Control of storage function of the reservoir
Hon, Matěj ; Matoušek, Petr (referee) ; Kozel, Tomáš (advisor)
Dispatcher graphs state the amount of discharged water according to the current status of a water tank. The thesis describes the technique of creating a zonal dispatcher graph and its simulation on a large open water reservoir Vranov. Using predictions, the model was tested to know how it works with the ability to determine incoming tributaries. The dispatcher graph method is commonly rated among deterministic control methods. These methods are advantageous in one specific output and that is a control variable. Other possible ways are stochastic methods that work with probability and give us the control over the choice of a procedure. Both types of methods are further described in the work. For the suitable prediction of flows, the use of a neural network operating on the principle of reverse propagation was chosen.
Control of the reservoir storage function using artificial intelligence methods
Hon, Matěj ; BBA, Šárka Zemanová, (referee) ; Kozel, Tomáš (advisor)
The diploma thesis deals with flow prediction using artificial intelligence to control the storage function of the reservoir. It focuses on the control of storage function using combination of dispatching graphs and flow prediction. The work is divided into a methodological part and an application part. The methodological part contain describes how the acquisition of historical data, a description of the work of dispatching graphs and forecasting models. The application part contains flow forecasts and outflow control. A prediction model is based on the fuzzy method, and it is used to predict inflows. The calibration and validation of the prediction model is also described. Results of prediction model were evaluated. In next step the results of control method were evaluated and compared with result of dispatching graphs. The results of controlled method were satisfactory.

Legal aspects of social housing considering the bill on social housing
Hon, Matěj ; Lang, Roman (advisor) ; Štefko, Martin (referee)
The thesis explores legal assumptions of social housing in the Czech Republic. Defining social housing, the thesis frames the topic in the relation to other terms - housing policy, right to housing, or residential social services. Characteristics of the Czech social security system are shown in the historical perspective of Czech Lands since the second half of the 19th century. Based upon the historical investigation, author deduces major structural consequences for the contemporary social housing. The main goal of the thesis is evaluation of the ongoing legal frame regarding to applicability of new trends of social housing. Reflecting upon the recent development, the thesis also deals with unsuccessful bills on social housing and shows major trends in the Czech social security system which are related to housing. The thesis draws upon an analysis of legal tools related with provision of social housing in the Czech Republic. In this part, author distinguishes three levels of legal norms. The first level represents prevention of housing problems, the second level provides norms to support those who have housing problems, ant the third level regulates position of municipalities in the social housing system. Author concludes that the norms differ in presumption of living in standard housing (civil...
The Delimitation of a racism as a policy problem in governmental documents: Analysis of discourse since 1989 to 2014
Hon, Matěj ; Hejzlarová, Eva (advisor) ; Drhová, Zuzana (referee)
This diploma thesis is mainly focused on term racism, especially how the term racism is used in government documents. The author's point of view is based on social constructivism. Author focuses on way of understanding constructions of the term racism made by relevant policy- makers. The goals of this thesis are descriptive (the description of a discourse in government documents and its broader context) and explanatory (an explanation of an interaction of the discourse and its context). The broader context is found by the event history analysis and by an analysis of stakeholders. The discourse analysis is based on texts found in government documents. The results of these analyses show racism as a complex problem including a wider category of social phenomena related to the disadvantaged situation of ethnic minority groups. Nevertheless we are able to identify several competing approaches to this problem delimitation. Two of them consider racism in context of various social problems having different views on causality between these two levels. Two other approaches link racism with security policy and differ with emphasis on preventive and repressive tools.
The Possibilities of Political Participation of the Roma minority in the Czech Republic
Hon, Matěj ; Říchová, Blanka (advisor) ; Gelnarová, Jitka (referee)
In this thesis, the author raises the following question: What is the nature of the efforts of Romani elites at political participation in the Czech Republic and what is their potential? He presupposes that those currents of the Roma ethno-emancipation movement that are not defined sharply against the surrounding society are in a better position. He summarizes the basic facts from the history of the Roma in the Czech Republic with an overlap into the Central European context. He monitors the factors relevant to the examination of political acts of the Roma and subsequently characterizes their own understanding of ethnicity, showing that kinship and sub-ethnic groups are more important for the collective identification of most of the Roma. The theoretical part deals with selected authors who participated in the discussions on multiculturalism, both on the general, international, and on the national level, with special focus on Roma issues. In the final chapter the author tries to apply all the described knowledge to the three most significant projects of the Roma, through which the Romani elites engage in public affairs in the Czech Republic. They are the Union of Gypsies- Roma from the break of 1960s and 1970s, the Roma Civic Initiative, a party active in the 90s, and a civic association called...
