Evaluation of social reform impact on non-insurable social benefits

The diploma work "Evaluation of the impact of welfare reform in the area of non-insurance social welfare" is about one of the parts of Social Security in the Czech Republic about area of benefits whose claim is not conditional on participation in insurance. The focus is on the legislative creation and organizational structure ensuring this instrument of the social policy. Because of it the basic of the diploma work is the creation of the political processes, mainly their implementation and evaluation. There are characterized the development and current status of state social assistance, material poverty and benefits for people with disabilities. An analyze of legislative changes that this area has undergone in the context of social reform which started in 2011 is the part of the diploma work. There is the characterization of the process of implementation reforms into practice and it is made their evaluation in the connection with the organization, technical support and legitimacy benefits systems. The support of families with children till the age of seven in the 21st century in the Czech Republic The topic of the thesis is the support of families with children till the age of seven in the 21st century in the Czech Republic. The main objective is to summarize the possibilities of state and private sector. Because the family, especially the association among parents and their children, has an irreplaceable importance for all the society. It is interesting how much has the support changed in the recent years. Considering the fact that the society has entered a new millennium, a lot of people were expecting, with more than ten years after the Velvet Revolution, some reversal, or an evolution. During the last thirteen years, there happened many very important events, such as the accession to the European Union or the intervention of the so-called global financial crisis (thanks to which the social solidarity has become more than necessary). Social security of disabled persons

The purpose of this thesis is to analyze the social protection of handicapped persons and its legal regulations in the social law of Czech Republic, the evaluation of the actuality and quality of the current settings of the social benefits and their valuation, with the focus on the benefit for care. This thesis is divided to three chapters. First chapter is introductory and defines the social security system itself. Furthermore, the first chapter introduces the history of the social security law in Europe and Czech Republic as well. The second chapter is focused on the specific benefits for physically and mentally disabled persons in accordance with the law 329/2011 Sb., of administration of the social security benefits for handicapped persons, which modulates the benefits to two parts; mobility benefit and benefit for the medical instruments. This law also includes the specification of the different levels of the identification cards for the handicapped persons. Responsibility springing from the Civil Code is compared with a special institute of compensation (reimbursement) of the costs paid for health services due to the unlawful action against the insured, in order to stress the subsidiarity of the Civil Code and to outline the practical difficulties of interpretation. Liability and the compensation mentioned above are being analyzed in general at first and more deeply afterwards, always tied to some of the benefits in kinds - allowances of the public health insurance system. Although the author collides and struggles with the imperfections of existing legislation or its interpretation, he tries to make comprehensive, clear and practical tool for reader to make its own opinion if faced with these issues in practice.
The system of the social support in the Czech Republic - purpose and development

This theses deals with the subject area of social support. In twelve chapters, seeks a comprehensive approach to the problems associated with the Act no. 117/1995 Coll., On state social support, as amended, together with other relevant legislation. Thirteenth chapter shows differences in selected models of social policy that creates the conditions for social trends and priorities of social assistance in the state. The aim of this study was to analyze the wide variety of subject state social support, while trying to find an appropriate way related sources which illustrate the deeper meaning of this institute. Through analysis of relevant documents has been the formation of a complex form of comments on the law on state social support in the form, which is still legal in the scientific community are missing. Proceedings Relating to Pension Insurance

The aim of my work is to highlight the significant changes to the pension insurance legislation, including the rules governing the procedure before administrative bodies and courts. Hereat, I try to lay most emphasis on the amended legislation effective as of January 1, 2010, which has brought the most far-reaching changes in the proceedings in pension insurance matters since 1991, when Act No. 582/1991 Coll., on Organization and Implementation of Social Security, came into force. I have broken down the work into two main parts: Part I deal with the substantive aspect of pension insurance. Although the theme of my work is: "Proceedings in matters of pension insurance scheme", I thought it important to integrate its creation, development, term definition, and description of social security law system, which comprises the pension insurance scheme. Then, in Part II, after review of the material enactment, I get to the principal theme of my work, where I first outline how the concept of proceedings is defined in the literature and then I define the rules under which the administrative authorities shall act in their decisions. Basic Income, its features and implementation

This thesis introduces and analyzes the controversial topic of basic income, which have recently received increasing attention of academic, political as well as general community. Definition, origins and history of the theme, current BI discussion, possible alternative and practical implementations of BI are all summarized. The thesis also simulates potential effects of BI scheme adoption in the Czech Republic. Using detailed data on income distribution and estimates of labor elasticities, we estimated a tax rate on earned income that would be necessary to implement to make the BI scheme budget neutral. Our results suggest that such a rate would be much higher than the current compounded tax and social security contribution rates, rendering the BI concept impractical in the Czech Republic. Sickness and health insurance in selected nations of the European Union

Since numerous legislative changes in sickness insurance in the Czech and Slovak republics are currently occurring, it is worth to analyze their impact on society. Because of the interconnected evolution of sickness and health insurance, it is essential to look at these changes from a broader perspective. Also health insurance regulation constitutes one of the most debated over legal areas due to its enormous implications on the lives of every single one of us. Certain aspects of health insurance reform in the Slovak republic did not go exactly according to the plan and its results are therefore increasingly met with outrage. The aim of the work is to analyze the most interesting aspects of sickness and health insurance reforms in the Czech and Slovak republics and further identify its positives and weaknesses. Furthermore two alternative concepts of sickness and health insurance regulation are described. The social welfare system in the United Kingdom is briefly introduced and the legal framework of the National Health Service is presented as an alternative to the local concepts of Health insurance. Social policy of the EU and its impact on czech legislation

The dissertation "Social policy of the EU and its impact on czech legislation" is dealing with the problem of the European social policy, as a policy with shared competences (that means that there are shared competences - between national states and it's authorities and the EU 's authorities), and it's increasing impact on the czech legislation. This growing influence of EU's authorities and EU primary and secondary law is caused by the czech EU membership (originated in 2004). In this dissertation, there were set two main goals. First of these two aims is to find out, in whitch scale is the czech legislation influenced by European Union's law, especially in the field of social policy. The second aim is to present particular changes and modifications of czech nation law, caused by the EU secondary law - by the regulations and implemented directives. The research methods used in this dissertation were: The European primary law analysis, witch led to the findings about the scale of EU authorities competences, in sence of czech national law transformation.
