Three main objectives are set out within the work. Firstly, I will compare the theory of regulation with its practical application to the energy sector in the Czech Republic. The second objective covers a comparison of two methods of regulation and their impacts on a consumer and the regulated company. For this purpose prices set by regulatory authority have been compared with prices created by Price-cap method. The third objective is the analyses of electricity prices ranging from the initial operating of the regulatory authority in the Czech Republic. The outcome of the thesis is the description of the regulation of energy market in the Czech Republic focusing on the theories of regulation.
Natural monopolies in Electricity and Gas Sectors (the legal aspects)

The purpose of this diploma thesis is to use relevant economic knowledge for the analysis of the key legal aspects of the natural monopoly, particularly the main theoretical aspects thereto. The interpretation is not limited to principle features, however, it covers also the related issues. The text is focused mainly on electricity and gas industries. Apart from applicable law and legal books, the relevant case law of the Constitutional Court and Supreme Administrative Court of Czech Republic has been also a significant source of knowledge hereto. The European Union legal regulations and expert opinions of the European Commission have been taken into account as well. The diploma thesis is divided into five chapters. The first chapter is focused on economic aspects of the applicable law. It provides thorough overview concerning the model and its introduction into reviewed fields. The principal information, historical background and view of the critics are introduced. This chapter also labels the entities under the Czech law that are considered to be the natural monopolies. National Power Grid in China: the reform of electricity industry

Separation of transmission and distribution is the core for the new reform of electricity industry in China. To solve problem with long distance transmission, the two national power grids started Ultra-High-Voltage (UHV) transmission lines in 2006. After July 8th 2010, UHV lines started to operate. In March 2015, Document No.9 issued, to deepen the reform of electricity sector by separating transmission and distribution, and privatizing retailing. This paper will focus on the change in economic scale after separation by empirical analysis, and which pricing mechanism to choose.

Legal aspects of network industries and natural monopolies

1 Summary Key words: Natural monopoly, network industry, energy industry, regulation, liberalization, unbundling, third party access The present thesis sets out to explore the legal aspects of network industries and natural monopolies. It researches these aspects using the example of the energy sector (i.e. the power and gas industries), which is a typical example of a network industry. In terms of its geographical scope, the thesis focuses on the EU energy law and its specific application in the Czech Republic. The fundamental point of departure for the present thesis is a believe that energy law is closely intertwined with economic policy, and is appropriately interpreted only in the context of the concrete measures, tools, and concepts meant to reflect a nation's energy policy. The main driver of energy policy, and hence also of energy law, is a reform of the energy industry aiming at its liberalization. The key tools for its successful implementation are economic regulation, third party access, unbundling, and public administration by independent regulatory bodies. Diversification of energy markets in Europe

This work deals with the process of the European energy market diversification. In the theoretical part it describes the regulation of network industries following the theory od natural monoply and it is confronted with explenations by various schools. In the next part, the process policy hormonisation of the EU is analyzed, along with other trends in its future development. The last part focuses on the slovak energy market and the changes it went through in the last 20 years.
Internal Market for Natural Gas in the EU

This thesis deals with the process of creating the truly functional internal market for natural gas within EU. Using the data about the market, it identifies the reasons for applying particular measures in this field and the important successes. Along with that, it points out the failures and difficulties that have to be overcome in order to ensure the resultful finish of the project. The thesis also offers some alternative opinions on the issues concerning the creation of internal market. All main factors playing essential role in this are covered - from the implementation of the directives, through unbundling of system operators, regulation and market observation, to the cooperation among network companies, rights of the final consumers and energy security.
Impact of regulation of Slovak gas industry

The main aim of this work is refer to a negative impact on the state regulation based on the theory of natural monopoly. It is based on history and criticism of this theory mentioned in works of economists of the Chicago school. First of all it observes the present effort about deregulation of gas and than it observes changes of opinions in the theory and experiences in network sector. It analyzes business environment of the Slovak gas industry, event argue that the new rule on market does not brought any expected competition. Indicate on input barrier into gas environment, however also seeks to found the way into longed competition of gas market.
