Cases, description and comparison of objects of state autonomy

This bachelor thesis includes cases, description and comparison of objects of state autonomy and orientation in their problems. It deals with the structure and legislation of municipal authorities. It concentrates above all on the reconstruction of fire stations owned by them. The work also covers investigation of the condition and defects of these fire stations. Based on this bachelor work it should become evident, who establishes, reconstructs and funds these objects. The thesis gives information on the legislation, which is needed to carry out reconstruction of fire stations.

The Budget Process of a Town - The Analysis and the Possibilities of Improving

A preparation, a hearing and changes of the budget create a complicated process which includes a lot of steps that are interconnected and make a unit. Individual laws establish the basic requirements but the rest lies within the authorities of towns and communities themselves. There are many ways how to make up a budget. For the time being it´s current methods which are used by the majority of towns and especially by communities. Recently, modern approaches of budgeting are quite discussed and put in practice. They make use of processes and techniques of financial planning , control and also auditing. These methods focus on the best and the most effective use of means so there shouldn´t be any vaste of state resources. Tried-and-tested we can see that the future is in the making up budgets with the new alternative methods with the targeted financial planning. At present these methods are still quite unknown among the people who are concerned with the budget process.

The Budget Resourses Managed by Municipality

This bachelor thesis addresses the implementation of budget means by a municipality. The thesis is divided into a theoretical and a practical part. The practical section describes the municipal authorities, their division, position and function. Next it describes the budgetary determination of taxes in the Czech Republic, which affects incomes of municipalities and towns in a crucial way. In 2008 this law about budgetary determination of taxes passed through an important amendment of act, which introduced new criteria for reallocation of shared taxes ratio for municipalities. Last bud not least it pursues a municipality budget, a budget structure, a budget setting, an approval of a budget proposal and budgetary control. The practical section of this thesis aims at an analysis of a concrete municipality economy. It describes single budget revenues and expenditures of the particular municipality.

Property taxes in municipal authority's budgets

This thesis is about the property tax in the municipal authorities. A lot of states in OECD has revenues divided into tax revenues, financial transfers and borrowing. The property tax is the one of the tax revenues. The realty tax, death duty, gift tax, real estate-transfer tax and vehicle excise duty are the property taxes in Czech Republic. The realty tax is the most important tax of all property taxes. This tax creates the biggest part of property taxes in all states of OECD. In some states, for example in Czech Republic, Ireland or Netherlands, the realty{\crq}s tax share in property taxes is 100%. But the part of property taxes in whole tax revenue is very small. The property tax is very important incomes for territorial budget in the Czech Republic. It is once tax revenue, which floats to the territorial budget.

Evaluation of the Effectiveness of Financial Links in Local Public Sector

The thesis is called Evaluation of the Effectiveness of Financial Links in Local Public Sector. Main goal of the thesis is the appreciation of the expense effectiveness of organization established by municipal corporation. First theoretic part explains and summarizes essential characteristics of local and regional public sector, principles of municipal authorities and deals with essential document of municipal authorities {--} the budget. In the next part the thesis deals with individual kinds of public estates and forms of assurance in municipal territory. In the practical part the thesis is focused on public estate securing in social sphere by establishing a contributory organization. The analysis of particular contributory organization´s economy is performed and the steps which increase efficiency and economy of the organization´s expenses are introduced. At the end there is short summarization of practical knowledge about the way how to ensure public estates through the establishing of organizational component, its advantages, disadvantages and reasons why this form of assuring public estates is not used too much nowadays.

Financing of municipalities in France

This thesis deals with funding methods of municipalities in France. The first part of this thesis is theoretical, it introduces fundamental terms and theories, regarding funding of municipalities, problems of budget setting and components, which can form revenue side of the budget. At the beginning of the second part I introduce the structure of municipalities in France. The main objective of this thesis is detailed characterization of revenues, that these municipalities collect, and their subsequent analysis. For this reason I answer these questions: What revenue sources are collected by municipalities, what are the most important revenue sources, how individual revenue sources evolve over time, whether there is in this country the tendency to strengthen the financial autonomy of municipal authorities or rather the state tends to finance municipal authorities through subsidies. At the end of this thesis, I have compared the system of municipal financing in France and in the Czech Republic and made some recommendations, how could the Czech system be reformed.

Repayable financial recources of municipal authorities

The diploma thesis deals with the financial resources of municipal authorities with the intention on so called repayable financial resources. Repayable financial resources represent significant component for financing short-term and long-term projects of municipal authorities and serve as an important financial instrument for the development of municipal territory. The aim of the thesis is to evaluate forms and potentials of using repayabe financial resources by municipal authorities and also to consider the restriction to use repayable financial resources reflecting the state efforts to regulate the indebtedness of municipal authoritis. The evaluation of repayable financial resources is based on a questionnaire inquiries which was realized within municipal authorities of the Czech Republic. The questionnaire answers the questions of using repayable funds, their most frequent forms, and risk aversion of the municipal authorities.

Thesis "Procedural and financial aspects of human resources management in public administration, evaluation for selected cities", it focuses on personnel management activities in public administration. The thesis based on general procedures which are generally aplied to the private sector, it builds on the personnel management practices that are specially adapted to legislation for public administration and describes their practical application in the city of Nymburk and in the city of discrict Prague 7. Finally the present thesis assessts the above mentioned human resources management practices in public administration and formulates proposals for improvement.
