1 Abstract CONSTITUTIONAL INSTITUTES OF PARDON AND AMNESTY This thesis deals with constitutional institutes of pardon and amnesty. The thesis aims to provide information on existing legal regulation of this area, closer explanation of the particular legal institutes, describe their historical development and show the way of their application during tenures of Czech presidents. The Introduction contains brief summary of the goals of the thesis, its structure and reasons for choice of the respective topic. The First Chapter is devoted to definition of elementary terms of pardon and amnesty and explanation of basic differences of their forms, i.e. abolition, agraciation and rehabilitation since correct understanding of these terms is crucial for understanding of the whole following text, The Second Chapter deals with historical development of the constitutional institutes in question before emergence of the independent Czech Republic. The Third Chapter contains analysis of current legal regulation in constitutional and general law. The Fourth Chapter is devoted to pardon, particularly more thorough analysis of transfer of capacity to grant pardons and procedural affairs related to granting of pardons in practice. Final part of this Chapter contains description of specific pardons granted during tenures of...
Hydraulic and mechanical-physical properties of rocks: Experimental determination and interpretation of results of granite testing
Sosna, Karel ; Brož, Milan (advisor) ; Vilhelm, Jan (referee) ; Šembera, Jan (referee)
This work is focused on the groundwater flow and transport of contaminants in the environment of granitic rocks. Mainly adjective and dispersive types of transport of contaminants are discussed in this work. Transport of contaminants by diffusion is mentioned only marginally in relation to porosity of rock matrix. The main aim of this work was to characterize hydraulic and mechanical-physical parameters of the granite. Partial objectives were to verify the sealing function of the laboratory grout mixture in fractured granite blocks, to characterize the porosity and hydraulic conductivity of the granite matrix at laboratory scale, to find connection between boreholes in situ and to establish a link between the structure of rocks and velocities of seismic waves. Four bentonite and cement mixtures in different weight ratios have been selected as a grout mixture. Suitable injection mixture was selected based on the results of hydraulic conductivity coefficient, and other aspects, such as volumetric stability. The granite blocks were partially grouted by using of the selected grout mixture. Hydraulic conductivity and porosity of the granite rock matrix from the Panské Dubenky test site was tested at three laboratory samples. Hydraulic conductivity was determined with different constant hydraulic...
Tidal phenomena in groundwater hydraulics
Ondovčin, Tomáš ; Mls, Jiří (advisor) ; Šembera, Jan (referee) ; Novotný, Oldřich (referee)
Manifestations of the tidal force have been known to humanity since an- tiquity. The oldest extant remarks on the origin of the tidal force are in the Natural History of Pliny the Elder. He also left us remarks on periodic changes of water-level in wells. This phenomenon does not necessarily have to be connected to the proximity of seas. As such, it is a subject of research since the end of 19th century. Exploring the mechanisms with which the tidal force affects the groundwater level requires combining the findings of geology and hydrogeology but also the knowledge of hydraulics and geomechanics of porous media and certain understanding of astronomy. This thesis contribu- tes to the knowledge of the mechanism of tidal oscillations in groundwater measured in a borehole near Teplice nad Metují in Police Basin. It utilizes models based on the knowledge of geological and hydrogeological structure of the surroundings of the borehole. It investigates the relation between the physical properties of porous media and the amplitude and phase of the tidal oscillations and presents solutions of the models.

Blaheta, Radim ; Maryška, J. ; Březina, J. ; Stebel, J. ; Šembera, J. ; Balvín, A. ; Bruský, I. ; Hasal, Martin ; Michalec, Zdeněk ; Staš, Lubomír ; Sysala, Stanislav
This final report summarizes the progress of work and results for the whole period of the project. The subject is modelling of tasks within the project Decovalex-2015, development of Flow123d software, and preparation of documents for its standardization using the comparison results with foreign teams. TUL team participated in Task C1 (THMC processes in a single fracture) using the software Geochemist’s Workbench and their own tool TrAper for connecting chemistry and deformation and Task C2 (flow and transport in the vicinity of the tunnel Bedřichov) using Flow123d software. Task C2 also includes the formulation of the assignment and coordination of the solution of other teams. The ÚGN team participated in Task A, focusing on saturation of bentonite seals in clay rock and closing the gap, with the help of the COMSOL Multiphysics software. The outputs are the joint report by international teams and papers in a special issue of a journal. The developed models and lessons learned contribute to the ability to predict phenomena in the deep geological repository. Another result is a set of documents for the Flow123d software. All of which are attached to the report as attachments.
