Cluster Policy as a Part of Regional Innovation Policy
Beranová, Veronika ; Macháček, Jaroslav (advisor) ; Váchová, Daniela (referee)
The main objective of this thesis has been to answer the question, whether the cluster policy in the Moravian-Silesian Region is a proper part of the regional innovation policy and whether it is properly targeted within the context of the regional innovation policy. In other words whether there is an impact of cluster policy on research, development and innovation, or vice-versa on the fields that can eventually be considered harmful to the fair competition (e.g. activity of the cluster organisations in the field of joint procurement and enforcing of joint interests); and further whether the cluster policy measures contribute rather to dissolving of innovation barriers caused by lack of contact with the other companies and institutions (e.g. missing cooperation partner, low level of trust, missing technical equipment, missing know-how), or to dissolving innovation barriers which should be targeted by other means of the innovation policy (e.g. problems with financing of the innovation projects). An attempt to answer the questions was made in a survey among the members of the Moravian-Silesian cluster organisations. The results of the survey have confirmed the assumption, that the members of the cluster organisations see the activities in the field of networking and information and research, development and innovation as the most beneficial and that they have experienced the highest improvement in dissolving the following innovation barriers: missing cooperation partner, missing business related know-how and low level of trust. However, after a thorough analysis of the policy system and conduction of several structured interviews with the cluster managers, doubts concerning the impact on the "natural" clusters were stated. Based on these findings the further cluster promotion at the national and regional level proves to be eligible, but further research is necessary to examine, whether the activities of the cluster organisations really promote the "natural" clusters, what impact on the innovativeness and competitiveness they bring and whether the promotion is economically efficient.

The educational body of the Moravian-Silesian region is complete and contains all levels of education from the primary to the academical. The evolution in secondary education in the region corresponds to the national trend. The percentage of the absolvents of the secondary and academical education is rising up. Since 2001 the situation of the absolvents on the regional labour market has got better. The educational body of the region mostly corresponds to the requirements on the labour market, but there exists long-lasting demand for the handicrafts fields, which is difficult to fullfil, especially because of low number of absolvents influenced by low atractivity of these fields for students.
The nature trails in Moravian-Silesian region and their application in primary education
DRATVOVÁ, Monika
The nature trails, not even in Moravian-Silesian region, are slightly neglected in the whole educational system. Withal for basic schools the pupils are the natural trails the most useful opportunity of practising the theory, acquired in the Biology or Geography lessons. But not just there. Beyond the others this is the reason, why the municipal natural trails with enlarged possibility of education for basic school pupils are established. What this bachelors work deals with is, if the natural trails are used in pre-school education, and mainly if they are usable. The aim of this work is to find the greatest difficulties of using them. Possibly there will be a problem for the nursery schools with the availability of the natural trails and more complicated work with the children than with the basic school pupils during the teaching.
Zemědělské příhraniční oblasti v Moravskoslezském kraji: sociální a ekonomické změny po roce 1990
Martinát, Stanislav
The border regions are areas of countries, where the possibility of common development is influenced and made difficult by existence of the state borders. The barrier effect of this border was strongly strengthened and development of those areas limited during the period of socialism. In those times the development of rural border areas of this region was not perceived as priority despite their location along borders with socialistic Poland. In context of central planned economy and contemporary political decisions it meant constantly increasing level of marginality for these rural border areas. Their one-sided orientation on state supported farming (also in sub-mountain and mountain natural condition in spite of unfavorable natural condition) should in future give rise to social, demographic and economic problems in these areas. This situation can not be of course compared to situation in border region along the iron curtain at those times, however truth is that studied rural border regions faces complicated period of adaptation to new economic conditions after 1989. There appeared new possibilities for development – alternative farming, development of tourism, enterpreneurship, cross border cooperation etc. On the other hand shift from central planned economy to market economy brought along problems (crisis of traditional industrial branches and traditional agriculture as well). It meant loss of working opportunities for local population that can not be compensated by offer of local entrepreneurs. Social consequence of this process is unemployment. Rural border areas started to be spatially differentiated after 1989. Different natural, social, economic conditions lead to different development of these rural areas.
