Cyberspace and information security Abstract The dissertation deals with information security in cyberspace and cybersecurity. Within the academic community the topic is rather neglected, even though cybersecurity may be seen as a pillar-stone for the undisturbed performance of public administration. The thesis deals with the topic in broader theoretical and practical contexts. Technological changes in society have major influence on legal regulation and practice. Because of that, the first part of the thesis focuses on the key social changes related to digital revolution and globalization, on the values of the information society and on the principles of cybersecurity regulation, as well as on the issues regarding the applicability of law within cyberspace. The second part of the thesis discusses the role of public power in safeguarding the information security in cyberspace. The concepts of cyber defence and cybersecurity are discussed. The concept of information security is presented through the confidentiality, integrity and availability components. The international element is addressed with the perspective of selected rules of the second version of Tallinn Manual. Public Law Aspects for Undertakings in both Electricity and Gas Industries The doctoral thesis named "Public Law Aspects for Undertakings in both Electricity and Gas Industries" is focused on bringing a complete view how the public interest is represented in relation to the conduct of enterprise in infrastructural businesses as the sectors of electricity and gas industries concern that are in many ways similar to each other and are also managed by the comparable European law regulation. The public interest, either comes from the European or Czech legal regulations interferes in many different variations and modifications into the energy business. From time to time, legislator emphasizes the partial individual interest (e. g. being part of the constitutional order as in the case of the protection of ownership) in the wording of the Energy Act as well as in the other public law as goods protected by the public law. On the other way, also much more typical general interest is defended to achieve wellbeing of the whole society that is to be preferred to those interests of individuals. Optimization of sample injection in capillary electrochromatography

The sample injection is an important part of the electrochromatographic (CEC) analysis.. This work focuses on injection optimization with use of the splitter working in the heart-cut regime. Mechanisms of spontaneous and electrokinetic injection were studied. Good repeateability of peak heights, peak areas and retention times was reached for standard, gradient and preconcentration CEC separations.
