Analysis of ways improving efficiency in the public sector by using example of a semi-budgetary organization Czech Geological Survey.

This paper is focused on evaluation and improvement of the allocative efficiency of the public sector. The introductory chapters give us information about the necessity of existence, operation and financing of the public sector and its representation in public finances. Rules for establishing, financing and management of semi-budgetary organizations are discused in a more elaborated manner. The theoretical part explains the concept of efficiency and provides a detailed overview of methods of measuring the efficiency in the public sector by various authors. In the practical part, the theoretical approaches are demonstrated on the example of the Czech Geological Survey (ČGS). ČGS is a semi- budgetary organization established by the Ministry of the Environment, but partly also works as a research organization. Also there are given the competences and organizer's requirements. Financing of the organization is provided from several sources, whereas the contribution from the organizers part is reduced on a year to year basis and the organization is forced to cover the loss by research activities and providing services to foreign customers. The effectiveness analysis is based on the concept of Sintonen. However it is complicated by the fact that ČGS is on one hand A semi-budgetary organization and on the other A research organization. For the semi-budgetary organizationS the appropriate approach is to minimize costs, but for the research organization it is rather about increasing revenues. For the highest efficiency possible it is necessary to find a combination of both approaches.

Selected Issues Concerning Constitutional Regulation of Self-Government

The constitutional issues of self-government do not regard only such matters where the Constitution explicitly warrants or mentions self-government, but also such matters where the regulation of activities of central bodies is carried out by the Constitution, while it is not the case on the level of self-government; and some other matters. The article expressly deals with fundamental constitutional provisions relating to self-government.
The Ombudsman and his relation to the principles of good governance

This diploma thesis discusses the relationship of the Ombudsman to the principles of good governance. The rise in popularity of ombudsman institution in the 20th century caused his growing typological diversification. The concept of good governance in different countries takes different content. The goal is to capture the same characteristics and identify the differences between the selected models. The core of the work consists of analyzing Ombudsman's Institute in the Czech Republic, Greece and the European Ombudsman. The base of analysing is a comparison with regard to the legal status, legal basis of institutions and good governance principles.
THE LATEST TRENDS IN PUBLIC PROCUREMENT LAW

This thesis deals with public procurement law in the Czech Republic. It captures the latest trends in public procurement law, together with the amendment to the Public Procurement Act, which entered into force on 1 April 2012. The opening chapter introduces the concepts that are closely related to the issue of public procurement and corruption. There are explained key institutional control mechanisms in the Czech Republic and criminal liability of corruption. The analytical part of this thesis describes the changes, which the amendment brought into the Public Procurement Law. These changes are mainly assessed in terms of impact on the suppression of corruption. This thesis presents and analyzes the arguments of proponents and opponents of the amendment. The analysis is accompanied by a brief look at the development of legislation on public procurement in the European Union in general and in two selected countries of the European Union. The conclusion contains a summary assessment of the issue along with an outlook for a possible further developments in the legal regulation of public procurement. Based on the analysis, the thesis leads to the conclusion that the amendment of public contracts, despite some shortcomings, is leading to a more transparent procurement environment.
Executive search

In the theoretical part of the thesis focuses on the general definition of the recruitment and selection, mainly the methods, which are used. Furthermore, it defines the area work in public administration with a focus on employment and workers. Also, try to determine the difference between the acquisition employees in the public and private sectors. The work is then engaged in recruitment agencies and HR consulting companies, their history, the legislative definition and the question whether it is advantageous to work with recruitment agencies. Afterwards, the method of work is engaged in executive search, its history, use, and especially how it is itself the recruitment method. The practical part contains specific case of HR consulting company that deals with executive search method. Here is then analyzed in the procedure of recruitment executive search method and success by getting employees the company achieved in 2011. This part of the thesis is based on long-term observations of the author, who was an employee of the staffing and consulting company so he could observe the whole process of executive search methods in practice. Using a questionnaire survey, this work investigates how executive search method is used in the private and public sectors and what are the respondents as the main advantages and disadvantages of the method. At the end of this section for recommendations on how to use executive search method in the public sector, and problems are defined here, why not in the sector executive search method does not use too much.
Analysis of Financial Management of the Regions in Czech Republic, Relation to the Regional Development.

This diploma thesis deals with the financial management of the regions in Czech Republic and its relation to the regional development. The diploma thesis is separated into two parts. The first part of diploma thesis deals with regions as autonomous unit. In this part are defined competences and authorities of regions, the structure and the trends of regional budget. It is emphazed on regional policy and expenditures on support of regional development. The aim of the diploma thesis is to analyze the regional financial management with relation to the regional policy of selected region. For analysis was chosen Vysocina Region. Vysocina Region realizes his regional policy trough strategicy document - Regional Development Plan of Vysocina Region. Regional policy is financed by the resources of regional budget and by two funds -- Vysocina Fund and Fund of strategical reserves.
Supreme Audit Office -- the status and organization

This thesis focuses on the status and organization of the Supreme Audit Office (SAO), which carries out the external audit of public administration in the Czech Republic. For easier orientation in the area offers this work in the first part the theoretical foundation of control in public administration. At the beginning of the analysis is presented the historical development of the highest accounting controls in the territory of today's Czech Republic. In three analytic blocks are listed the findings, which were based on research resources, particularly in the area of constitutional, administrative and financial law and on the study of the legislation and professional publications. SAO status as an independent supervisory authority in the Czech legal system is examined in terms of its inclusion in the Constitution and further discussed is the scope SAO and its relation to local government. Linked to this is especially the current proposed change of the Constitution and the Law on the Supreme Audit Office, which is also reflected in the work. This work also introduces the issue of the status of the SAO in the system of public power. The relation of the Supreme Audit Office to other public authorities is partially analysed. Investigated are also the position and competences of authorities within the SAO. In a separate chapter, based on the analysis presented and evaluated, there are the conclusions and suggestions for possible modifications of the law de lege ferenda.
Models of territorial self-government funding from the view of delegated powers

This diploma thesis evaluates models of territorial self-government funding from the view of delegated powers in the Czech republic. To reach this goal, thesis is divided into four separated chapters. First chapter defines the function of local government, its position in present system of public administration, explains terms like own powers, extended powers and delegated powers. Second chapter of the work introduces valid legal framework about territorial self-government funding and each particular type of municipal government financing as well. It contains analysis of revenues and expenditures of municipalities and regions in last ten years particulary from 2002 to 2011. It clarifies historical development and gives more information about possible future process of municipal budgets. Third chapter deals with specific fund so called "contribution of execution of state administration". The last fourth part introduces budgetary allocation of municipality taxes and revenues - all according to valid legislation. It includes various suggestions of legal amendments of the budgetary allocation of taxes and their positive and negative effects as well.
Analysis of the system of secondary education in the Czech Republic, the possibility of its termination and comparison with systems in Slovakia, Poland and selected federal states of Germany and Austria

This thesis deals with one of the most discussed topics in recent years in the field of education. The theme will focus on the concept of state graduation exams in the Czech Republic and its comparison with the systems of Slovakia, Poland, Bavaria and Austria. This comparison is made in the work of analysis the educational systems of these countries according to uniform characteristics. The thesis is divided into theoretical and practical part. The theoretical part is divided into three main chapters that are thematically intertwined. The first chapter explains the theoretical foundations of education and the basic concepts and stresses the importance of education to society. The second chapter then provides an overview of the educational system of the Czech Republic, describes the basic principles of legislative and institutional training and education system is characterized by a focus on secondary education and its termination in the form of state graduation exams. The third chapter is devoted to the description of educational systems in selected countries according to the same characteristics used in the second chapter. The empirical part of the thesis is presented in the last chapter of the thesis, which compares and evaluates the different educational systems in selected countries with the Czech Republic and compares the methods of completion of secondary education graduation. This chapter also focuses on the problematic issues surrounding the state graduation exams at home and abroad, and compares the pros and cons of these tests ibid. The result of this chapter are suggestions on state graduation exams.
