Legal acts of public administration bodies - formal and material concept Abstract The submitted diploma thesis deals with the formal and material concept of legal acts of public administration bodies formed by certain formal and material features. The thesis defines the basic concepts related to the topic of the thesis, such as public administration, public authority, subjects and bodies of public administration and legal acts of public administration bodies. The thesis also presents the constitutional principles and values binding the law, which place demands on the material and formal aspects of legal institutes, which are mainly the rule of law, democratic state, liberal state, constitutional state and the material rule of law based on them. The thesis also presents the formal and material concept of law, features, requisites and defects of legal acts as shortcomings of their requisites. Requisites are divided into content, formal, competence and procedural requisites. Defects are divided into defects of form, incorrectness, illegality and nothingness, which represent significant defects for which a legal act cannot exist.
