Basic knowledge of firefighters in the unit voluntary municipal fire brigade

In my Bachelor Thesis "Basic knowledge of the firefighter in the unit of the voluntary fire brigade of the municipality" I dealt with the level of professional knowledge of members of the units of volunteer municipal fire brigades. To evaluate the level of expertise, three units of volunteer fire brigade were selected as a representative sample and subjected to the verification of their expertise in the form of a written test. All selected and tested units belong to the Mlada Boleslav Territorial Department and these are Category III Fire Units. On the basis of the tests carried out, after the evaluation of the tests, it was found that the level of expertise of the members of the voluntary municipal fire brigade units was insufficient. Only 30% of the members of the volunteer fire brigade units of the municipalities tested were "successful". Due to the unsatisfactory result of the testing and therefore the low level of expertise of the members of the municipal volunteer fire brigade units, it is proposed to amend the Guideline of the General Director of the Fire Brigade of the Czech Republic No. 3/2014 on the training and professional competence of members of Volunteer Fire Brigade of the municipality and Volunteer Fire Service of company. Units. The aim of the proposed modifications is to make the training more effective and thus to increase the level of expertise of members of the municipal volunteer church corps units. The theoretical part describes the history of professional competence and the implementation of training, the training of members of the Volunteer Municipal Firefighters' Units and its legal regulation. The difference between basic and regular training, including their solution and focus, is described. It also describes the training of commanders and engineers and specialized courses for members of the Volunteer Fire Brigade units of municipalities. At the end of the theoretical part is described the physical preparation of members and performing verification and tactical exercises.
The provision of fire protection in selected hospitals of the Capital City of Prague.

The aim of this work is to map fire safety in selected hospitals in the capital city of Prague. The main aim is to answer whether is the fire protection by the corporate fire brigade unit considering the vastness of the area and the number of beds measurable benefit for the fire safety of medical facility. Custom work is also examined whether the unit is reduced by the presence of the corporate fire brigades in the hospital requirements for fire protection using dedicated kinds of firefighting equipment. Another part of the research is dedicated to the fact whether is the load of the fire rescue service (FRS) of the capital city of Prague reduced by the presence of the corporate fire rescue service in the hospital and thus has to adjust the area coverage? In the first part of the thesis is summary of the regulations in the area of fire prevention. Above the Law on Fire protection and the Ministry of Interior Decree on fire prevention. There are described in detail obligations of legal entities and individuals, competence and training of fire protection. From the perspective of repression is described by the distribution of fire protection units, and also their rights and obligations. For purposes of this thesis is defined by the fire and method of propagation of fire. This will take the necessary measures to prevent its spread. Solution is also the fire safety of buildings according to the CSN 73 0802 Fire protection of buildings - nonproductive objects. Specifically resistance of structures and the use of fire safety equipment. It is important to define the hospital as a medical facility and its basic characteristics and distribution. They are described in detail in terms of medical facilities and fire safety through technical standard CSN 73 0835 Fire safety of buildings - Buildings for health care facilities. Rated objects are the Motol University Hospital, the University Hospital of Royal Vinohrady and Thomayer Hospital, all with headquarters in Prague. The main criteria for the selection of the hospital's number of beds, number of patients treated and the site area. Another criterion is the number of employees and the difficult conditions for intervention. At first, the comparison parameters hospitals for fire prevention, such as the number of professionally qualified persons, the number of trainees, preventive fire patrols. In the Motol University Hospital are installed sprinkler system and a special spraying equipment and also there is an entity of its own corporate fire rescue brigade. The next section analyzes the number of incidents in each hospital complexes or the number of fires. We found a relatively large number of fires in the Motol University Hospital. And with an average of 5.7 fires per year in the past decade, compared to 0.3 fires in the Thomayer Hospital and 1.0 of fire in the University Hospital of Royal Vinohrady. Space is analyzed with the most complex variant of fire, especially the requirements for forces and resources. The results are compared to their inclusion in areal coverage depending on the degree of danger cadastral municipality. In all three cases, these conditions suit. The result of the research is that the selected areas of hospitals in the capital city of Prague in terms of fire protection are at a very high level. Whereas there is the unit with its own fire protection or not. Its presence is a matter of fire protection concepts during the design of the hospital complex. Establishment of fire protection units in hospitals, where it currently is, would only increase the comfort of visitors and hospital patients on the one hand and financial wastage on the other. Functioning FRS in the Motol University Hospital is an objective benefit for the fire safety of the hospital complex. Analyses of the current state of the recommendation by the FRS of the capital of Prague conduct more tactical exercises, mainly in the hospital where they have their own fire protection unit.
The influence of economic security unit of the volunteer firemen of the village on a budget selected municipalities in South County.

Civil Defence was in the Czechoslovak Socialist Republic in 1990, defined as a set of measures that are intended to prepare the state and the society it lives to defend before the war. Armed conflict in the then bipolar world could occur within a few days because of preparation for such a conflict took place on both sides for decades. Quitting called. Cold War, a period in which to minimize the possibility of a global military confrontation. However, the newly defined and continue to occur, often difficult to predict, security threats and risks. Protection of lives, health and property values, along with sovereignty, territorial integrity and protection of the democratic foundations of the newly formed Czech Republic, the basic duty of the state. Responsibility for the protection of the population in the newly constructed system of protection of the population in the Czech Republic, partially transferred and distributed to all levels of government, including municipalities and small towns. Newly constructed Integrated rescue system became progressively a linchpin in the coordination of activities and procedures in preparing for emergencies in rescue and clean up operations and to protect against the crisis states, and after the state of emergency. This thesis is aimed to carry out data collection from ten cities of the reporting period with extended powers, which is based in the South Region. File data collected will be evaluated and the evaluation in order to determine the economic performance of the financing protection of the population in a particular city. The assessment will be done in relation to the basic element of civil protection units which are voluntary municipal fire brigade. The thesis will be evaluated the impact of funding fire protection budget of the municipality. Work wonders, what is the trend in financing those units while trying to answer the question, what is the impact on the budget funding specific community. Both responses will be made a conclusion that communicate, whether financing is adequate fire protection units or not. Investigations will be carried out at one of the village extended powers, therefore, from a global perspective, this will not result in a valid conclusion about the crucial work. Wider research on the topic, with a similar focus, however, may, if the interests of society, such data can bring.
Assessment of the possibility to indude volunteer firebrigade unit of the Zalužany community in category II fire protection units.

The diploma thesis deals with a possibility to classify SDH unit of Zalužany village into the JPO II category. The whole thesis can be divided into several parts. The first part is a theoretical one, which introduces the terms linked to this issue. In this part, I have described the Emergency service in the Czech Republic, its basic and side bodies as well as its functioning in other countries, especially in Slovakia. The thesis aims to focus on Fire department of the Czech Republic, its organisation and functioning in case of emergency. A very important part of the chapter aims to analyse the Volunteer Fire department unit of the village as the Civil Emergency preparedness unit. I have explained their organization and functioning and classified them into Fire department. In a separate sub-chapter, I have analysed all possibilities to finance the local units of Volunteer Fire department. I have focused especially on the amendment of insurance industry which secures financing of the fire-fighters intervening in traffic accidents. Referring to a statistical almanac, I have presented the outline of the JPO unit employment and focused on Central Bohemia, Příbram and Zalužany village. I have also presented the village Zalužany, its historical development and the most valuable historical part- the castle of Zalužany. I have mentioned all important data concerning the village. In the same part, I am going to carry out a geographical analysis of the village and its surrounding and analyse al well its infrastructure. I have also made a list of the most important pieces of information from the local Fire rules. While working on the thesis which is based on collecting and sorting data, I have mainly used a factographic-analytical method. It was also crucial to discuss the issue with professionals, especially with teachers of South-Bohemian University who have given me a lot of advice and interesting comments. I have collected the data in a qualitative way, got through individual valid laws, regulations, decrees, literary sources and information on web pages, mainly those of Fire department, the Ministry of the Interior and village Zalužany. The second part of the thesis is the most important one. In fact, there are all results I have found out. In a separate chapter, I have presented the methods of the research. It was aimed to find out a complete state of JSDH of the village with a possibility to classify the department into the Fire department category. For this part of the thesis, it was necessary to interview the members of JSDH department and discuss on the issue with the workers, the mayor of the village of Zalužany, the regional Fire department in Příbram and with teachers of the South-Bohemian University in České Budějovice who were glad to give me useful advice and comments. In a separate chapter of the thesis, I have aimed to analyse the JSDH of the village. I have analysed and evaluated the membership, the technical equipment and other devices. I have estimated whether the department disposes of a sufficient number of members, whether the members are qualified enough in order to get classified the unit into JPO II category. To get a complete information about the state of JSDH of the village Zalužany, I have elaborated a SWOT analysis. The analysis focuses on positive and negative aspects of the internal setting of the unit as well as possible danger and circumstances which reveal external settings of the unit. The analysis some defects and ends up by coming up with some proposed measures which can lead to the improvement. In other parts of the chapter, I have counted a real distance of the spot arrival in the first grade of the intervention for the JSDH unit of the village Zalužany and the distance which would meet the criteria to get into the JPO II category.
Prague Fire Brigade

The subject of this dissertation is Prague Fire Brigade. The purpose of this thesis is a basic element of integrated rescue system presentation in a context of legislative requirements and their practical impletion. A complex insight on fire brigade functioning, which provides fire protection in the metropolis, should eventuate.
Evaluation and confrontation performance of the tasks of municipal corporation on the section fire protection and protection population in the Czech Republic.

In my diploma thesis, I focused on the issues related to preparedness in the field of fire protection and the protection of the population in newly established municipalities with extended powers. Within the survey, I sent out 205 questionnaires to the municipalities with extended powers throughout the Czech Republic. In correspondence with the representatives of municipalities with extended powers, I noticed in their responses more than apparent differences, especially in open questions.
The role of volunteer fire brigade in emergencies and crises in the municipality

This work deals with the basic description of the Volunteer Fire Units in the Czech Republic. In individual chapters of the thesis the history of fire fighters, especially voluntary firefighters, their evolution, current status and major responsibilities are described. In the chapter on history there is a brief description of a Volunteer Fire Unit, and a section on history of the Frymburk Volunteer Fire Unit from the first references to the present is also mentioned. Other chapters of the thesis are focused on a detailed description of legislature that clearly defines all the rules for volunteer firefighters and Volunteer Fire Units. Documentation of the Volunteer Fire Unit in Frymburk, its material, moral and theoretical equipment, facilities, are described in the final section of the thesis. And it is followed by a brief description of all the equipment and documentation, including proposals for improvement. The thesis also includes a suggestion of the goals the particular Volunteer Fire Unit in Frymburk could pursue. The attachments to the thesis contain several documents that have to be maintained in each municipality on each Volunteer Fire Unit in the municipality.
Fire-fighting equipment for an efficient action of fire-fighting units in the neighbourhood Maj in Strakonice.

The thesis analyses the current situation at the residential area Máj. It describes problems and defects preventing successful and early firefighting intervention, it tries to find a solution for an improvement of fire safety in buildings and suggests innovative precautions for complete revitalization of the residential area in terms of the fire protection. The aim of the work is to outline conditions of high quality that would allow the efficient intervention of fire protection units at the residential area Máj. When elaborating this work I considered the data obtained from the area planning documents, project documentation, legal regulations and technical directives concerning the fire safety area, the alarm plan of the region, my own investigation and the survey performed by using the questionnaire method in the residents of the residential area Máj in Strakonice. As a result of the findings I suggest in the thesis solutions, improving current conditions of firefighting intervention when implemented, and so enhancing the efficiency of the performance.
Municipality fire protection with a view to economic assurance and material equipment of fire brigade units in the South Bohemian Region

An important municipality tool for performing the rescue actions and for removing the disas-ter consequences, as well as, performing the population protection tasks, is a local voluntary fire brigade established and operated by a municipality in accordance with the Fire Protection Act. Municipal expenses designed for operation of these units include the region{\crq}s subsidies, investment and non-investment subsidies of the state and regional budget and municipality funding. This dissertation is aimed to compare the costs incurred by South Bohemian Region municipalities within their own competence to ensure the readiness for action of fire brigades in order to cover the regional fire protection territory in accordance with applicable legisla-tion. The thesis describes legal aspects of establishing the voluntary fire brigades, character-izes individual unit categories, providing details of their principal tasks. It also briefly com-ments on the budget-related rules for territorial regional administrative units and their budget structure, deals with the internal unit organization and informs on how the readiness for action is ensured. It presents results of the questionnaire survey and makes an analysis of the fire protection costs in 2006 and 2007 and of budgeted costs for 2008. The comparison with re-sults of another author dissertation and statistical yearbooks is also provided. The results, re-commendations and legal deficiencies are included at the end of the thesis.
The Area of Fire Prevention of Municipal Corporations in South-Bohemian Region with the Focus on Standard Documentation Processing in Accordance with the Fire Prevention Law

My work is aimed at finding out the imperfections in present fire prevention documentation and making up a model documentation for South Bohemian and other municipalities in the Czech Republic. All municipalities will be able to follow this model documentation. In this way the fire prevention will be improved and made more efficient. The model will contribute to simplier documentation of fire prevention and become a methodical aid for villages and towns in the Czech Republic.
