This study provides an overview of proposals related to family policy, as they are presented in the electoral manifestos of the political subjects running for election to the Chamber of Deputies in the elections to be held on 20th and 21st October 2017. The study comments on these proposals and provides an analysis of their possible consequences.
Who is your mayor? Electoral competition and characteristics of political representatives in small Czech municipalities

This study empirically demonstrates that the electoral competition for seats in the municipal councils substantially declines with the size of municipalities. Municipalities with 10,000-20,000 inhabitants see an average of 8.8 candidates competing for one council seat, while municipalities with under 1,000 inhabitants have an average of just 2.2 candidates. About 450,000 Czech citizens reside in municipalities “affected” by the very small pool of candidates (no more than two) for one council seat. In summary, this study demonstrates that the residential structure in the Czech Republic contributes to limited competition between political candidates in small municipalities, which can reflect upon the quality of representatives and consequently upon the quality and efficiency of municipal administration. Together with the high costs of administration in small municipalities, low political competition represents another undesirable aspect of the highly atomized residential structure in the Czech Republic.

In 16 of the past 20 years the pensions system’s expenditures have exceeded its revenues. Since 2010 the pensions deficit has reached 260 billion crowns. That is more than twice the total government expenditures on salaries in 2016. Nevertheless, in their election manifestos the parties do not declare any estimate the costs of their proposed measures, nor suggest what resources would be used to fund them. This suggests that the state budget will continue to fund a growing pensions deficit, to the detriment of other public spending.

Birds of a feather: the importance of selecting the right field of study for finding the right partner

Selective pairing is a tendency toward choosing a life partner with the same level of attained education, resulting in educational homogamy, a phenomenon which has been the focus of extensive research for sociologists, demographers and economists. The present study, based on a research paper by Bičáková and Jurajda (2016), looks into an as yet unexplored aspect of selective pairing: the degree of field-of-study homogamy, mapping the degree to which couples within the EU countries are formed by people who have chosen the same field of study.

Czech teachers' average salaries at primary school level are the lowest in relation to the average salaries of other university-educated employees not only across the EU but also among OECD countries. In the Czech Republic teacher's pay comes in at 56% whereas the average across the EU and OECD is around 86%. Using alternative indicators of teachers' pay does nothing to change the Czechs' dismal international position.

Pension valorization settings are crucial in determining how the value of the old age pension will develop in the coming years. At present, the system is set to maintain individuals' real purchasing power throughout their retirement at the level they enjoyed during their working life, but in reality it usually lags behind natural growth in real salaries. The higher the initial old age pension, the more it will lag behind in this way. The way in which the pensions system is currently set up relatively effectively protects Czech pensioners from falling below the poverty line. The seven percent share of the population aged over 65 years who fall below the line is the fourth smallest in the EU. Nevertheless, in most cases the pensions system does not protect pensioners from a substantial reduction in quality of life.\n
Do direct subsidies stimulate new R&D outputs in firms? A comparison of the IMPULS, TIP and ALFA programmes

This study compares output additionality effects of the IMPULS, TIP and ALFA programmes, which provided direct public support of R&D to business enterprises in the Czech Republic. Using a large and rich firm-level dataset we employ a non-parametric propensity score matching estimator to find out whether these subsidy programmes stimulated additional R&D output in terms of applications for formal intellectual property (IP) protection, such as patents of invention and utility models, which would not be produced, if the subsidy was not provided.
IDEA for the 2017 elections. Support of families with children: taxes, benefits and public services

Expenditures on family policy (benefits, tax breaks and public services) in the Czech Republic are slightly higher than average compared with other EU states, in relation to GDP. However, support for families with children is primarily provided in the form of tax breaks, whereas there is little support in the form of childcare services. The direct tax system (income taxes and insurance contributions) is very supportive of families with children and only one wage-earner. The level of redistribution from single childless earners to married couples with children and only one wage-earner is the third highest in the EU. Support in the form of benefits is strongly concentrated on families with very young children, regardless of their income level. Only 38% of expenditures on social benefits are paid to families at risk of income poverty. \n\n\n
