Hájková, Kateřina ; Slavík, Jan (advisor) ; Malý, Vítězslav (referee)
The purpose of this diploma thesis is to evaluate the effectiveness and efficiency of structural funds of the European Union in water protection in the Czech Republic. The main goal of the research is whether public resources are used cost-effectively and whether they are not being wasted. The theoretical basis of the subsidy's issue as a tool of public policy, are discussed in the first part of the thesis. As a consequence the effectiveness and efficiency of subsidies as a main tool of European Regional Policy are also discussed. General conclusions are demonstrated on specific statistical water protection data of the Czech Republic in the second part of this thesis. Several patterns which show problems decreasing efficiency and effectiveness of expended resources were used in the research. Analysis showed that investments into water protection are necessary and needed from social point of view, but the way the subsidies are provided is controversial. Finally, the thesis attempts to discuss alternative tools which could gain the same results with lower costs.
Management model of project-oriented organizations of social sphere
PROKEŠOVÁ, Radka
The thesis "Management model of project-oriented organizations of social sphere" deals with the proposal of a management model for project-oriented organizations of social sphere using monitoring and evaluation processes. The proposed management model was based on qualitative research conducted in the selected institution, which was the Institute of Social Work of the Faculty of Health and Social Studies. (Institute of Social Work ? ISW). The reason for selecting this institution was the variety, scope of activities undertaken and development phase of the institution. Currently, as an integral part of institutions focusing on practical social work with the client is considered not only strategic management but also project management which favorably influences the efficiency of services as well as provides the possibility of obtaining resources for their financing. The degree of success of these projects is positively influenced by the processes of monitoring and evaluation, both in the planning phase of the project and during its implementation. On the basis of the qualitative research was proposed a management model for the selected Institute of Social Work. The management model is based on a set of monitoring and evaluation indicators that were, using synergy effects, incorporated in the proposal of database systems of ISW. Based on the values of proposed indicators obtained from the database system we can not only monitor but also assess the performance of the Institute of Social Work. Some of the indicators can be used to design development strategies of the ISW. The applicability of the established management model was assessed by the experts from different fields of management, but similarly focused institutions, in the form of semi-structured interview. Based on the expert opinion, this management model is applicable to other similarly oriented organizations. The model, according to the experts, would bring improvements in management of project-oriented organizations of social sphere with similar focus as the ISW.
Evaluation of Primary Drug Prevention at Primary Schools in the City of Prachatice
ZŮNOVÁ, Petra
The title of the thesis is: Evaluation of Primary Drug Prevention at Primary Schools in the City of Prachatice. Primary prevention aims at discouraging from the first use of a habit-forming substance or at least at postponing the first contact therewith as far as possible. The foregoing is the task for the entire society. First and foremost, family, which is the most important integral part of a human being, should participate therein, together with the surrounding environment affecting the child (such as school. friends, peers), school, which aspires to be one of the subjects of primary prevention, and last but not least, general practitioner. He/She plays an important role in unrevealing symptoms of at-risk behaviour, e.g. during examinations. What is very important is the fact that if prevention comes from multiple sources, it has higher efficiency. Primary prevention should be implemented prior to the first experience with a habit-forming substance. The principles of effective and measurable primary prevention are based on systematic, long-term, active, adequate, explanatory and conscious character thereof. Within the framework of the foregoing, what pupils have opinions on preventive programs; when it is applied, what the pupils' attitudes to habit-forming substances are like, what knowledge they acquire from the realized programs, what their personal experiences and what the school methodologists' opinions concerning such anti-drug activities are like. To acquire data, the following methods were applied: quantitative research, survey and anonymous questionnaire based on own preparation, preset hypotheses are verified or falsified on the base of evaluation of the questionnaire. It follows from the research that experience with habit-forming substances is known at all primary schools in the City of Prachatice. The most widespread habit-forming substances are the legal ones, tolerated by the society. As it follows from the research, pupils attending primary schools are quite well-informed of drug issues due to the compulsory primary-prevention programs. Results of the thesis may be used in practice as a material for school drug-prevention methodologists and management of primary schools in Prachatice, which can be used as feedback from students on programs for. Last but not least, I believe that the thesis may be used for the needs of the follow-up research.
