Early Local Elections. Case Study of the Ústí Region

The bachelor thesis examines early local elections in the Ústí nad Labem region. The thesis aims to quantify the phenomenon of early local elections and to determine their circumstances and impacts. Their occurrence is examined in the last completed electoral period, i.e. between 2018 and 2022. The thesis uses mainly data from the Czech Statistical Office, personal interviews and documents of individual municipalities, which are mainly minutes of municipal council meetings. Using these data, the situation since the 2018 regular elections is described. Within the regular elections, the election results are interpreted and the situation in each municipality is described. Subsequently, the causes of the elections, the reasons for the resignation of councillors, the results of the extraordinary elections and, last but not least, the consequences that are related to the holding of early local elections in the individual municipalities of the Ústí nad Labem Region are mapped. The submitted dissertation includes the issue of repeated holding of new elections to municipal councils leading to the blocking of a municipality. Although the topic is not new, it has so far been given minimal space in the examination of Czech municipal politics. The dissertation can thus be understood as the first comprehensive study devoted to the given issue. In its theoretical part, the thesis contains a large amount of data revealing the extent of the problem and its legislative background. Part of the theoretical and contextual anchoring is also an extensive European comparison of the legislation affecting the holding of elections after the decrease in the number of council members. The empirical part is then focused on the specific reasons for the repeated holding of new elections in selected municipalities of the research sample, along with their subsequent categorization and the creation of a typology of blocked municipalities, including a thorough description of individual types of municipalities with examples. The dissertation presents a possible legislative solution to the whole situation and critically evaluates the recommendations of the Ministry of the Interior applied.
Submunicipal Councils in the Czech Republic: A case study

This thesis focuses on submunicipal democracy in the Czech Republic and in the European context. Submunicipal democracy and its units form the lowest level of political systems in small and large municipalities. It is a topic that has so far been studied only at the level of individual states and in a very limited way, despite the fact that units are found in many European countries. The paper provides an overview of the types of submunicipal units in Europe with their basic characteristics, and outlines a possible typology according to which submunicipal units in Europe could be categorised. The next part of the thesis deals with the situation in the Czech Republic. The units that represent submunicipal democracy in the Czech Republic are called submunicipal or local councils. These are established by municipal councils in local parts of towns and municipalities. The thesis establishes how submunicipal councils in the Czech Republic are established and how they are set in a historical context. Panachage as a tool for personalization of local politics: Case Study of The Federal Republic of Germany

This thesis aims to investigate the level of use of vote-splitting as a tool for policy personalisation in the Federal Republic of Germany. In the theoretical part, the thesis focuses on defining the topic of personalisation and the reason why it is rooted in politics. Furthermore, the thesis focuses on defining policy personalisation and its types. Subsequently, the thesis studies the instruments of policy personalisation, which undoubtedly includes personal voting, further developed in a separate chapter on vote-splitting. The empirical section consists of three parts. The first part focuses on a literature analysis of the German literature and how it analyses the issue of vote-splitting. The next part deals with defining the federal states that use vote- splitting. These will be analysed in the last part. In the selected federal states, a random selection of municipalities was made, namely two municipalities from each size category. For these municipalities, the results of the municipal elections were obtained, including the position of the candidates on the candidate list. This data was finally analysed in aggregate and compared to see whether candidates moved up on the list and, if so, whether they gained seats by moving up. Comparison of the functioning of regional political parties in the Czech Republic

This master thesis would be about Czech political parties, which are active at the regional level of Czech politics. The interest of research is their activity and the operation of these single political parties, what has the impact on the function, how are the political parties based, and how wide is their agenda. This is set up due to institutional factors and the election system due to the largeness of the municipalities and the party agendas. It depends, on whether they're a business firm party at the local level, a party against big parties cartels, or an environmental party. For the program of regional parties is important the regional variety, which is set by the social and economic situation in the regions. The point of research will be the development of regional political parties in the Czech Republic since the year 1993 when these kinds of parties were established. The important year for the parties' evolution will be the year 2000 when the regional structure of the Czech self-government was based on. In comparison to the research will be also other European regional political parties see, how different these in the Czech Republic are. Mayor as a Black Peter? Case Study of the Moravian-Silesian Region

The bachelor's thesis is a case study that deals with the influence of factors that influence interest in the post of mayor of small municipalities in the Moravian-Silesian Region. This thesis describes Czech local politics, which is very specific due to its large number of small municipalities in the Czech Republic. The local politics of the Czech Republic is extensively researched, thanks to many important authors who have devoted themselves, for example, to local councils, rural municipalities, or the creation of coalitions or parties of representatives. Research usually comes to the conclusion that there is no interest in the post of mayor in small municipalities, yet no work published so far describes the exact reasons that influence this interest. Since this phenomenon of interest has not yet been specifically described, however, the circumstances confirming lack of interest are very specific, this work is based on qualitative research. The aim of the thesis is to find out what affects the mayor's interest in the post of mayor.
