tried to review and diagnose their own systems through approaches such as the OECD Innovation Policy Reviews, 'Policy Mix' peer reviews at EU level, large national studies or evaluations of major actors such as research councils. This presentation will set out some of the key findings of the recent Czech Research Audit in an international context and reflect on the needed mix of qualitative and quantitative analysis.

Coverage of information resources and services from technology and related sciences fields for R&D: Final report of research objective MSM 000010001 (2004)

The final report of research objective MSM/000010001 contains in prescribed structure goals and results in the field of support of the information infrastructure for R&D in the fields of technology and related sciences. During 1999 ? 2004 period, the objective enabled stabilization of financial resources allocated for subscription of foreign printed periodicals as well as provision of related services. Thus the continuation of delivery of key periodicals for R&D was ensured and negative impacts of annual price increase of important and costly titles was partially eliminated. The report summarizes the development of subscription as well as relationship with other LI program projects managed by the STL, namely functional consortia/multilicences and relations between both schemes of R&D budgeting. The progress of information services(including interlibrary) provided to R&D as well as information tools used is also illustrated. The quantification of subscriptions and related costs is given

Financing of research and development in the Czech Republic through foreign venture capital

This thesis maps factors, that are barrier to more significant cooperation between Czech universities and foreign venture capital funds. On one hand I examine the processes inside of venture capital fund, on the other hand I study the ways, in which is science supported in the Czech Republic, how centres for technology transfers are functioning and how motivated are scientists to patent their findings and start their own business. The result is evaluation of the factors that influence the decision on the investor, who is contemplating investment either in the Czech Republic or USA.
Education, science and research in EU funding instruments

Subject of this thesis are the issues concerning financial subsidies from the EU funding instruments. The thesis focuses on education, science and research, and briefly describes their current situation in the Czech Republic. The main possible instruments financing these areas are the Structural Funds and the Community Programs. In the second part, there is given detailed instructions on how to prepare an application for a grant. The instructions are more amenable to the Operational Programs administrated in the Czech Republic, but its principles and structure of the project cycle can be used for any project or application.

Práce informuje o vývoji, financování a tvorbě vědecko-výzkumné politiky EU. Je zde poskytnuta analýza stavu vědy a výzkumu v členských státech EU a provedeno porovnání s USA a Japonskem. Pozornost je věnována velice diskutovaným problémům jako jsou Patent Společenství a vznikající Evropský technologický institut. Dále je zhodnoceno zapojení do 6. rámcového programu v jednotlivých státech EU a komparace mezi těmito státy.
Financial instruments of EU and EEA in education, science and research

The main goal of this work is to map main financial instruments of actual programming period which are offered by European Union and states of European Economic Area to their members and in regional aim to the Czech Republic and its citizens in areas of education, science and research. The work should show whether the provided instruments are widely focused, whether they cover all activities from these areas and enable countries to improve and increase their qualities for their own benefit and even for benefit of the whole community. Whether it is able to reach higher cooperation and integration in one competitive and dynamic area, by these instruments.
Zhodnocení efektů realizace investičních pobídek v oblasti služeb

Cílem této diplomové práce je, pomocí komplexního rozboru problematiky přímých zahraničních investic, vytvořit předpoklady pro hodnocení realizace systému investičních pobídek v oblasti strategických služeb a technologických center. Východiskem je tedy obsáhlá analýza problematiky PZI s popisem mnoha souvisejích efektů se zdůrazněním významu zahraničního kapitálu při transformaci českého hospodářství. Proveden je rovněž rozbor systému investičních pobídek a zhodnocení realizace investičních pobídek v oblasti zpracovatelského průmyslu.
