Possible Pitfalls of Quantitative Metrics

This post presents critical view on practical use of bibliometric methods. There are listed difficulties and limitation which cause lower value of information got by metrics and which increase a risk of misinterpretation. Discussion about possible solution is provided and general recommendation is suggested for accurate use of bibliometry. There is also described issue of research area scheming which is necessary for objective use if citation indicators. But which schema use and how does this influence the results could be quite difficult question. Bibliometric indicators itself include quite wide range of circumstances, which are important to take into consideration (e. g. size dependent and independent indicators, average distortion, minimum threshold of documents). Use of whole or fractional counting could be an interesting question.\n
The Czech Digital Library - aggregation and dissemination of digital content from the Czech libraries

The goal of the Czech Digital Library is to aggregate content of digital libraries in the Czech Republic. It serves both as a common interface for end users and as a primary national data provider for other national and international projects, especially for Europeana and for the Central portal of the Czech libraries - KNIHOVNY.CZ. Tools to support complex digitization processes which include production, workflow monitoring, dissemination and archiving are developed as an open source in the frame of the project. The software solution for digital library - Kramerius system - is used in more than 30 libraries in the Czech Republic and provides access to tens of millions digital objects. ProArc - system compatible with national and international standards is used in several libraries for digital document production. With regard to the archival part of the solution, standards for long term archiving, such as the OAIS model, are implemented in cooperation with Archivematica system.
Experience with Using EIR for Research Evaluation

This post introduces basic applications of electronic information resources for research evaluation in terms of bibliometrics, ie quantitative methods of data analysis. Current research information systems (CRIS) and commercial citation databases contain information useful for evaluating individual scientists, scientific institutions and organizations, but also the entire scientific disciplines or regions in the global comparison. Information obtained by the analysis of stored data – bibliographic records or citation relationships between them can say something about the evaluated unit rated in terms of numbers of scientific impact and partly quality (measured by citation rate) of various kinds of scientific results and their share in domestic or global production. The most interesting information can be provided by citation data. It is also possible to focus on research field or current topics by keywords analysis. We can get a view on international network of scientists by analyzing the author's coope­ration.

The Central Portal of Czech Libraries

The central portal of Czech libraries allow users to obtain the required documents in traditional print or digital form, and prompt and comprehensive information anytime, anywhere and everywhere. Creation of a central portal of Czech libraries is one of the main objectives of the Concept of Development of libraries of the Czech Republic for 2011–2015. By 2015, should be the central portal in production in Czech libraries interested in its implementation. The paper will focus on main and sub-objectives of the project including a timetable for their implementation.

The paper focuses on the national project KNIHOVNY.CZ – The Central Portal of Czech Libraries (CPL). It outlines its aims, the current state, the objectives for 2013 and its outlook until 2015 and 2020. It describes the CPL is one of the principle aims of the Concept of the Development of Libraries in the CR for 2011–2015 and explains its organisation and funding, assets and also risks.
