Public Private Partnership as an Alternative Method of Financing Highway Infrastructure in the Czech Republic

Diplomová práce je členěna na tři části. V první části je popsána teorie k oblasti dálniční infrastruktury, faktory umožňující její optimální využití, se zaměřením na odpovídající financování, formy veřejného, soukromého a veřejno-soukromého zabezpečení.V druhé části je provedena analýza koncepce Public Private Parnership a komparace s konvenčním financováním dálniční infrastrukuty. V závěrečné části jsou formulována doporučení nezbytných podmínek pro úspěšnou realizaci projektů Public Private Partnership, zahrnující transparentnost projektů, potřebu podpory od vlády, rozdělení rizik, zakotvení právního rámce. Jsou zdůrazněna omezení použití koncepce Public Private Partnership a nenahraditelnost konvenční veřejné zakázky pro páteřní sítě dopravní infrastruktury.
Are differences between Czech and British Public Private Partnership related to the necessities of their economics?

Předmětem diplomové práce ?Odpovídají rozdíly českých a britských Public Private Partnership rozdílným potřebám jejich ekonomik?? je analyzovat Public Private Partnership procesy v České republice a Velké Británii, a to z hlediska institucionálního a legislativního zabezpečení. První část diplomové práce podává ucelený obraz o spolupráci soukromého a veřejného sektoru formou PPP. Druhá část se zabývá vývojem a současnou situací v České republice v oblastech legislativního a institucionálního uspořádání PPP procesů. Třetí část je obdobou druhé části, je zde ale analyzována Velká Británie. Poslední kapitola Rozdíly v procesu Public Private Partnership/Public Finance Initiative ve Velké Británii a v České republice směřuje k naplnění hlavního cíle diplomové práce, tedy nalezení rozdílů mezi českými a britskými PPP a jejich zdůvodnění s ohledem na potřeby ekonomik.
Potential use of PPP at the reconstruction of prison in Uherské Hradiště

The aim of my thesis is to consider the usage of PPP method by the reconstruction of the object of former prison in town Uherské Hradiště using the methodology of the Ministry of Finance of the Czech Republic. In the theoretical part the description of the PPP method and its features is given. In the practical part the simplified financial model for project is counted. The outcomes of the model should be taken from the public sector point of view as the basic source for making decision if PPP method is the most efficient for this project.
The PPP Concept: A Critical Evaluation

Diploma thesis deals with the implementation of the public private partnership concept in Czech Republic. Its primary aim is to highlight risks of the PPP concept. Thesis describes theoretical and practical risks of the concept and concludes that the threat of risks is much more significant when the PPP concept is implemented in insufficiently suitable environment. In the practical part the thesis finds an answer to the question whether the PPP concept is suitable for implementation in the Czech Republic. By analyzing the legal and institutional environment and factors such as public procurement, corruption, transparency and public finances, the thesis demonstrates that under current conditions the implementation of the PPP concept is not suitable in Czech Republic. Conclusions are confirmed by analysis of PPP concept implementation. Finally, the thesis pronounces recommendations about the future application of the PPP concept in Czech Republic.
Fuzzy and interval-probabilistic methods of risk assessment of the investment project implemented by public private partnership

The result of my dissertation justifies the use of fuzzy-sets theory to make a prediction of cost risk of a PPP project, when there is not enough information available to clearly describe the project, and, when the probability distributions of the variables that characterize the project are unknown. I showed that fuzzy-sets theory and linguistic variables may be effectively used in such a case. In this thesis were classified different types of uncertainty and investigated traditional methods for estimating efficiency of a investment project in conditions of uncertainty. On the basis of the analysis were offered new ways of conducting risk analysis for PPP projects with use of fuzzy sets theory. The main goal was to create an application model for risk assessment of the PPP project which, with a high degree of reliability, suggests a general assessment of situation. The goal set in my work was met. Model of risk assessment of the project proposed by me gives more stable results in comparison with the probabilistic model. For comparison were used different types of probability distribution functions and membership functions. The following conclusions and statements describe the novelty of the work on fuzzy logic and economic theory: develops a method of cash-flow (future expenditure connected with the appearance of risk) modeling of investment project in fuzzy environment, demonstrates the use of fuzzy sets theory in projects analyses and describes how to calculate and interpret this value, demonstrates example of the use of results applied to the analysis of infrastructure development project in Moscow, Russia. The possibility of using this method is not only in the analysis of infrastructure development projects, but also in realization of non-commercial projects by social institutes and government agencies.
PPP projects - error or rational solutions to problems of financing public sector projects

The Diploma thesis is dealing with the usage of the private-public partnerships in the form of PPP projects. The main aim of this work is an evaluation of the PPP method whilst providing the public good as one of the main tools of financial projects from the public sectors. The thesis is briefly introducing the principles of public sector, its role and functions along with securing public good and their financing. The first part discusses the history of PPP projects, its characteristics and typology, as well as various advantages and disadvantages compared to traditional public contract model. The analytical part is dedicated to the implementation of the private projects and to public partnership in Czech Republic. The pilot projects are the D3 motorway and judicial complex in Usti nad Labem. Foreign projects are represented by M1/M15 motorway in Hungary and its comparison with the D3 motorway. The main section of the analytical part then focuses onto the analysis of the PPP projects, in terms of their effectiveness, financial aspects and the overall merits. In particular, a critical stance on the subject guarantees its objective evaluation. The conclusion of the thesis is evaluated whether it has indeed an effective method as it's sometimes called.
The Suitability of Public Private Partnership as a Form of Provision of Public Goods in the Czech Republic

The thesis is focused on an overall assessment of the appropriateness of the provision of public goods in the Czech Republic in the form of Public Private Partnership (PPP). The theoretical part of the thesis deals with the general issue of providing public goods and characteristics of PPP as an alternative to the institute of public contracts. This theme is further developed by analysis of the possible forms of PPP projects with financial assistance from the Structural Funds. The practical part is devoted to analysis of the implemented municipal PPP project of construction and operation of parking house. For the project effectiveness evaluation are used outputs from the calculated financial model which are supplemented by the application of theoretically possible co-financing from EU funds.
Public - Private - Partnership in Hungary and the International Comparison

This thesis deals with the Public Private Partnership (PPP) projects and their use as alternative forms of financing in Hungary. The work is divided into three parts. In the first part, terms that relate to PPP projects are generally defined. In addition, types of PPP projects are described, as well as the main advantages and disadvantages that come with the use of these concepts. The second part deals with the current situation on the Hungarian PPP market and provides three examples of projects implemented through PPP in Hungary. The third part covers the state of Public Private Partnership in the Czech Republic. At the end of the thesis, Czech and Hungarian PPP projects are compared to each other according to several criteria.

The object of this thesis is "Promotion of small and medium enterprises". Especially the area of investment incentives, strategic industrial zones and in large scale concept of Special Economic Zones, which is normally present in the world nowadays. It is no secret that China has built its economic miracle and legend on this concept, following the example of Ireland, a country which is classically considered as the first protagonist in the history of Special Economic Zones. Not only proper management shows its path to international success on the field of economic experiments, it appears that this is a sophisticated tool that has proven responsible for raising living standards in undeveloped and underdeveloped areas of the world.
