Testing of Precise Point Positioning Method

This diploma thesis deals with the Precise Point Positioning (PPP) method in various variants. The thesis describes the theoretical foundations of the PPP method and the most important systematic errors that affect accuracy. The accuracy of the PPP method was evaluated using data from the permanent GNSS station CADM, which is part of the AdMaS research center. Data of the period 2018 – 2019 were processed. The results of combinations of different GNSS and the results of different observation periods were compared. Finally, the accuracy was verified at 299 IGS GNSS stations.
Financing Possibilities of a Public Order in the Czech Republic and Slovakia

The possibilities of financing of a public offer defined by law directly influence the quality of lives of inhabitants. From this point of view, the manner of financing of public offer is crucial for every country. The first part of a theoretical work deals with subsidy policies of the Czech and Slovak Republic. In chapter European subsidy policy a classification into Structural funds and Cohesion Fund and the basic aims of economic and social cohesion policy are shown. An overview of Operational programmes of the Slovak and Czech Republic follows. A system of regional classification NUTS and LAU in Regional operational programmes is described in general. In the system of control of structural funds information about law prescriptions and entering authorities is shown. The next part consists of subsidies from the budget of regions and state budget. The most important are subsidies from State Housing Development Fund and State Environmental Fund (SR) or Environmental Fund (CR). The chapter Subsidies under the control of The Office of the Government of the Slovak Republic deals with support of disadvantaged people. Each country defines the mechanisms of support and possible receivers. The subsidy policy of the Slovak Republic comprises special fund of The Office of the Government of the Slovak Republic also called reserve fund of the Prime Minister. The second part of the theoretical work discusses possible ways of financing of investment activities in a village. More specifically, they are an own budget sources of the village, subsidies, PPP and bank products. The thesis examines a bank and bridging loan in detail. In practical part a project Extension and Reconstruction of Cultural Centre in Veličná, which was co-financed by the European Union, is discussed. Practical information about investor, plan and progress of reconstruction from time, financial and technical view is to be found there. The course of payments is described in detail.
Hybrid module for industrial localization

Tato diplomová práce si klade za cíl návrh hybridního lokalizačního zařízení, které je schopno lokalizace uvnitř i vně budov. Lokalizace uvnitř budov je dosažena pomocí technologie Ultra Wideband a venkovní lokalizace je provedena pomocí kombinace technologie RTK GNSS a PPP pomocí open - source softwaru zvaného RTKLIB. První část textu se zaměřuje na vysvětlení používaných technologií a výběr nejpřesnější technologie pro venkovní lokalizaci. Druhá část se zaměřuje ma vývoj potřebného hardware a software finálního zařízení a na integraci systému pro venkovní lokalizaci do systému pro lokalizaci vnitřní. Výstupem práce je plně funkční zařízení, které je schopné plynulé lokalizace uvnitř i vně budov. Funčnost celého zařízení je dokázána na finálních testech uskutečněných ve vnitřních i venkovních prostorách. Na závěr také práce zmiňuje možná vylepšení celého zařízení, která mohou být v budoucnu provedena.
PPP PROJEKTY – OMYL NEBO RACIONÁLNÍ ŘEŠENÍ PROBLÉMŮ FINANCOVÁNÍ PROJEKTŮ VEŘEJNÉHO SEKTORU V PRVNÍCH DVOU DEKÁDÁCH 21. STOLETÍ?

The diploma thesis deals with the topic of the Private-Public-Partnership (PPP) projects, as a tool for mutual financing of the public projects by private sector. Its main goal is to confirm or disprove the hypothesis, that the PPP projects are more effective form of the financing of the public projects and solve the problem of the debt trap into which countries entered in last decades. The thesis also defines the problem of the PPP project, their advantages and disadvantages and possible risks, analyses their usage in the Czech Republic and compares the experiences from the Great Britain in first two decades of the 21st century. The theoretical part of the thesis copes with the topic of financing of the projects of public sector and PPP projects. The descriptive and comparative methods will be used. In the practical part of the thesis will be performed the comparison of the chosen projects by synthetic analysis and the recommendation for the Czech Republic will be formulated based on the findings.
Financing the expressways with special emphasis on public-private partnership form

Claiming that the state of transport infrastructure is an important indicator of country´s competitiveness, not many would polemicize. The question of an appropriate method of ensuring the infrastructure financing can, however, raise disagreement. The reality of regular deficit financing of public expenditure, combined with a view of gradually declining support for transport infrastructure from the EU funds, provides space for alternative forms of infrastructure provision also in Central Europe. The aim of this work is to point out the financing via public-private partnerships (i.e. PPP), which is currently not very used form in the region. I will highlight the advantages, disadvantages and risks associated with this form by evaluating the cost side of concrete implemented PPP project in Slovakia (R1 expressway) and validate the hypothesis that despite the method of funding transport infrastructure through PPP projects is more expensive than the public procurement case, the "value for money" factor compensates the higher price.
Public Private Partnership in the Czech Republic

The dissertation describes the current situation of Public Private Partnership (PPP), and then analyzes the development of this concept in the Czech Republic from 2004 to the present time, especially regarding to the implementation of Governmental policy in the field of Public Private Partnership declared in the key resolutions of the Government, institutional ensure and number and volume of the implemented projects. This dissertation also defines the main causes of failure of Public Private Partnership in the Czech Republic. Moreover, the thesis also includes a comparison of Public Private Partnership in the Czech Republic and in selected European countries (Slovakia, Croatia, Portugal) and formulation of the preconditions for successful implementation of Public Private Partnership in the Czech Republic in the future.

Space tourism is a relatively new industry, which is changing almost constantly. During last 15 years of viable orbital flights only eight people were lucky enough to experience this opportunity. The aim of this thesis is to find out whether or not space tourism is economically efficient nowadays. First of all, the essential information about space tourism and its categories are given to the reader. Second of all, the market analysis is made from the demand and the supply side as well. In the end of the first part the unique public-private partnership model is described and possible economic impacts, caused by the industry reaching its full potential, stated. In the analytical part the cost analysis is made. It is focused mainly on the former NASA programme Space Shuttle and commercial company SpaceX. The set of recommendations for continuing in economically efficient space tourism industry is given in the very end of the bachelor thesis.
Potenciál institucionálního prostředí v České republice pro realizaci PPP projektů

Public-private partnership (PPP) projects form a relatively new dimension of funding and implementation of public services. In just a few decades since their inception in the United Kingdom, PPP projects have spread to other highly developed economies and developing countries have tried to implement this concept as well. The concept of Public-private partnership (PPP) and its benefits and potential risks are explained through literature research. From the study of the risks involved I derived demands on the institutional environment that would minimize them. Follows an assessment of the condition of the institutional environment of the Czech Republic and its comparison with other countries. The current situation in the country is so inhospitable to this type of delivery of public services that the promotion of its implementation would, with a high probability, be associated with waste of public resources and delays in the implementation. The institutional environment of the Czech Republic appears to be problematic in terms of corruption, transparency, law, the state of public finances, existence of institutions and government support. At the same time by their very nature, many of these unfavorable parameters of the institutional environment cannot be changed with any one-off action, therefore it wouldn't be useful to try to determine the potential horizon of the Czech Republic's readiness to implement the concept of Public-private partnership.
PPP Projects in the Czech republic and the United Kingdom and Their Comparison

This bachelor thesis deals with the topic of Public-Private-Partnerships (PPP), which is a partnership of public and private sector, and its comparison in the Czech republic and the United Kingdom. The aim of this study is to describe common practice of PPP projects in the Czech republic and in the United Kingdom and by comparison of both czech and british environments and selected aspects determine why is implementation of PPP projects more successful in the United Kingdom than in the Czech republic. First of all, the thesis focuses on the very definition of PPP projects, their principles, types, and advantages and disadvantages. Selected aspects of both countries, such as corruption, transparency, legal and institutional frameworks, are compared in the second part. In the third part, these aspects are demonstrated on examples which showcase common practice in both countries.
Public Private Partnerships ve zdravotnictví: Evropské PPP modely a faktory ovlivňující pozitivní výsledky těchto podniků

A number of European countries are turning to private finance for public hospitals and other healthcare infrastructure. Public-private partnerships (PPP) are intended to bind private sector efficiencies, secure appropriate risk transfer between hospital operators, infrastructure owners and other partners, and ensure optimum whole-life asset management. This paper discusses the different factors that influence significantly the outcomes of European PPP ventures, the scope of different PPP models, and experience so far in delivering new infrastructure and stimulating innovation and quality improvements. Finally, it draws conclusions, through recent case studies, on the factors that have a significant influence in shaping PPP models and policies. The methods used were extensive literature research and analysis, further supported by case study analysis of the Pembury Hospital, Braga Hospital, Berlin Buch Hospital and De La Ribera Hospital. The outcome of this paper draws upon the concept of "bundling" of services and concludes that this may be seen as a way of providing more appropriate risk allocation that creates incentives for efficient and effective behavior of the private sector.
