Public Procurement Procedures and Their Effects: Evidence from the EU

The goal of this thesis is to analyze the effect the choice of procurement procedure has on the price of public procurement. We achieve this by investigating the dataset on public procurement data in the EU by the Digiwhist project. In the presented model, we explain the variation in the difference of final and estimated price of procurement as a function of procurement procedure used and a set of auction characteristics such as the number of bidders, contract complexity, type of supply and others. The results show that the open procedure is generally superior to its alternatives in terms of monetary savings. We also demonstrate that in the open procedure, the largest part of the cost reduction comes from the competition effect caused by the number of bidders present, whereas other procedures are not as sensitive to changes in the number of bidders. We find that the average number of bidders is significantly lower than the optimal number would be. 1
Public procurement practise in the Czech republic

The thesis is focused on the procurement process in the Czech Republic from the perspective of the contracting authority and analyzes legislation in the field of public procurement, understandable definition of certain institutes in the field and evaluation of individual species and tender procedures. The aim is to bring the very essence of a procurement process at the local government level. The theoretical part explains the most important legal concepts and basic principles of contracting procedures. Furthermore chronologically describes the whole procurement process, including analysis of partial processes for selected types of procurement procedures. Results of the work is devoted to the questionnaire survey and controlled interview.
System of procurement at the Ministry of Labour and Social affairs between 2011-2015.

The aim of the thesis is to evaluate the system of procurement at the Ministry of Labour and Social affairs between 2011-2015. The first part defines important terms in the issue of public procurement from different points of view. The second part deals with internal legislation regulating procurement at the Ministry of Labour and Social affairs and the procurement system analysis of over-threshold (below-threshold) procurement and small-scale public contracts. The last part analyzes the data of public contracts between 2011-2015. The right system adjustment of procurement at the Ministry of Labour and Social affairs is questioned.
Public contracts below threshold: an analysis of terms, evaluation and selection

The thesis aims to examine effectiveness of the system of public procurement in the Czech Republic and emphasisizes its evaluation criteria. Evaluation criteria in public procurement are an essential part of the selection process and play thus a highly important role when selecting the winning bid, or rather the the winner awarded with the public contract to be implemented. The paper focuses on below-threshold procurement in building area. Below-threshold public contracts can be divided into two groups according to the pre-set evaluation criteria. Either is there a single criterion for evaluation of the bids accepted, i.e. the key criterion is the lowest bid placed or more sub-criteria are applied, i.e. the key criterion is economic advantage of the offer. In order to determine/identify, which way of public procurement is more efficient, different characteristics of the evaluation process in each of the groups are compared. In the final part these partial results are generalized and thus allow formulating a few recommendations for practise/real-life recommendations.
Analysis of procurement, evaluation and selection of public procurement below the threshold

The theme of this diploma thesis are public procurement below - threshold to delivery. The aim of the work is to evaluate the relation between openess of competition and savings of public sources. The openess of competition is measured in quantity of tenders, savings is established at the price differention, which is defined as ratio of final to original price of order. A data file containt 882 orders was good base for regress analysis, which proved the negative relation between quantity of tenders and the price differention. With every additional tender is savings of public sources higher. In the end of the thesis is assessed the analysis and according to that is there a suggestion.
Selection and evaluation of public procurements

Bachelor thesis on the topic "Selection and evaluation of public procurements", mainly deals with problems that arise in the selection and subsequent evaluation of the public procurements. The entire procurement process is based on an amendment to the Public Procurement Act --Act No. 179/2010 Coll. (in the original version of Act No. 137/2006 Coll.). An analysis of the specific case of public procurement, and its evaluation with respect to the lowest bid and in line with economic expediency, is part of the thesis. The cardinal scale and a method of weighing of utility properties are applied in the analysis. The goal of the thesis is to determine an impact of the methods of the evaluation on the final ranking of the tenders.
