This master thesis deals with the characteristics of budgetary management of the municipalities. The thesis is divided into 2 parts. The theoretical part characterizes municipalities in the Czech Republic -- their legislative framework, scope and their institutions and analyzes the accounting transformation which is valid from 1st January 2010 for local government units. The practical part of the thesis focuses on the analysis of incomes and expenditures of Prague 6 and the fulfilling of its budget in the timeline 2006-2009.

The accounting of local governments on the example of municipal district Praha-Petrovice

This bachelor thesis deals with budget management and accounting of local governments, particularly in terms of municipal districts of the capital city of Prague. The position of local governments and municipal districts within the public sector in the Czech Republic is defined in this thesis. The main goal is to define accounting of local governments after the start of the accounting reform of public finances. The thesis also deals with the municipality`s economic review and financial analysis of municipalities. Selected parts of thesis are specified in particular terms of the municipal district Praha-Petrovice.

The financing, accounting and information systems of public administration in terms of the City District within the public sector

The Subject of the thesis "The financing, accounting and information systems of public administration in terms of the City District within the public sector" describes the position of individual city jurisdictions within the City of Prague, their characteristics and method of financing. Furthermore, the thesis includes the development of accounting process and its current solutions. Another section of the thesis focuses on the integration of information and its link to the control systems. In particular, the essay in its final part describes, and more importantly measures the implementation of PROXIO by SWOT analysis. The individual parts of the thesis also include a general solution applicable to the district of the City Prague, which is then further concretized in terms of the City of Prague 3.

Own revenues of the district Horní Počernice

This Bachelor thesis deals with revenues of Horní Počernice, which is a district of the capital city of Prague. In the first part there is described theoreticaly a financial system of municipalities, in the second section there is undertaken an analysis of Horní Počernice's revenues. The budget in 2008 is described, together with the management in the first half of the year 2009 and there is constructed the current and capital budget. The final part compares the revenues of the Horní Počernice and a city in Central-Bohemian Region with approximatelly the same size -- Brandýs nad Labem -- Stará Boleslav. The realized analysis showed that the main source of the revenues of Horní Počernice are grants from the budget of the capital city of Prague and from the state budget. Revenues of Brandýs nad Labem mainly differed in the volume of the tax revenues. In contrary to the budget of the analyzed urban part, the tax revenues contain also revenues from the Value Added Tax, Individual Income Tax and Corporate Income Tax. The total revenues of the analyzed municipalities markedly differ. According to compiled current budgets can be claimed, that both municipalities had during analyzed years 2006 -- 2008 a positive balance of the current budget.

Postavení a působnost městské části Praha 20

Diplomová práce pojednává o postavení a působnosti městské části Praha 20. Text analyzuje jednotlivé zákony a jiné právní předpisy týkající se vztahů městských částí a hlavního města Prahy. Obecná zákonná ustanovení jsou z praktického hlediska popisována na příkladu městské části Praha 20. Cílem diplomové práce je přiblížit čtenářům funkci městské části hlavního města Prahy a jejích orgánů. Dále popsat výkon samosprávy a státní správy na této úrovni. Mimo jiné se text soustředí na oblast hospodaření městské části a na nepřehlednou problematiku kategorií členění území hlavního města Prahy na jednotlivé obvody.

PLNĚNÍ ROZPOČTU V KONKRÉTNÍCH PODMÍNKÁCH OBECNÍHO ÚŘADU

Práce souhrnně popisuje a hodnotí proces a podmínky sestavování, schvalování a plnění rozpočtu pražské městské části včetně komplexního zmapování činností, které na úřadu městské části v souvislosti s rozpočtem probíhají. Pozornost je věnována i finančním vazbám vůči rozpočtu hl. m. Prahy a specifikům pro vedení účetnictví a ověřování hospodaření. Práce ukazuje možnosti a omezení vypovídací schopnosti závěrečného účtu a dalších zveřejňovaných informací pro kontrolu veřejnosti nad použitím veřejných prostředků u městské části. Na konkrétním příkladu investiční i neinvestiční dotace je dokumentován proces získání, čerpání i vyúčtování dotací včetně popisu prováděných potřebných administrativních kroků a účetního zachycení. V případě identifikace úzkých míst je navržen přístup k jejich nápravě.

ANALÝZA HOSPODÁŘSKÉ ČINNOSTI OBCE

Práce popisuje věcně a vztahově strukturu vedlejší hospodářské činnosti městských částí. Vývoj hospodářské činnosti je analyzován na konkrétních údajích městské části Praha 11 za období let 2003 až 2007. Práce se dále zabývá dopadem zákona o dani z přidané hodnoty na strukturu a zaměření vedlejší hospodářské činnosti, s přihlédnutím k různým zněním zákona v průběhu analyzovaných let a předpokládaného vývoje legislativy v budoucnu. Z analýzy vyplývá spíše negativní dopad na hospodaření MČ vlivem jejího plátcovství k dani, jak z pohledu finančních důsledků, tak i z pohledu spojené administrativy a nároků na vedení účetnictví.

Srovnání webových stránek městských částí Prahy

Tato diplomová práce hodnotí kvalitu a způsob provedení webových stránek čtyř městských částí Prahy - Prahy 1, 2, 4 a 10. Za tímto účelem představuje některé existující hodnotící metodiky, jako např. metodiku soutěže Zlatý erb, a také konstruuje metodiku vlastní. Ta je pak aplikována na hodnocení jednotlivých webových stránek vybraných městských částí. Práce je navíc v úvodu obohacena o malou sondu do historie webových stránek a v závěru se zamýšlí i nad vývojem v této oblasti, v tomto případě především u webů orgánů státní správy a samosprávy.
