Seniors activation strategy: from the perspective of Multiple Streams Framework

The theme of the diploma thesis is the policy-making process, specifically the process of making of the National Action Plan for Positive Ageing for the Period 2013 - 2017. It's about exploring its creation from the viewpoint of active members of the Government Council for Seniors and Population Ageing, who was discussing it at meetings. The theoretical framework - Multiple Streams Framework deals with the aspect of policy entrepreneurs. Using qualitative, semi-structured interviews and then analysis of qualitative data, it was possible to explore the means, used by policy entrepreneurs to promote their ideas at meetings. This diploma thesis does not only study the creation of an action plan, but also the identification of policy entrepreneurs, through document analysis. After that were analysed primary data from interviews with members of the Government Council for Seniors and Population Ageing, who had been appointed by The Ministry of labour and social affairs. The studied, strategic document is the answer to the demographic ageing phenomenon the population of the Czech Republic.
Europeanization of national policy on the case of the Civil Service Act in the Czech Republic

This diploma thesis is a case study dealing with the role of the European Union in the adoption of the Czech Civil Service Act in 2014. The author follows the question why the Act was adopted ten years after the Czech Republic joined the European Union. The first part of the thesis deals with the European administrative area and individual models of public administration in Europe. It also discusses the use of various forms of influencing the policies of the member states with different instruments. Further, the work analyzes the development of the service law in the Czech Republic and examines the strategies and approaches of the main actors in the legislative process. In order to find out how the issue was framed by political actors, the individual verbal speeches at the plenary sittings of the Czech Parliament are examined. In the last part, the findings are generalized to represent individual strategies and the dynamics of their change. In order to respond to the research goal, the data is interpreted on the basis of the Multiple Streams Framework, demonstrating a change in the status quo in the field of public service performance regulation.
Establishing Paternity Leave to Support Active Fatherhood in the Czech republic.

The Bachelor thesis is focusing on the topic of active fatherhood in the Czech Republic. The purpose of the thesis is to describe the process in the making of the politics, particularly the unapproved concept of minister Petr Nečas and the member of the parliament Michaela Šojdrová from 2009. At first the changes of the stance and the role of the father in the family from pre-historic times until present is described. Consequently, the specific types of supporting active fatherhood are introduced and compared with other European states - parents' benefits, paternity leave and sickness compensation. One of the suggested measurements, the so-called paternity leave, is programmed to support a functional family, the relationships in the family and to support the active fatherhood. As a part of the concept the paternity leave is analyzed with the aid Multi Stream Theory. The goal of the Multi Stream Theory is to find an explanation why some of the public policies are accepted and some of them are not. National Profession System - Creation and Realization

This thesis focuses to assessment of creation of public political instrument National system of Profession (NSP), which is current database containing description of profession units, skills and competences. This instrument reflects the real situation on the nation Czech labour market. In thesis there is description of creation NSP using Multiple Stream Theory. Attention i salso dedicated to some elements of NSP, which are non-functional or they have a different use that the policy makers were intended. Dissertation was wrote based expert interviews with relevant persons and analysis of documents, which are relevant with creation and policy settings of National system of Profession.
Agenda-setting of the politics of fight against extremism

The aim of the thesis was to find the process of agenda-setting the politics of fight against extremism in the year 2009. The whole problems are researched on the basis of the Multiple Stream Theory by American scientist J. W. Kingdon and its particular modification by Nikolaos Zahariadis. This theory is based on the existence of three streams with independent development. That is problem stream, politics stream and policy stream. Under specific circumstances the three streams clash and in this case a policy window is going to be opened. Opening of the policy window is a sign for policy entrepreneurs who can influence the agenda-setting of new politics. Agenda setting takes place in the Windows called Coupling. In the context of agenda setting of the politics of fight against extremism the Problem Window is the most important. This window is created by various right wing extremist groups and its activity. The Politics Stream is created by the ideology of political parties and National Mood. The ideology of relevant political parties doesn't play any significant roles.
