Security methods of a hospital against a chemical terrorist attack

Abstract For my bachelor work I have chosen the topic ``Methods of Hospital Protection against Terrorist Attack by Chemical Substances{\crqq}. At present it is an important up-to-day subject because terrorism is a current global problem. International cooperation in battle against terrorism is life necessity today. The subject of my work is a brief description of terrorism, which is becoming the phenomenon of today ´s world, with the focus on chemical terrorism, a brief description of substances which can be easily misused for the purpose of chemical terrorism and their characteristics, and also the prevention and protection against these substances. In the next chapters my work describes the current state of the preparedness of crisis management authorities for the possible attack by a chemical substance in a hospital, single tasks of Integrated Rescue System bodies, through individual protection and possibilities of decontamination. The part of my work is the outline of the terrorist attack in a hospital building. Here I would like to point out that this outline serves to document the abnormality of terrorism as such and particularly the terrorism in the area where doctors and medical staff nurse the patients, who need medical help. Bachelor work also further includes the generally elaborated plan for crisis preparedness of medium-type hospitals, together with crisis legislative standards and acts. Last but not least the preparedness of state administration is mentioned. Following there is the comparison of medium-type hospitals with Central Military Hospital in Prague, which serves as a sample hospital where the preparedness for the terrorist attack is in my opinion the highest in the Czech Republic. The conclusion of my work is the analysis and the assessment of complex hypothesis: ``If the crisis management and relating protection of hospitals are prepared for the terrorist attack by chemical substances{\crqq}.
The progress of terrorism with the specialization in conventional terrorism

What does terrorism mean? It is a kind of organised violence against the people who do not fight among these victims are usualy women, small children, old people. I mean the people that are not able to protect themselves. The main aim for terrorists is to became ``famous``. Roots of terrorism we can find already in the past. The main reason for comiting terrorism are etnic, religious, political and ekonomical problemes in the society. We used to call as ideological terrorism. Terrorism has changed after the Cold War ended in 1990. The ideological one became less common but we can find it for example in Cuba, KLDR, than the terms as religious and national terrorism apeared. We can find it all around the world, especially Irak, Afganistan and namy others. After the tragical events in the USA terrorism became an international problem. We can see that the terroristic attacks became more often since the year 2001. Whit developing new waepons terrorism is every day more dangerous Terrorism is an international problem and we have to cooperate against it. Many states and organizations as OSN or NATO create antiterrorist formation. The Czech republic also takes part in this fight agains violence and cruelty. There are two big antiterrorist formation in the Czech republic. Police formation URNA and army formation SOG. There are for example GSG-9 in Germany, Alfa in Russian, Delta in USA or SAS in Great Britain in the world. Its main assigments are prevention and suppression of terrorists activites. There are many kinds of terrorism in the world. The main are International terrorism, Criminal terrorism, Conventional terrorism, Superterrorism, Elektronic terrorism or Nuclear one.

The protection of population in case of terrorist attack which includes the release of dangerous substances My Bachelor Thesis on the topic Protection of population in case of terrorist attack which includes the release of dangerous substances is divided into two parts. In the theoretical part I deal with development of population protection in the CR, as the basic element of population protection against dangerous substances, its differentiation and its basic tasks, then I describe types and examples of emergency events (terrorist attack, release of dangerous substances in the atmosphere in relation to the population behaviour principles). The practical part is aimed at investigation of awareness of inhabitants of protection of population in case of terrorist attack which includes the release of dangerous substances. The aim of my work is to confirm or to disprove the following hypotheses. Citizens have sufficient opportunities to get familiarized with the issue of protection of population in case of terrorist attack which includes the release of dangerous substances. Citizens know the principles of correct behaviour in emergency events. The next aim is to compile material providing summarized information on the principles of population behaviour in emergency situation involving harmless substance release, to specification of the possible most frequent and most dangerous substances, their main effects and basic features applied in accidents, to explain some basic ways of warning labelling of dangerous substances. The elaborated material will be offered to teachers of these issues for use in education according to the Ministry of Education Instruction No. 12050/03-22 of 4 March 2003. The questionnaire form was used for elaboration of the practical part. The questionnaire consisted of twenty-five questions. The first four ones are aimed at the characteristics of the examined sample of respondents (sex, age, education, place of residence size). The following questions were already aimed at investigation of awareness of South Bohemian Region inhabitants of protection of population in case of terrorist attack which includes the release of dangerous substances. The research was performed in January and February 2007. 120 questionnaires were distributed. The research target group consisted of South Bohemian Region inhabitants. 120 randomly selected respondents participated in the research. The results of the practical part prompt that citizens have sufficient opportunities to get familiarized with the issues of population protection. There are enough sources of information nowadays, just to use them. We may say to the second hypothesis that according to my research citizens have basic information on the principles of correct proceeding in case of emergency events. However their awareness is not at the sufficient level. I believe that this thesis will contribute to enlargement of knowledge of population protection, which might substantially influence behaviour of people in case of dangerous substance release or a terrorist attack.
The threat of a terrorist radiation attack

The goals of this thesis are as follows: Firstly, I seek to assess the risk of a terrorist radiation attack. I also characterize the effects that the ionizing radiation has on the human being and outline a scenario of a possible radiation attack. Secondly, I evaluate what awareness of the civil defence exists among the students in the final year of the compulsory school attendance. Thirdly, I propose some measures to improve the situation.
Can suicide bombers be rationally acting people?

The paper deals with the phenomenon of suicide bombers. Terrorism is very serious problem of the modern world. Economics is the social science that studies human behaviour. So this science should be able to explain this extreme behaviour. The key goal of this paper is to describe the suicide attacks as rational action. The paper consists of two parts. The first part deals with the term rationality in economics and its alternative aproach. The second part is about suicide bombers. I have chosen islamic suicide bombers as a object of my work. The social profile of the suicide bombers is studied and the conection between education and wealth on the one hand and propensity to perpetrate the suicide attack on the other hand is discussed.
Counter-terrorism strategies, different approaches of U.S. and Germany

Bachelor thesis focuses on the Counter-terrorism concepts of two particular actors of international relations, U.S. and Germany. Both states are aware of the danger represented by terrorism and consider it presently as the primary security threat. However, each of them takes a different approach when combating it. Thesis analyzes goals, methods and means being preferred by these states in fight against terrorism. It compares them and evaluates their complementarity in connection with bilateral cooperation between U.S. and Germany and its contribution to global fight against terrorism.
U.S.-P.R.C. Relations after 11th September, 2001 and the War on Terror

In the first chapter the author deals with 11th September, 2001 itself and its consequences (primarily) on American foreign policy. The second chapter analyses factors that influenced the decision-making of the Chinese leadership concerning the cooperation with the United States. The third chapter uses examples to show the extent of the assistance rendered by China to the United States and in some instances deals with the American attitude thereto.
Containment: a new strategy of the USA?

This thesis deals with the new foreign strategy of USA against the terrorism. The main question of the thesis is which concept the President of the USA Barack Obama is planning to apply as a framework for the foreign policy of the United States against the terrorism and towards the states which directly or indirectly support the terrorists or abide them in their territory. At first, previous traditions of the American foreign policy are mapped. Than follows the analysis of the concept of "containment" according to definition from the book "Containment" by Ian Shapiro. The third part analyzes contemporary foreign policy of the President of the USA Barack Obama and compares it with constituents of the concept by Ian Shapiro. The objective of this thesis is to find out whether the President uses the concept of "containment" in his policy against the terrorism.
Hamas and terrorism as a barrier to peace between Israel and Palestine

Bachelor thesis describes the formation and evolution of the Hamas movement on the background of the Israeli-Palestinian conflict, it examines its ideology, terrorist methods and analyses the motivation of suicide martyrs. At the same time it deals with entities, which provide Hamas with financial and other support. The movement's popularity among Palestinians is manifested by the outcome of the last legislative elections, which are further analysed in this thesis. The text presents the viewpoints of both sides of the conflict as well as the views of representatives of the international community. Their inconsistency reflects the complexity of this conflict, the solution of which is currently at a stalemate. The aim of this thesis is to prove on the basis of relevant facts that Hamas is a barrier to peace, and outline up-to-date possibilities, which can help restart the peace process.
Financing of Islamic Terrorism

The thesis focuses on financing of the Islamic terrorism problem and discusses its possible nexus with organized crime, money laundering, Islamic charities and the Hawala system. It presents the basic model of Islamic terrorism financing, which is thereinafter applied to the financing of Al Qaeda. In addition, it monitors the development of the Al Qaeda and analyses its financial aspect and the main development trends arising from it. As these general trends in development also have an important impact on the financing itself, the conclusion takes them into account during the "combating the financing of terrorism efforts" evaluation.
