Analysis of Pension Reform in the Czech Republic in 2010-2016 in the Context of Demographic Development

The pension system is an important part of social policy and public budget. Negative demographic development put pressure on the financial sustainability of the pension system therefore political establishment are forced to implement reform measures. The aim of the thesis will be to analyze the pension system of the Czech Republic between 2010 and 2016 and on the basis of this analysis to propose measures for its improvements. In the theoretical part the thesis will examine the social policy and issues of pension systems. At the same time it will pay attention to the international institutions and their proposals. In the practical part the thesis will be focused on demographic development which is a fundamental factor of the long-term stability of the pension system. It will analyze the changes in the pension system in the period under review. The conclusion of the thesis will show the possible ways to improve the stability of the pension system.

Práce analyzuje reformy penzijních systémů tak, jak byly realizovány v zemích OECD, a to jak parametrické, tak také hlubší systémové reformy, které ovšem byly provedeny jen v některých zemích. Dále se zaměřuje na země střední a východní Evropy, které prošly reformním procesem teprve v nedávných letech. Dochází k názoru, že penzijní systémy zemí střední a východní Evropy vykazují výrazné známky podobnosti, ačkoli v rámci jednotlivých pilířů existují i podstatné rozdíly, které souvisí s mírou liberalizace penzijních systémů (druhý pilíř) a možností volby forem akumulace penzijního kapitálu v třetím pilíři. Největší rozdíly existují v rámci třetího pilíře. Zde existuje několik možných forem akumulace penzijního kapitálu, která je vždy dobrovolná. Práce se také zabývá projekcí vývoje veřejných výdajů v oblasti penzí.

Chilean pension reform as inspiration for Czech Republic

The topic of pension reform is very actual today in many developed countries, including Czech Republic. Pension systems of many countries face difficult problems, which are growing. They are main issues of political and idealogical debates. Chilean pension reform from 1980s, when pension system transformed from pay-as-you-go to capital, could be the inspiration how to deal with many problems that pension systems are facing today. The aim is to analyse Chilean reform and propose those elements, that could be the inspiration for Czech pension reform.
Penzijní systémy ve východní Asii

This paper focuses on pension systems in East Asia region. Demographic and economic background is presented besides the basic classification and the recommended structure of a pension system. Development of Chinese, Japanese, South Korean and Singaporean pension systems is then described in detail. Challenges ahead these four countries is outlined in the context of further pension reforms. Finally, pension systems of selected countries are compared with each other.
Social system in Cuba

The thesis deals with the Cuban system of social security. The work focuses on general operation of social systems in Latin America and compares them with the Cuban social system. Thus, the thesis aims to explore the system of social security in Cuba, to describe its advantages and disadvantages and to show why the system is sometimes considered as more effective then other systems in this region. Attention has also been paid to the ageing of the population and how Cuba deals with this problem.
