The aim of bachelor thesis was to assess knowledge of Budweis district inhabitants of points of interest and rules of communication during emergency call. Teoretical part of thesis deals with issues of points of interest and emergency calls and its legal standards. In the introduction the attention is paid to operative and informational centre. Law no. 239/2000 coll. about integrated rescue system and about change of some regulations concerns its obligation and permission and deals with united system of warning and notification. Next is described different function of united european number of emergency call 112 in the Czech Republic and other European countries. The teoretical part continues with describtion of points of interest used in emergency call system of the emergency number 112 and 150, and is ended by emergency call issues. There is described how to communicate from dispatcher´s or celer point of view, which complications can set in or which rules should be observed. The aim of practical part of thesis was to answer formulated research question no. 1 "How are Budweis inhabitants informed about point sof interest?" and no. 2 "How are Budweis inhabitants informed about rules of communication during emergency call?". There were formulated hypothesis: Hypotesis no. 1: "Does knowledge of Budweis inhabitants of point of interest reach 80 %?", hypothesis no. 2: "Does knowledge of Budweis inhabitants of point of interest depend on gender?", hypothesis no. 3: "Does knowledge of Budweis inhabitants of point of interest depend on age?", hypothesis no. 4: "Does knowledge of Budweis inhabitants of point of interest depend on education?", hypothesis no. 5: "Does knowledge of Budweis inhabitants of point of interest depend on activity in driving motor vehicle?", hypothesis no. 6: "Does knowledge of Budweis inhabitants of rules of communication during emergency call reach 80 %?", hypothesis no. 7: "Does knowledge of Budweis inhabitants of rules of communication during emergency call depend on gender?", hypothesis no. 8: "Does knowledge of Budweis inhabitants of rules of communication during emergency call depend on age?", hypothesis no. 9: "Does knowledge of Budweis inhabitants of rules of communication during emergency call depend on education?" and hypothesis no. 10: "Does knowledge of Budweis inhabitants of rules of communication during emergency call depend on activity in driving motor vehicle?", There was used survey, for answering researched questions and hypothesis, among Budweis inhabitants. The survey contained 4 parts. The first part contained 5 questions, which characterized respondents. Second part, called "PART A general questions about communication with operativ and informational centre", contained 6 questions and was used for unify the problem. The last part, made of two, called "PART B knowledge of point sof interest", contained 10 questions, and "PART C knowledge of rules of communication during emergency call", contained 8 questions, were the more important for the survey and were used for assessed results of the survey. The survey was carried out in elctronic form of questionnair in February and March in 2018 among Budweis inhabitants. The questionnaire was opened by 1881 respondents, but finnished and sent was only by 372 respondent. For the research was used 307 questionnairs. All the results were evaluated in software program Microsoft Excel. For improving results, was used statistical method 2 - test of good conformity. The results show that the knowledge of points of interest is insufficient, the limit of 80 % was not exceeded. But the results show that the knowledge of ruled of emergency call communication is sufficient, the limit of 80 % was exceeded. The whole survey did not prove dependence on gender, age, education or activity in driving motor vehicle. The results of bachelor thesis will be used for instruction of dispetchers of emergency number 112 and 150.
Dispatcher-assisted cardiopulmonary resuscitation

The main task of providing dispatcher-assisted first aid is to guide bystanders to giving the first aid to the victiim directly in the situation where the incident happened according to the possibilities and conditions. It's one of the basic roles of medical dispatch centre and each dispatcher working on dispatch centre has to manage this role. These basic instructions should be provide in many different situations. One of this situation is pre-hospital cardiac arrest. When the dispatcher detects cardiac arrest during the emergency call, he/she should start providing dispatcher-assisted cardiopulmonary resuscitation (DA-CPR) immediately. It means telephone assistance and guidance of bystander to perform cardiopulmonary resuscitation on the place of incident. The main aim of the research is to find out, whether the dispatchers are able to detect cardiac arrest in time and respond to it appropriately. It means iniciate the bystander to begin cardiopulmonary resuscitation, motivate him/her, instruct him/her correctly and easily, calm the situation and guide the bystander till the ambulance arrives. There are aslo set three sectional goals. Their task is to apprise with the work of the medical dispatch centre, with the dispatcher's job description and with dispatcher-assisted cardiopulmonary...

Posibilities and Needs of Information and Computer Technologies Exploitation by integrated rescue system

This work illustrates and discusses the fundamental theoretical and practical problems of using information and computer technologies, and analyzes the possibilities of forwarding information and data about emergency situations towards forces and resources of the Integrated Rescue System and among the regional emergency operational centers of the integrated system. Its content is focused on addressing and eliminating these problems through a modernization that can be made by the adoption of projects that use advanced computer and communication technologies. The implementation of these technologies at all regional operational centers of basic bodies of the Integrated Rescue System is an absolute necessity. Information and computer technologies would enable the realization of the objectives and purposes of the integrated rescue system after the implementation of the common modern architectures in the future.
Importance of Emergency Phones for Crisis Management and Civil Protection

In order to gather relevant information, extensive literature search in domestic as well as foreign sources was carried out and quoted in the thesis presented. This bachelor thesis is dealing with emergency extension line significance both for crisis management and population protection. The topic is focused on mapping problems related to emergency lines within the Czech Republic territory, in particular telephone number 112. The thesis characterizes emergency calls structure, emergency call centers, their hierarchy, significance, qualification requirements for emergency call centers operators. The goal of thesis consists in the assessment of current situation within emergency calls system, efficient and reasonable use for saving human lives as well as protection of health, material and environment. The author was able to apply theoretical knowledge systematically while accomplishing practice period at a Brno 112 emergency call centre. The author was capable of verifying importance and function of emergency extensions while participating in the above mentioned specialized center activities. The bachelor thesis covers personal contribution to emergency call centers upgrading considering higher effect. The thesis presents unique chance to participate in controlled calls with emergency call centers operators resulting in gathering valuable information. The thesis also includes short population research targeted at knowledge and skills in order to get emergency call information needed.
Emergency calls and mutual comunication among Operation centres of the basic bodies of the Integrated rescue system.

Due to the increasing number of threats, which daily affect and endanger human lives and health, is proportionally increasing the need for their protection. The society is characterized by its development, adjustment and by effort to improve all areas of life priorities are especially life and health. Cooperation and the need for it in fighting different events have resulted in urge for a collective legislative protection. Integrated rescue system cannot be understood as a firm institution, instead as an expression of rules of cooperation, and as a tool for cooperation and coordination of its bodies. Emergency events which stroked Czech Republic, whether it was a serious floods, windstorms, mass road accidents or disruption of public order, putted emergency preparedness of Integrated rescue service bodies to the test and brought the attention to the problematic areas in overcoming those events. Primary part in response to a request for assistance play Operational center of Integrated rescue service main bodies. Emergency call is one of the fundamental element of being notified of the emergency situation and requesting the assistance from IRS bodies. Through this service is provided protection of basic human rights: protection of life and health, acceptable environment and asset protection . In the beginning of the theoretical part of the thesis are specified IRS terms and operational management issues on a level of IRS operational centers. Further is mentioned system of receiving emergency calls and historical development of emergency call centers of 112. The next chapter describes how to ensure interoperability in the operational management of IRS. The main objective of the thesis is to show the importance and benefits of implementation of the Project of the IRS information systems and in the same time point out the resulting quality of services provided to the population. Also the evaluation was conducted of the environment in receiving the emergency call and communication of IRS before and after the implementation of the Project. The practical part is further supplemented by surveys of tables, graphs and photos that inform about the current technical state of operations centers and an overview of cooperation of the Integrated rescue system. The obtained results were processed in SWOT analysis, which clearly describing the status of operational management before and after the introduction of information centers of IRS. Surveyed group of operational centers of IRS main bodies was limited to the environment of the Integrated rescue system in the South Bohemian Region. The results show that the introduction of the Project of the IRS information systems within the IRS Integrated Operational Programe is to improve cooperation between operational centers of the IRS main bodies and at the same time increase the standard of services provided to the population. The results will be beneficial as information material for each body of the IRS, it can serve as a tool increasing awareness among the public about emergency calls. The thesis will be used as study material and also for internal use of Fire and Rescue Service of the Czech Republic.
Informing and Communication with the General Public in the Course of Preparation and Dealing with Extraordinary Events.

This bachelor thesis seeks to investigate, by means of a questionnaire survey, the level of information of the general public about an extraordinary event, both in the stage of its prevention and in the stage of dealing with the event. At present, information is the alpha and omega in the society as the necessity to have correct and necessary information available increases quickly, also in the field of protection of the population, while the receiving of information, its correct evaluation and timely communication may affect lives and health of the population, the property, as well as the environment. In its introductory part the thesis, using available sources, deals with information and communication in general. This includes generation, spreading and utilization of information. It also covers the issues of extraordinary events, preventive educational activities, communication chains to spread information among the public and workplaces responsible for dealing with extraordinary events, as well as methods used to inform the general public in the course of extraordinary events. The other part of the thesis analyzes results obtained from the questionnaire survey and compares chosen results with the information obtained from informal interviews with professional workers. The results may be utilized by the Fire Rescue Service of the South Bohemian region to prepare specialized trainings for mayors of municipalities or for education of the general public. Conclusions of the thesis contain proposed methods to inform the general public, both during the preparatory stage of an extraordinary event and while dealing with it. It is very important for the general public to have the information necessary for proper conduct in case of an extraordinary event because only a well-instructed and informed person is able to protect him/herself and help the other people.
Operational and Crisis Management within the Police of the Czech Republic

This thesis deals with the issue of operational and crisis management within the Police of the Czech Republic. The organizational structure and the staffing of operational centers and emergency management centers is described as closely related to police activities, with emphasis on the responsibility for executing tasks resulting in particular from internal acts of the Police management as the essential component of the Integrated Rescue System (IRS). The issue of emergency calls handling and the related communications between the basic components of the integrated rescue system, particularly between the Police and the Fire and Rescue Service, considering the technological and material and technical equipment of operational centers of the police of the CR is dealt with. The empirical section is focused directly on the "modern" Integrated Operational Centre of Regional Police Headquarters of the Vysočina region where questionnaires are distributed to workers (policemen) of this organizational element of the Police, the object of study is divided into three parts. The first part is focused on the IRS issues, the level of knowledge, orientation in this area and views on cooperation of the IRS components are identified by the questionnaire. The second part is focused on crisis management, the knowledge level of respondents in this area is determined. The third part of the questionnaire is directed entirely to obtain information and knowledge from practice of the staff members involved in special activities. The discussion and conclusion gives information about the progressive development and integration of operational centers, including the possible and most convenient way (system) of operational and crisis management within the Police of the Czech Republic.
Professional drivers and first aid

The thesis called ``Professional drivers and first aid`` is concerned with professional drivers´ knowledge of providing first aid and their further education in this field. Based on the statistics a car accident occurs every three minutes and a man dies in car accidents every eight minutes. To save men´s lives the first minutes are the most important. Professional drivers are regularly trained in traffic regulations but health care preparation is not usually included or it is only a side issue. A quantitative research was accomplished and the objectives and hypotheses were stated. The data were collected through an anonymous questionnaire containing 29 questions. The questionnaires were distributed to professional drivers in the districts of Jihlava and Znojmo. The research set consisted of 112 respondents with the prevalance of lorry drivers. The research proved that the drivers know emergency call numbers. They know how to provide first aid but they are not informed of new methods, especially in resuscitation. Most drivers admit that a regular training of first aid should be included in professional trainings and the education in this field is unsufficient. The research indicated that professional drivers need more training of first aid as well as other people.
