The evaluation of effectiveness of Strategic plan Local action group Krajina srdce

This thesis deals with the topic of strategic planning and rural development. The target of research was a Local Action Group Landscape of my Heart. The aim of the dissertation was to evaluate the efficiency of the Strategic plan LEADER for the period 2007-2013. The analytical section is divided into two parts. Through a qualitative research - a standardized observation of indicators of development potential of settlements - it was found, that the selected variables (especialy value of grants invested in the municipality) had a negligible effect on the aesthetic appearance of villages. The second part of the analysis was performed using a quantitative method. Analysis of the statistical indicators of development found no correlation with the above evaluation of these indicators for the chosen variables. The selected research methods didn't prove noticeable efficiency of the strategic plan LEADER.
Liability for harm caused by maladministration

This diploma thesis focuses on the topic of "Liability for damage caused by incorrect administrative procedure" under Act No. 82/1998 Coll., on liability for damage caused within the exercise of public authority by a decision or incorrect administrative procedure and on the amendment to Act No. 358/1992 Coll., on notaries and their activities (Notary Act), as amended. Formally, the thesis is divided into seven chapters, which are further split into individual subchapters. The first chapter deals with the historical development of legislation governing state liability within the exercise of public authority and with current sources of law, including the introduction of literature. The second chapter focuses on the characterization of the liability as a part of private law and on the basic definition of the term "incorrect administration procedure". This term is generally defined as any procedure of a public authority excluding decision-making activities, which is in conflict with generally applicable legal regulations. The third and fourth chapters respond to the adoption of Act No. 89/2012 Coll., Civil Code, and analyse individual impacts of its secondary application to liability obligations. MicroRNAs are noncoding RNAs inducing sequence-specific posttranscriptional inhibition of gene expression and represent the major class of small endogenous RNAs in mammalian cells. Over 2,500 of human microRNAs potentially regulating more than 60% of human protein-coding genes have been identified. MicroRNAs participate in the majority of cellular processes, and their expression changes in various diseases, including cancer. Currently, there is no efficient small chemical compound available for the modulation of microRNA pathway activity. At the same time, small chemical compounds represent excellent tools for research of processes involving RNA silencing pathways, for biotechnological applications, and would have a considerable therapeutic potential. The presented work represents a part of a broader project, whose ultimate goal is: (i) to find a set of small molecules allowing for stimulation or inhibition of RNA silencing and (ii) to identify crosstalks between RNA silencing and other cellular pathways. Service of documents in administrative proceedings

V ANGLICKÉM JAZYCE The thesis focuses on service of documents in administrative proceedings. At the beginning of the thesis, the used terminology and constitutional framework are defined. The main part deals with the two main forms of delivery, an electronic and a documentary form. Regarding the excessive use of electronic communication in today's society, the electronic form is described in detail. Afterwards, the thesis deals with the issue of the service of documents to foreign countries and defects that may occur during the delivery. Many uncertainties and questions have arisen putting an information system of data boxes and using of data boxes for communication between entities and administrative bodies into operation. The author therefore dedicated a considerable attention to this topic. Attention is also paid to the institute of electronic signature. This institute was adopted in the Czech legislation in accordance with European legislation. Elaborating this thesis, the author used primary legal sources, literature both domestic and foreign origin, and public information sources.
Problematic aspects of public tenders from the perspective of a municipality

The problematic aspects of awarding of public procurement from the perspective of the municipality. The aim of this thesis is a presentation of certain problems associated with awarding of public procurement by public authority - the municipality. This thesis is divided into three parts. The first part provides a general introduction to the topic. This part defines the basic terms and principles associated with public procurement, attention is also focused on a definition of local government units. At the beginning of the second part a legal framework of public procurement and a brief view of the future legislativ is presented. The most important section of this part describes bodies of the municipality and their competences associated with awarding of public procurement. Thereafter it deals with mistakes and shortcomings which may arise during the tender process from the part of municipalities. In this part specific situations coming from the practical experience of municipalities are described and analysed, including a list of potential impacts on municipalities. Attention is also paid to current jurisdiction and decision making practices of the Office for Protection of Competition. The final part of this thesis summarizes the conclusions drawn in the previous chapters.

Status and activities of the intelligence services in the Czech Republic (legal aspects) My master's degree thesis attempts to analyse the status and activities of the intelligence services in the Czech Republic. Nowadays the importance of the intelligence services is steadily growing worldwide because of bigger threat of terrorists' attacks and worsening security situation in certain regions in the world. Czech intelligence services must adapt to this situation and that's why I started to investigate particular Czech legislation. I started to examine whether the Czech intelligence services are given necessary powers to fulfil their lawful duties, who governs and coordinates their activities, who controls them etc. All these questions are described and answered in the thesis. The thesis is composed of five chapters, each of them deals with different aspects of the status and activities of the intelligence services. - Position and activities of the Czech Bar Chamber The topic of my thesis is "Position and activities of the Czech Bar Chamber". The purpose of the thesis is to analyze the role, importance and functioning of the professional chamber which associates over of 12 000 attorneys. I have chosen this particular topic as I think the available literature dealing with professional chambers, particularly the Czech Bar Association (hereinafter CBA) is not up-to- date and does not comprehensively cover the current status of this institution. In addition to the descriptive passages the thesis includes statistical data analysis, reflections on the current state of the CBA and its possible transformation. The thesis is composed of five chapters; the first chapter is a brief introduction to the issue of self-government. It covers what this term means, explains the dividing of self- government and focuses on describing the related terms. The second chapter provides an insight into the history of attorney self-government. Legal protection of cultural heritage in the Czech Republic

A few words of introduction (Abstract) In addition to analyzing the concepts of culture, cultural heritage, this thesis mainly deals with the issue of state monument care regulated by the act no. 20/1987 Coll., on State Monument Care, as amended, which is currently valid legislation providing protection cultural monuments and other objects. Since the cultural heritage not only cultural monuments and other objects protected by the act no. 20/1987 Coll., deal with the next part cultural objects, which are regulated by the act no. 71/1994 Coll., on Sale and Export of Cultural Value, as amended, marginally deals with the archival documents as stipulated in the act no. 499/2004 Coll., on Archives and Records Service and amending certain laws, as amended, and museum collections (the collections) which are subject to regulation by act no. 122/2000 Coll., on Protection of Museum Collections and amending certain other acts, as amended. I believe that this work makes sense, because a student or potentional readers may help to understand and summarize the issue of protection of cultural heritage, also may aid in interpretation of the act no. 20/1987 Coll. and also can serve in the future comparison with currently debated new act on the protection of the heritage fund, which is fully replace the applicable legislation.
Application proceedings for long-term residence permit for business purpose

The aim of this thesis is an interpretation on the administrative procedure concerning an application of the third-country nationals for long-term residence permit for business purpose on the bases of the act nř 326/1999 Coll., On the residence of foreign nationals in the Czech Republic and about amendment of certain acts. The thesis is divided into four parts. The first part contains the interpretation of key terms (foreign nationals, long- term residence permit and business purpose) which determine the long-term residence permit for purpose in question. The second part deals with conditions to be met for submission of the application form and on requirements needed to be attached to the application form. The third part deals with the administrative procedure after submission of application form focusing on particularities of application proceedings for long-term residence permit for business purpose. The fourth part asses the issuing of final decision.
Aim and purpose of the migration-related detention

The aim of the thesis is to answer the following question: What is the aim and the purpose of the migration-related detention? The question is further specified in four sub-questions provided in the introduction. Given that the essence of the detention is the deprivation of personal liberty as one of the fundamental human rights, the practice of detaining migrants in the Czech Republic seems to be in conflict with the personal liberty guarantees stipulated by the constitutional laws of the country, the Charter of Fundamental Rights of the European Union and several international human rights treaties. Resolutions of this conflict requires that such conditions are identified, under which the restriction of personal liberty is permissible. The list of conditions is provided in the thesis, including a legitimate purpose of the restriction of the fundamental right. Any restrictive practice must be capable of achieving this purpose and must not be misused for a purpose other than this. Subsequently, the thesis identifies aims of the different types of migrated-related detention, provided by the Czech laws - the Police Act, Aliens Act and the Asylum Act.
