Participants in administrative proceedings with emphasis on participation in proceedings conducted according to the Building Act The Master thesis deals with a topic of participants of administrative proceedings, in which participation in proceedings conducted according to the Building Act is strongly emphasized. The author chose this topic because the participants in proceedings are irreplaceable procedural parties of every administrative proceedings without their existence no administrative proceedings could be conducted, and therefore they form an integral part of administrative proceedings next to administrative authority. The meaning of statutory legal regulation is to guarantee participants in proceedings mutually equal position and rights to prove a claim sufficient in administrative proceedings. The thesis introduces contemporary interpretative and application conclusions altogether with their gradual development and it evaluates in which way these conclusions brought about solutions and in which way conversely there were disputable questions in consequence of these conclusions. This dissertation is concerned with Building Code, No. 183/2006 Sb., and especially in its amendment No. 350/2012 Sb. It specializes in territorial procedure itself which is covered in sections 84 till 96a of Building Code. This dissertation tries to find out what pros and cons of territorial procedure are after the aforementioned amendment. Chapter one lays down the basic terms and documents of territorial procedures on state ("Politika územního rozvoje"), regional ("Zásady územního rozvoje") and urban ("Územní plán") levels. It also covers special institute of "Regulační plan" which can be used on regional and/or urban level. Other parts of chapter one are "Územní rozhodnutí" which specifies the type of given intention in given place and "Veřejnoprávní smlouva" which can be translated as "public (law) contract". This contract enables applicants to make their intention come to effect on their own strength with Building Authority only checking the final state of the contract. At the end this contract has the same power and authority as standard legal act by the Building Authority. Chapter two is the crucial part of this dissertation. Legal standing of neighbours in the procedures to grant planning permission The Diploma Thesis Zuzana Jílková Abstract The Diploma Thesis entitled "Legal standing of neighbours in the procedures to grant planning permission" presents an analysis of the concept of the "neighbour" in the individual procedures to grant a planning permission under the Building Act, namely the planning permission proceedings, the summary planning permission proceedings, the planning consent issuance, the conclusion of a public contract and the regulatory plan issuance. Procedural rights of the neighbour are analysed in detail. The neighbour, in its capacity as an interested person, may actively use these rights and thereby influence the course and outcome of the proceedings. The thesis focuses primarily on the planning permission proceedings and objections which neighbours may raise against the construction project under the conditions set out in the Building Act. The aim of the thesis is to create an image of the neighbour by means of an analysis of the various procedures and to outline the problematic aspects of the current legislation regarding in particular the defence before the administrative courts in the simplified procedures. Territorial Procedure in view of the Environmental Impact Assessment

The main theme of this diploma work is the characteristic and analysis of the placement of buildings under the Building act with relation to the assessment of the influence on the Environment according to the current legislation that came into force on 1 April 2015 by Act no. 39/2015 Coll., amending Act no. 100/2001 Coll., on the assessment of the environment. In theoretical part, we discuss the ways the buildings are placed, participants of regional governance, administrative proceedings and zoning decision. Furthermore, the thesis describes the difference between land use management plan for the building, which are not subject to the assessment of environmental impact and intent, which is subject to this assessment. The practical part contains the case study and the comparison of individual Territorial managements pointing to shortcomings of the legislation, which can cause complications and slowing the whole planning procedure.

The theoretical part contains an analysis of the building control and planning permission procedure, including the current building code and changes in building law. The practical part focuses on specific example of building a house. The discussion is a summary of the positives and negatives of changes in current building law.
Design of optical access networks

The aim of this paper is to outline the problems of the design of optical access networks. In the first Rasta work is generally described problems optickcýh GPON network GEPON. The second part deals with the optical network elements, such as HDPE ducts, fiber optic cables, optical splitters and the like. The third part is devoted to legislative operation of electronic communications, especially the work is focused on the rights and obligations of providers elektronickcýh communications. It is also in this part of the studied issues of territorial management in the design of optical access networks. In the last part was designed optical network, for which the development of model documentation to obtain zoning and accompanying technical report, including drawings. The proposed network was prepared in the lab of optical networks and were made to her measurements CD, PMD, OTDR measurement and direct method.
Determining influence of new construction on market value of nearby building sites

New building projects make changes in infrastructure and it is the reason of changing some of the characteristics of pricing building plots. For example: transport accessibility and connection to utilities. Side-effect of large-scale residential development is rising the price of land by speculation, because the expensive new buildings are creating places of "Good address". New construction pushing the boundaries of built-up area and in anticipation of further construction will begin trading at higher prices. The aim is to provide a method of determining of new construction on market value of nearby building sites. The project will be primarily focused on building sites as defined by law. Determination of the impact will be made by a comparative method. As comparative examples will be used traded, valued or offered real estates in locations with some new housing constructions (e.g. cadaster Bystrc, Komín, Sadova). The result of the work will be usable for real estate valuation: 1. Methodology for correction of index of variations to effects of new construction. 2. Methodology for correction of index of variations to speculative component of price.

The aim of thesis is the characteristic of bulding controllegislation under the old Bulding Act No. 50/1976 Coll., by later regulations, which expired on 31 12th 2006 and the new Bulding Act No. 183/2006 Coll., by later regulations, effective from 1 1st 2007th. In the main section ( section six) is the specific tesearch andanalysis. The autor have focused on a factual office bulding, including a practical example, the family house. Offences againstthe bulding code are included in the next section of the thesis. Comparison with the other EU Memeber States (Slovak Republic) was compared to the Bulding Act of the Czech Republic and Slovakai. The problem of bulding management passed in recent years, many significant changes. The leasing of this is the Construction Act ? Act No. 183/2006 Coll. Planning Building Code, which came into effect on 1 1st 2007th. The aim of this newregulation should be primarily simplify the construction procedure However, more detailed look at the many changes in the law at lest controversial, or even been to complicate the current process.
