Public Opinion on the Social Security System in the Czech Republic

In November 2011 the Public Opinion Research Centre survey has focused extensively on social policy issues. The survey examined some more general issues like a question, what should be the role of the state and the role of citizens in social security, whether it should be a strictly targeted system, and whether the social security system in our country is too generous or too weak.

Changes to rights to claim foster care benefits since year 2013

Foster care is a form of social care in the Czech Republic. A fostered children and foster parents receive from state a foster care benefits. Up until 2012 these benefits were set by Act No. 117/1995 Coll., on State Social Support. In 2012, Amendment No. 401/2012 Coll., transferred foster care benefits to Act No. 359/1999 Coll., for Social-Legal Protection of Children. With this change in law, there was also a change in the conditions of entitlement to claim foster care benefits and the establishment of efforts to professionalize foster care. The aim of my work is to analyse and compare the legislation of changes to foster care benefits from the perspective of the State Social Support Law and the Law of Social-Legal Protection of Children. I have tried to confirm or invalidate the hypotheses using quantitative research, this forms the empirical part of my work. Hypotheses were focusing on comparing the situation before and after the changes of Law for Social-Legal Protection of Children. As a technique I chose to study documents and using these documents I have provided secondary analysis. I have worked with the statistics of the Ministry for Labour and Social Affairs of the Czech Republic, the Labor Offices and the Regional Offices. The results of my findings have shown that more foster parents should be able to claim foster care benefits. Passing the bill on professional foster care has increased the interest in providing foster care, this must be seen as positive outcome. My research could be used as study material for other students of social science or for people who work in the area of social-legal protection of children. It could also be used as feedback for ministerial officials to sea the real situation since the changes in foster care law.

Právní a zdravotně sociální aspekty činnosti OSPOD jako ustanovených opatrovníků v zámu nezletilých dětí

The Czech Republic as a signatory of the Convention on the Rights of the Child has vested the practice of state administration in the field of care for minor children to municipalities with extended powers, where the protection of the rights and legitimate interests of minor children is safeguarded by state authorities of social and legal protection of children (ASLPC hereinafter). These authorities are incorporated to the extent laid down by the Act on Social and Legal Protection of Children (Act No 359/1999 Coll., as amended). The position and roles of ASLPC and their competence and jurisdiction are also regulated by the same act. The position of workers of these authorities and its legal embodiment is equally important. Regarding professionality, there are high demands on these workers. In the Czech Republic, significant changes in legislature have been made over the past three years. These amendments have led to the strengthening of the rights of minor children and to the establishing of new tools for their protection. In connection with the adoption of new substantive regulation of family law, which is now exhaustively dealt with by the Act No 89/2012 Coll., the Civil Code, new procedural rules have been established regarding protection of rights of minor children. Such procedural legislation includes (apart from the long-existent Act No. 99/1963, the Code of Civil Procedure) the Act No 292/2013 Coll., on Special Civil Proceedings. The decision-making regarding minor children has been vested mainly by the state into the competence of courts. The courts appoint the locally relevant ASLPC as a guardian who then represents the interests of minor children. The purpose, interwoven with and derived from the first one, was to explore the opinions of selected social workers of ASLPC and of district court judges regarding the defined problems occurring during the work of ASLPCs and courts while protecting the interests of minor children. These particularly include: the use of the tool of precautionary measure; problems of different territorial jurisdiction of courts and ASLPCs; processing of complaints regarding bias in various phases of the proceedings; professional training of workers of ASLPC It is evident from the proposals of both judges and ASLPC workers that it is necessary to unify territorial jurisdiction. The courts are suggesting the priority criterion of the address where the child mainly resides. ASLPC workers suggest the official permanent residence as the prime criterion. Bias causes problems in all phases of proceedings. It is obvious that courts take differing approaches towards the solution of this problem (some courts solve the problem of bias complaints filed by the parties while other courts do not) and for ASLPC workers it is difficult to assess how to act when such complaint is raised against them. The training of ASLPC workers - workers are obliged to educate themselves and their employer is obliged to finance such training. Not all ASLPCs are able to provide training in the required extent - due to financial reasons (the average costs of education of one employee pose from 9,169 to 13,400 CZK annually and they cover approximately 6 days of training). The heavy work-load caused by insufficient numbers of ASLPC employees prevents them from completing such compulsory training. As part of the examination of the "participation of a collision guardian in court proceedings" it has been found out that irregular participation of the worker in the proceedings (absence from participation in appeals proceedings); incomplete reports (directed to courts) from surveys in families. Based on comprehensive examination of the problems of territorial jurisdiction, it was recommended that requests are independently recorded and financial compensation is provided for ASLPCs who are requested to represent minors in front of courts, to draft proposals for precautionary measures.

Human and social capital in primary education

The thesis contains a theoretical insight into the studies that the issue of human and social capital involved from different perspectives, engage their evolution over time, their measurability, examine them, and complemented with other evidence. This part contains relation of human and social capital in relation to the aging of the human population and focuses on the human capital of older workers. Theoretical study ends with an insight into the basic education, the role of teacher and seeks to provide information on surveys already conducted in the area of education, which in the application of serve for me compared to the data obtained from the survey. The application part is focused on the teaching staff of primary schools. Education in currently globalized world, changing not only its content but also methods and forms of work. Irreplaceable role in this process is played by educators. To meet all the demands placed on them, it is essential that they pay close attention to their continuing education and sharing of acquired education, which is essential to the growth of human and social capital, because they are interacting. The work examines selected sample of teachers and approaches to this issue by detecting what is education motivates them whether they are satisfied with the benefits of educational events, what type of education they prefer etc. Working findings further analyzes looking for relationships between age and sex educators according to the hypotheses . Educator is someone who is in constant contact with other people. This of course also formalizes its attitudes and experiences. As a human being perceives the views of society and shapes on her own views, which it subsequently may influence the exercise of his profession. Therefore, in this part of the thesis is dedicated to exploring and bridging social capital, which determines the size of the circle of people with whom the teachers generally meet and interact. The last research that is possible to find thesis, it is perceptions of social status of teachers by themselves.

Work in social integration process of adults with intellectual disability.

In my bachelor thesis, I dealt with the use of work activities in the process of social integration of adults with mental disabilities, the aim was to create, implement and evaluate regular work activities intended to a specific group of adults with mental disability and focused primarily on the development of social integration. The thesis is structured into six chapters. The first of them is focused on the definition of mental disability, characteristic of adulthood as an important developmental period in human life, and on adulthood of individuals with mental disabilities with a goal to find and identify the specifics that were needed to be taken into account when working with this target group of people. The following section is devoted to the social integration, its determinants and the environment in which it operates. I continued with the outputs in the third chapter, where I focused on key competencies, which them are the necessary basis for social integration, especially social and personal skills and communication skills, necessary basis. Targeted professional development can be realized through educational activities, but has to respect the specificities of the participants and voluntary participation. Both of these assumptions can be fulfilled within the leisure education using adequate pedagogical methods. For this reason, I decided to focus my attention on these areas at the end of the chapter. The fourth chapter is devoted to work and work activities, namely the definition of concepts, their characteristics and importance and role of work activities in human life, or a person with mental disability. Based on all acquired theoretical knowledge and using previous experience with the target group in the fifth chapter, I designed a specific training program based on the work and activities focused on the development of selected key competences. The educational program volunteered four participants, but I have decided to follow the development of competencies of three participants because one participant attended the program very irregularly. The program has been implemented three times a week, two and a half hours for seven months (from October 2015 to May 2016) in the premises of the training centre Mo-zai-ka. At the beginning of the realisation of the created educational program, the participants agreed that we will adhere and develop good habits necessary for good relations within the group and the results of the work. On a basis of the individual characteristics of the participants, I prepared the work, which should also contribute to the development of social and personal and interpersonal skills. I have continuously monitored and recorded them. During the implementation of the program, I put emphasis on repetition, patient negotiations with participants and creating a friendly atmosphere. After completing the training program, I evaluated the development of competencies in three selected participants. On that basis, I concluded that the biggest change was in the communicative competence. I also experienced a change in social and personal competencies, however, results varied widely among individual participants. Yet, I believe that the goal of the thesis was achieved. These results show that education in leisure time, based on work activities may lead to the development of social and personal and interpersonal skills that are for adults with mental disabilities necessary in the process of social integration. This thesis can be an interesting source of inspiration for the realisation of similar programs aimed at social integration of persons with mental disabilities.

Students´ motivation for the work in social sphere

The topic of this bachelor thesis is the motivation of students to work in the social sphere. Selecting a domain is an important milestone in the life of each of us, the aim of the work is to determine what factors affect the young person during the election field with a social focus and how his motives during his studies and during his practical experience varies.The work is divided into two parts, theoretical and practical. The theoretical part describes the social work and its history, definition, ethical standards and goals. The work deals with the role of a social worker and describes his competence. Presents preconditions for occupational choice and the factors that influence this choice. It also deals with motivation, defines it and acquaints us with concepts such as motive, value or need. Work is affected by motivation theories and recalls the hierarchy of needs of Maslow. In the seclusion does not stay the work motivation in helping professions, questionable motives or burnout, which occurs currently in the social sphere more frequently than in other sectors. The practical part is focused on quantitative research, when the survey begins with primary school pupils who have just chosen their future focus. This part aims to determine what percentage of these students opted for the social sphere and what lead to this decision. Further quantitative research conducted among high school and college students who attend branch with a social focus. Here, the work reveals the most common and most important motives of students, satisfaction with the chosen field of study and their expectations of future studies and career. Here we will also learn how many students want after graduation stay in the field. In the practical part there is also a qualitative research, which complements the whole job. Semi-structured interviews are conducted with students, but also with a social worker. These respondents describe us closer their motivation for working in the social sphere. According to the results which this research brought, it can be stated that most of the students choose a subject with a social focus to have the opportunity to help the others. But is true that many students are choosing a school prematurely and are influenced by the place of residence, their friends or the nature of the study, most of these people don´t know what they can expect from the field and are often discouraged during their studies. From this work could in practice benefit pupils and students who decide for the field of social affairs. For teachers working in schools where the research took place,could this work serve as a feedback. Especially the part which describes the differences between expectations and reality can be used.

Psychological and social aspects of unemployment

This diploma thesis is aimed at the topic of unemployment, mainly at its psychological and social aspects. In the theoretical part basic terms are defined which are closely related to unemployment. These are primarily: the definition of unemployment, the development and the structure of unemployment, social and psychological consequences of unemployment, reference to employment policy and the description of the European Social Fund programmes. The practical part of my thesis includes the questionnaire survey among the unemployed registered at the Labour Office Znojmo. Moreover, it presents structured interviews with the employees of the Znojmo Penitentiary, Probation and Mediation service Znojmo and The Znojmo Shelter who are in contact with job seekers affected by any of the social impacts of unemployment.

Psychological and social aspects of unemployment

The following thesis addresses unemployment, focusing on its psychological and social effects. The first, theoretical, section describes the labour market and how it works, and then defines unemployment, including a discussion of its various types and methods of its measurement. The importance of social implications of unemployment is stressed, including the description of its various psychological and social effects. The thesis also explores the tools the government employs to eliminate unemployment. The second, empirical, section includes primary research conducted by surveys. Asserted hypotheses are evaluated using statistical analysis of collected data. The thesis conclusion presents the research outcomes and recommendations.

Economic Impacts of Social Policy on Selected Sectors of the Czech Economy

We live in the 21st century, when more than ever solves finance, economy in terms of both the individual and the state, but also the European Union, which affects every Member State and the Czech Republic is no exception. State economic situation continues to affect both small and large companies, entrepreneurs and individuals who under the influence of the surrounding developments make decisions affecting not only the present but also the future. Economic decisions impinge on the functioning of the state authorities, which is taking steps to support the decision given on the company, such as electronic records of sales, taxation and other laws affecting their business. This impacts directly or indirectly to a particular individual moving in the country's economy. The aim of the dissertation is to express the economic impact in terms of social policy on selected sectors of the Czech economy, both theoretically and practically. The economic impact of social policy affects the financial situation of the economically active population who are hit by unexpected life situations. It is degraded in the social position due to declining economic level, which is then inadequate and social policies often do not sufficiently take into account the economic situation of the individual before and after the establishment of that situation. And the individual is often unable to adequately use the possibilities that social policy allows. The main reason is a lack of awareness, that should act on the individual before the emergence of the situation and create awareness in the people about the possibilities of resolving the situation. Unexpected life situations addressed by social policy, which is also solvable through its tools, job loss or inability to continue to engage in employment. Both options associated with a decrease in working capacity, which addresses social policy through the provision of disability pensions. These covers Czech Social Security Administration through district administrations throughout the country. The State influences the amount of disability pensions minimum the setting of wages, the basis of assessment, determination of the percentage amount of disability pension, including its reduction limits or minimum time required insurance. The aforementioned indicators in the calculation of invalidity pension, which becomes a very individual matter, but is influenced by the rules of 441,000 persons receiving this pension, which in the third. stage reaches an average amount of 10 262 CZK. With this funding slightly higher than the minimum wage, individuals must manage and deal with the new situation. Economic impacts caused by unexpected life situation affects not only the individual himself, but also its surroundings. To eliminate these negative economic impacts serve other instruments of social policy that could improve the financial situation. However, this is a significant administrative burden for which the required knowledge about the possibilities, which include care allowances, mobility allowances, certificate of persons with disabilities, but also the opportunity to appeal against the decision of the Czech Social Security Administration to withdraw and so improve its economic situation.

Psychological and social aspects of unemployment

The aim of this thesis on the topic Psychological and social aspects of unemployment, is to try to find out whether it is possible to look at the issue of unemployment from the viewpoint of individuals who have this experience positively and find on this unfavorable situation beneficial aspects, although unemployment is seen mostly as a very negative experience. Meeting this objective will be achieved through questionnaire survey and semi-structured interviews. In case of need the measures to improve the living situations applicable to future needs of the unemployed will be proposed. This survey will be preceded by a literature review, where the unemployment will be characterized from the point of causes and impacts, which has on society and on individuals, based on professional literature
