It Is Time to Change the Electoral System for Czech Municipal Elections

This thesis deals with the possibilities of changing the electoral system to Czech municipal councils. It is an analytical case study with elements of a policy paper, i.e., a set of recommendations intended especially for legislators. The thesis has two main goals: (1) to identify and summarize aspects of the electoral system that experts call controversial and (2) to suggest possible solutions that would mitigate or eliminate these controversial variables. The work comes with three alternative solutions for changing the electoral system: (A) minor modifications to the existing system, which will facilitate the possibility of election because of preferential votes, and at the same time prevent local governments from performing electoral engineering by purposeful modifications of constituencies; (B) a variably mixed fusion system identical for all municipalities and (C) combination of two systems: unlimited vote for municipalities with less than 2,000 inhabitants and an open PR system for larger municipalities.
Electoral districts in Prague: proportionality vs. efficiency of governance

Diploma thesis focuses on one of the most important variables of proportional electoral systems - electoral districts. This problematic is researched in the context of municipal elections to the Prague City Assembly. In the Czech municipal electoral system this variable can be changed very flexibly and in Prague we can find three variations of electoral districts. The aim of thesis is to explore these variants of electoral districts from the point of proportionality and efficiency of governance. The topic is researched in three cases of municipal elections in Prague in 2010, 2014 and 2018. In the introduction of diploma thesis two research questions are defined. The first part is theoretical, and it is focused on the municipal electoral system in the Czech Republic, electoral district in the theory of electoral systems, variants of electoral districts in Prague and academic debate about proportionality and efficiency. Results of three researched elections are analysed as well. The analytical part of thesis is focused on models of seats distribution in accordance with electoral districts. In the conclusion results are evaluated and compared. Research questions are answered in this part as well.
Analysis of the change in the content of town hall periodicals after the municipal elections in 2018

This bachelor's thesis addresses the transformation of the content of town hall periodicals after the municipal elections in 2018. The thesis is theoretically based on the amendment to the Press Act, which obliges publishers of local government periodicals to provide objective and balanced information. When creating the methodology, I was inspired by a study of the civic association Oživení from 2014, whose authors analysed 100 periodicals published by local governments in order to assess the balance of information provided and the degree of self- promotion of the management of these local governments. Using the method of quantitative content analysis, I analysed five Czech town hall periodicals. The aim of the work is to reflect a possible change in the content of town hall periodicals after a change in the composition of the political management of self-governing units, and thus to find out how much this composition affects the final product.
Associations as political actors in small municipalities? Case study of Brandýs nad Orlicí microregion

This diploma thesis aims to provide insight into the municipal system in small municipalities. The work consists of two parts, a literature search and a research analytical part. The subject of the research is a discussion of Czech and later also German authors who deal with communal politics. The subject of this work is the role of associations as political actors in small municipalities with less than 300 inhabitants. The results of the research demonstrate the identical and different features of the Czech and German debate regarding small municipalities and the involvement of associations in political life. As a result, several variables were identified that are repeated for the authors. The sample is 10 municipalities from the Brandýs nad Orlicí micro-region, which are compared with each other in several areas. Municipalities are very similar, especially in terms of population, and thus the sample is relevant for mutual comparison between municipalities. The subject of the research is the identification of federal candidates and representatives, the support of associations from the municipality and the motivation of federal candidates for candidacy. Election Campaigns in small municipalities? Case Study of Microregion of Jemnice

This diploma thesis deals with election campaigns in small municipalities in the context of the Czech Republic, respectively nine municipalities of Microregion of Jemnice, which were selected as a research sample. The work focuses mainly on the analysis of whether election campaigns in these municipalities can be met at all, or what form and character of they have. The subject of the research is also the question if we can meet a certain form of election campaign in those small municipalities where there are disputes about the development of the municipality. This qualitative case study mainly uses the deductive methodological approach, where the basic theoretical approaches and concepts of the researched issue are introduced, from which the specific goals related to the research of campaigns in the Czech municipal environment are proceeded. Elements of political marketing in Litvínov 2018 municipal election campaign

This diploma thesis is a case study of the town Litvínov from which the author comes from. It analyses the use of political marketing in the party election campaigns, which is described in detail and applied through the Lees-Marshment's theory with the help of semi-structured interviews, questionnaire surveys, mapping of programs and Codes of Conduct. The expected result of the thesis is not only the analysis of the municipal pre-election campaigns of the individual candidate parties using the Lees-Marshment theory, but also critical evaluation of this theory applied within the municipal politics. The partial objective is to compare the use of marketing of regional and national candidate parties within the municipal politics. It is not only a description of this theory, but also an evaluation of the theory suitability on the municipal level. The conclusions point to the fact that political marketing plays a certain role at the municipal level, but the degree of its use is much lower than on the national level.
Factors of instability of local assembly in Czechia

Bachelor thesis deals with conditions influencing stability of local assembly in Czechia in 2014-2018. In this research dissolution of an assembly and following election announcement is considered as an expression of instability. The thesis follows two main goals. First is to find regularities in terms of area, size and demographic. Second is to find actual reasons of local assembly dissolutions. Analytical section aims to characterize municipalities in which extraordinary elections took place in 2014-2018. Regularities relating to the type of countryside, share of non-believers and natives were defined based on sectional quantitative analyses. The second goal was achieved by searching through news in local internet journals. Main reasons of local assembly dissolution were defined based on the found reports. Predominantly the reasons were personal disagreements, low interest in candidacy and disputes about the direction the municipality is heading. Clusters of municipalities where local assembly dissolution occurred and areas of highest occurrence of local assembly instability were also defined. This diploma thesis deals with the Czech Pirate Party participation on the Czech political scene. It focuses on the formation of the party and its programme, achievements in the past elections and the preparations for the upcoming elections. It analyses the 2014 municipal council election, which happened to be the most successful election for the Czech Pirate Party in terms of elected representatives. It defines the municipal authorities in accordance with the relevant law. It focuses on the principle of the local election, its system, electoral method and the rules for the candidate parties. It introduces local coalition typology and also analyses the type of coalition in selected municipalities. It introduces the Czech Pirate Party 2014 municipal council election programme and party's candidate lists in selected municipalities. It analyses thoroughly the fulfilment of their campaign promises and the methods used for the realization of the Pirate politics. It compares Czech Pirate Party's coalition and opposition behaviour.
Hidden Parties in the Czech Local Politics

This thesis describes the parties, which stand for the local elections under another name, then is an actual name of the political party. However, there is not definition yet, in the Czech Republic this topic is not even included in a literature. Those parties, which can be called as hidden parties, do not appear only in the Czech Republic, but they can be found in other countries as well. This thesis describes the problematic of the hidden parties also in England, Belgium, Estonia, Croatia, and Poland. The main part of this thesis is devoted to the hidden parties in the Czech local elections. Beside the definition of what parties can be considered as hidden parties, this thesis includes comparison with other forms of candidacy and the development of frequency of these parties in individual years. There are also compared two forms of candidacy, which under certain circumstances can be considered as hidden parties. The biggest part of this thesis is devoted to the success of these parties and to which parties most often hide their names. Several specific hidden parties are then further analyzed to determine the historical development of parties in a particular city and the degree of connection of candidates and the political party.
The Former Military District Libavá: the Establishment of the New Municipal Political System

This thesis focuses on optimization of military estates in the Czech Republic that is connected both to establishment of new municipalities and transition from military administration to local administration. The thesis tries to describe the process itself being finished by setting settlement units aside from military estates, reduction of their borders and dissolution of the Brdy military estate. A case study of the Libavá Town is also a part of the thesis. The study is trying to monitor the impact of the transition mentioned above on civil population and on the newly established local administration. Three methods were used to collect the data - namely half structured interviews with chief participants, a survey amongst Libavá inhabitants and media monitoring. A part of the theoretical part is also an analysis of military estates in Europe whose characteristics and differences are also presented.
