Who protects whom? An Analysis of Non-Governmental Organisations as Policy Frame Entrepreneurs Protecting the Best Interests of Children on the Move in the European Union
Colín Ramírez, Sandra Gabriela ; Czerska-Shaw, Karolina (vedoucí práce) ; de Coninck, Joyce (oponent)
Migrant children represent a significant share of the migrant and refugee population; one in every eight migrants around the world is a child. Due to their vulnerability, they are continuously exposed to violence, abuse, exploitation, and human trafficking. In the European Union, the number of children on migration in search of a safe haven has increased dramatically, particularly between 2015 and 2016; nevertheless children arriving at the Union, many of whom are unaccompanied, are subjected to illegal detentions, returned to their countries of origin, and other forms of violation of their human rights. NonGovernmental Organisations (NGOs) in the EU focused on migration and child protection have been advocating for a more effective protection of the human rights of children on the move within the European Union. They have mainly done it by engaging in efforts towards promoting policy innovations on how to understand the protection of children on the move. This thesis explores the role of Non-Governmental Organisations as policy frame entrepreneurs on the protection of human rights of children on the move in the European Union policymaking. It does so through framing analysis of five NGOs corpora; Save the Children, Eurochild, Defence for Children International, Caritas Europa, and Terre des Hommes...
Laicité in public political discourse, between securitization and desecuritization of Muslims: The Case of France

This article examines the role of the Secularism in the political debates around the Muslim populations (of immigrant origin) in Western Europe and their framing as a security threat. It examines the case of France, and more specifically the public discourse of the French executive on the issue in the context of the 'anti-separatism law' (passed in August 2021) aimed to strike a balance on the religious aspect of Muslim immigrant integration. It draws on both Securitization theory -often used to study how migrants are framed as a threat -and secularization studies that divided (French) secularism into many traditions with different historical origins and political goals. The Thesis brings to the literature a new perspective as it also examines the desecuritizing potential of Laicité discourse, and conceptualizes Laicité based on the historical understanding of the term . It therefore argues that the level of (de)securitization of these communities will depend on the invoked lexicon of laicité. Using an integrative nested mixed method, the thesis (1) maps out the different lexicons and determine the relation of each one of them to securitization through a content analysis, then (2) conducts an in-depth discourse analysis to analyze the more ambiguous references harder to understand through solely...
