Analysis of mandatory expenditures - disability pensions

The paper is focused on the analysis of mandatory expenditures and mainly on disability pensins. There is also described pension system of the Czech republic. I specify the conditions for granting disability pensions and their amount and progress. I include the employment of disabled persons.
The expenditures of the state budget for the subsidy of building savings and mortage

The mandatory expenditures are dominating the public finance expenditures. I was focussing on mandatory expenditures that are connected with housing development and benefits. The main goal of the paper is to analyze the impact of the state building savings relief and mortgage on national budget expenditures. I am also analyzing the statistical dependencies between provided credits of building savings and initiation of new residential construction in the subsequent part of the paper.
Mandatory expenditures in the Czech Republic, structure and development

This bachelor thesis deals with the structure and development of mandatory expenditures in the Czech Republic. In the first part of the work, public expenditures are classified, there is explained the concept of mandatory expenditures. In the second part of the work, groups of these expenses are progressively characterized and their development is shown using tables and graphs. Gradually, statutory mandatory expenditures, other mandatory expenditures and quasi mandatory expenditures are discussed. All these groups increased during the period 1995-2007. The problem is also the proportion of mandatory and quasi mandatory expenditures to total expenditure, which reached almost 71 % in 2007. The benefits of pension insurance are most and often discussed area. The last part of the work is devoted to these benefits with a focus on old-age pensions. In this part the impact of pension reform in 2003 is assessed. The comparison of reality (reform was realized in 2003) with the model (if the reform was not took place in 2003) shows that this reform has been effective and the pension scheme came into surplus.
Sickness insurance as a part of mandatory expenditures in Czech republic

My thesis is composed of two important terms -- mandatory expenditures and sickness insurance. Both of these topics relate to each other -- benefits of sickness insurance as one of the components of mandatory expenditures. The aim of this thesis is to describe the structure and development of mandatory expenditures, approach and better understand the problems of sickness insurance -- mainly after the reform of sickness insurance. Furthermore, I want to quantify the measure of dependence between labour inability and the gross wage range. For aforementioned quantification I use correlation analysis realized from data of the Ministry of Labour and Social Affairs during years 2003-2007. Results of this correlation analysis are shown in the last chapter of the thesis.
Mandatory expenditures development and reform of public finance

The first part of this thesis is investigating the mandatory expenditures. Mandatory expenditures represent facultative expenditures of the state budget. During ten last years significant increase in mandatory expenditures has been seen not only in absolute numbers but also in relative numbers. The proportion of mandatory expenditures in state budget and GDP has increased. Room for other expenditures is diminishing which is threatening long-term stability of public finance. The Mandatory expenditures have become essential problem of public finance. I pay attention especially to social transfer payments. Next part of this thesis is aimed at social sphere of the public finance reform in which government took up activities last year. First of all the causes of reform are analyzed. Besides mandatory expenditures there is great importance of demographic processes and state deficit too. Thesis describes particular changes in social policy and their impact on state budget.
