Impact assessment case study : EU ETS and investment decision-making of power generators

This thesis is focused on the assessment of impacts of the regulatory uncertainty related to the EU Emission Trading System (EU ETS) on investment decision-making of power generators. The need for investments in new power generation capacities that would be capable to satisfy in the future the growing electricity demand is currently a discussed topic on the Czech as well as on the EU level. These investments are endangered by the uncertainty regarding the future development of the EU ETS regulatory framework, which is a major price driver of the tradable emission allowances. This thesis uses the real option model to analyze the impacts of potential future developments of the emission allowance prices on the investments into new power plants and identifies the regulatory uncertainty as one of the major causes, why investors postpone the investment into the construction of new sources. Analysis of economic methods applied in regulatory impact assessment

This thesis analyzes the topic of economic methods applied in regulatory impact assessment (RIA). The sense of a RIA system, assumptions of its effective functioning and its place in the framework of the EU's and Czech Republic's legislative process are introduced. Economic methods often used within the regulatory impact assessment process are discussed. The thesis empirically examines the progress in RIA methods quality between 2008 and 2011 in the Czech Republic and determinants of RIA methods quality are identified. We come to conclusion that the quality of RIA methods in the Czech Republic grows with expected costs of the regulatory policy and in case of RIA carried by an external subject.
Creation of provisions - Pro-cyclical behavior of banks

In relation to the latest economic crisis much attention was paid to the bank capital requirements. Many papers discuss the pro-cyclical effect of these capital requirements and the options of how to stabilize the banking industry and financial system. In this thesis I researched another instrument which can cause the pro-cyclical effect - the loan loss provisions. In reaction to this issue the Spanish central bank has adopted the model of dynamic provisioning which acts counter-cyclically. This model is supposed to balance the amount of created provisions and banks' profit over the time. In this thesis I introduce a hypothetical situation in which the countries using the Euro currency adopted the model of dynamic provisioning and I examine the hypothesis that the adoption of this model would mitigate the latest economic crisis as the banks would achieve higher profits during the time of recession. Based on the conducted research I confirmed my hypothesis and conclude that the dynamic provisioning would balance the economic swings. However, the results also showed that the set-up of dynamic provisions model is crucial. The Aspects of Collaborative Procurement: Centralization, Scope and Different Market Structures

Procurement centralization is a process that includes policy decisions on the appropriate level of collaboration, aggregation and standardization. We analyse the main aspects of collaborative procurement: centralization, scope and different market structures. We use a unique dataset that combines Czech tender-level data with the manually-collected data on centrally procured tenders and financial firm-level data for the time span 2008 - 2016. We apply vector generalized linear model to the compulsory centralized procurement sectors and assess the market competition and concentration. We find several key aspects of centralized procurement: the centralization has a significant positive impact on the competition in selected sectors. The framework agreement is recognized as a positive setup of public procurement. We identified a strong negative evidence of the heterogeneity of the procured commodity. The design of centralization process and the degree of centralization is always bound by two elementary questions: the flexibility or unification trade-off and the set-up costs or unit costs trade-off. Church-state settlement: Financial aspects

Church-state settlement: Financial aspects Abstract New draft law on Church-state settlement is presented mainly as an additional burden on the state budget of the Czech Republic. My work evaluates the proposed settlement from the perspective of both actors, besides the state view also the view of the Church is considered. The theoretical part focuses on the status of the Church in the Czech Republic and the historical development of its financing, in its conclusion can be found a summary of the resolution of a property settlement in the Visegrad Group countries. The practical part is divided into two chapters: the first one compares the impacts of the different options of property settlement on the state budget, the second chapter focuses on the investment opportunities of the Church and religious communities. The main objective of the analytical part of my thesis is the evaluation of the return on investments on financial markets that would ensure a permanent source of financing for the Church and religious communities after 2043, which should be the year when all state financing of the Church ends. My analysis shows that the Church cannot get needed revenues in the long run of 60 years so it must find an additional source of income.
Economic Rationale behind the Evolution of the Slovak Insolvency Law

The Slovak insolvency law reform, which came into effect on 1 January 2006, introduced a brand new restructuring option for business debtors. In this thesis, we present the first complex empirical analysis of all restructuring attempts allowed in the period 2006-2010. Results, based on a large amount of data, which we gathered for this purpose, suggest that the restructuring option is much more viable than the composition option under the previous Bankrupcty and Composition Act. The system is characterized by very high success rates (in terms of plan confirmation) and speedy proceedings. The size of the debtor affects neither the prospects for success, nor the length of proceedings significantly. We conclude that, even though a lot of improvements still need to be done, the reform moved the Slovak insolvency law closer to the standards of the best-performing jurisdictions. Impact of the EU-wide stress tests results on market valuation of banks

Tato práce se zabývá vztahem mezi výsledky Evropských zátěžových testů 2016 WST) a tržním ohodnocením účastnících se bank, tedy jaký efekt měly výsledky a forma jejich prezentace na investory. První část práce je teoretická a přináší přehled základních informací o zátěžových testech a jejich metodice, dále se zde nachází jak ohlasy, tak i obhajoba WST. Také zde čtenář nalezne alternativní postupy testování bank, využívající metody AQR 2014, CCAR a SRISK, následované přístupů. Druhá část obsahuje přehled stěžejní literatury týkající se zátěžových testů a vlivu zveřejňování jejich výsledků. Třetí část práce se zabývá modelem využívajícím "First Difference" estimátor, který pomocí tří zkoumaných časových úseků analyzuje vliv jednotlivých testovaných faktorů na změny tržních hodnotách bank, které nastaly po zveřejnění výsledků jak EU ostatních testů. Dva modely popisují izolovaný vliv těchto testů po zveřejněních, zatímco poslední model nahlíží na daný časový úsek jako na celek. Výsledky modelů ukazují jen málo signifikantních odhadů, způsobených pravděpodobně Závěrečná kapitola shrnuje získané poznatky doplněné o autorův komentář. Natural Gas Comovement with Other Commodity Markets - A Wavelet Analysis

This thesis studies the impact of shale gas on commodity and stock markets in the U.S. by employing wavelet approach and conducting a time-frequency analysis of dynamic correlations between natural gas and important representatives of commodity markets: crude oil, coal, corn, wheat, and several indices. It covers the period from 2006 to 2015 and is performed on daily data. Our thesis enlarges existing literature on comovement between natural gas with other energy commodities and stocks using wavelet coherence - a methodology which allows analyzing comovement among assets not only from a time series perspective but also over different frequencies. Financialization of natural gas and its involvement in investment portfolios under changing conditions on the U.S. gas market provide space for examination of gas proper correlation estimates in respect to other financial assets. Our results reveal natural gas comovement behaviour with examined commodities during the Financial Crisis. They show gradual decoupling between gas and crude oil prices in time. To the best of our knowledge we are the first to address natural gas using wavelet coherence in connection to agricultural commodities corn and wheat.
