Classified information as one means of legal restrictions on free access to information in the Czech Republic

Tém atem rigorózní práce, která aktualizuje a doplňuje diplom ovou práci autora, je zm apování a zhodnocení postavení institutu " u ta jo v a n ý c h in fo r m a c í" ve sm yslu zák o n a číslo 412/2005 Sb., o o chraně u ta jo v an ý ch inform ací a o b e zp e č n o stn í způsobilosti, jako jed noho z nejvýznam nějších současných nástrojů zákonného omezení svobodného přístupu k informacím v České republice. Na konkrétní problém y, nepřesnosti a n edostatky této problem atiky je nahlíženo z n ěkolika zorných úhlů. Na p říkladech z praxe jsou pak jednotlivé sporné otázky a možnosti jejich řešení dem onstrovány a vysvětleny. Rigorózní práce je rozčleněna do tří částí. První část je věnována aspektům obecného přístupu k informacím, druhá část pak možnostem jeho zákonného omezení, zejména při uplatnění zákona číslo 106/1999 Sb., o svobodném p řístupu k inform acím . Část třetí, která je pro účel práce stěžejní, pak obrací svou pozornost k institutu utajovaných informací. Ve všech částech je poukázáno na historický vývoj, popis a analýzu současného stavu. Dále pak jsou jednotlivé aspekty a hlediska problem atiky detailně analyzovány a dem onstrovány prostřednictvím praktických příkladů.

Financial Mathematics in Czech Textbooks from the Marchets's Reform

Title: Financial Mathematics in Czech textbooks from the Marchet's Reform Author: Martin Melcer Department: Department of Mathematics Education Supervisor: doc. RNDr. Martina Bečvářová, Ph.D. Abstract: The PhD thesis presents a comprehensive view of the development and the position of financial mathematics in Czech textbooks and collections particularly those used in high schools with consideration of the political situation in our country. The analysed period from 1908, i.e. from the Marchet's Reform, to the present is divided into five principal stages. In each stage textbooks covering financial mathematics instruction in all types of secondary schools are chosen. This shows the level and extent of the presentation, the complexity of the given tasks and problems and the way in which they are integrated into the textbooks or the syllabus, more precisely. At first the basic general characteristics of the textbooks are presented followed by a detailed description of partial topics of study which are then analysed thoroughly and mutually compared. The conclusions of the PhD thesis reflect the current situation of financial mathematics instruction and offer ways leading to the improvement in the level of financial literacy of our citizens. Origins of Matrix Theory in Czech Lands (and the responses to them)

In the 1880s and early 1890s, the Prague mathematician Eduard Weyr published his important results in matrix theory. His works represented the only significant contribution to matrix theory by Czech mathematicians in many decades that followed. Although Eduard Weyr was one of the few European mathematicians acquainted with matrix theory and working in it at that time, his results did not gain recognition for about a century. Eduard Weyr discovered the Weyr characteristic, which is a dual sequence to the better known Segre characteristic, and also the so-called typical form. This canonical form of a matrix is nowadays called the Weyr canonical form. It is permutationally similar to the commonly used Jordan canonical form of the same matrix and it outperforms the Jordan canonical form in some mathematical situations. The Weyr canonical form has become much better known in the last few years and even a monograph dedicated to this topic was published in 2011.

Life and Work of Wilhelm Matzka

Wilhelm Matzka (1798-1891) was a German mathematician as well as an important person of the University of Prague and an eminent representative of the mathematical community in the Czech countries in the middle of the 19th century. This thesis is original and reminds of his life as well as of his scientific, pedagogical and organizational activities. The center of this work is formed by the analysis and the evaluation of Matzka's mathematical work, its classification in the development of mathematics and its education. There are mentioned his studies and monographs on mathematical applications like physics, chronology, astronomy and geodesy as well, which give the thesis a sig- nificant interdisciplinary character. This thesis presents also lot of historical connections and provides a view of the situation in the German, Czech and European world of mathematics in the 19th century.

Free access to information and possibilities of its constraints

Tématem diplomové pr áce je zmapování a zhodnocení současn ých zásadních možností a důvodů zákonného omezení svobodného přístupu k informacím v České r epublice a propojení pr ávní teorie této oblasti s pr axí. Diplomová pr áce je rozčleněna do dvou částí. Pr vní část je věnována aspektům obecného přístupu k inf or macím a jeho zákonného omezení, zejména při uplatnění zákona č. 106/1999 Sb., o svobodném přístupu k informacím. Část druhá pak obr ací svou pozornost k institutu utajovaných informací. Obě části se dále zaměřují na historick ý v ývoj, popis a analýzu současného stavu, zejména prostřednictvím praktick ých příkladů.
