1 Fundamental human rights and freedoms in a state of emergency Abstract The subject of this thesis is a description of the institute of the state of emergency and its impact on specific fundamental human rights and freedoms defined in Section 5 of Act No. 240/2000 Coll. on Crisis Management (Crisis Act). The first chapter compares the state of emergency with the state of war, state of national emergency, state of danger and state of pandemic emergency. It also includes a discussion of the circumstances surrounding the adoption of the Pandemic Act and concludes with a historical perspective on states of emergency. The second chapter discusses each case of state of emergency - the 2002 floods, the 2006 floods, Hurricane Kyrill 2007, the 2013 floods, the covid pandemic and the war in Ukraine. For specific states of emergency, the reason for their declaration and a list of the fundamental rights that have been restricted are described. The third chapter describes the instruments that interfere with fundamental rights and freedoms, of which the most space is devoted to government crisis measures, including a discussion of their substantive nature and the related judicial review. Diagnostics and Maintenance Design

In the text is given entry of visual inspection about implementation of the selected section in city of Luhačovice. Into forms were plotted failures of the road, determinated their lenght and surfaces. The following describes the evaluation and the cause of failure. After that is given the design and repair of the road. In the theoretical part is written the classification of failures according to TP 82 „Catalogue of flexible pavement failures“. From the cataloque I chose and mentioned important failures that are manifested in diagnosis section. Finally, describes the principles of planning and design of maintenance or repair.

Evaluation of Traffic Noise

This thesis deals with issue of traffic noise, its measurement and data evaluation. Theoretic part of my work concretes basic information about acoustics and also describes and analyzes traffic noise sources of tire/pavement. Next part deals with quite pavement and with measurement methods of traffic noise. Practical part of my thesis contains description, results and evaluation of realized measurement with methods CPX and SPB.

Evaluation of fatal traffic accidents

The aim of bachelor’s thesis is the evaluation of the influence of variable surface characteristics of roadways (skid resistance and longitudinal unevenness) on fatal traffic accidents in The South Moravian Region in 2011. This bachelor’s thesis contains characteristics of chosen high accident locations and measurement results of the longitudinal friction coefficient and longitudinal unevenness of road surface.

Resistance of bituminous binder to ageing

Asphalt binder ageing and experiences with various ageing methods from abroad are described in this thesis. The practical part deals with the RTFOT aging and with the influence of the duration of this test. The comparison of test results is conducted before and after the aging by values of needle penetration, elastic recovery, softening point and resilience tests are evaluated and compared.

Pavement skid resistance and Skid Resistance Index

This diploma thesis deals with the relation between the longitudinal friction coefficient dependence on measuring speed and the value of road surface macrotexture MPD. Results of longitudinal friction coefficient and value of MPD measurement on 73 sections are included in this thesis. The results were compared by regression analysis and its outcome was used for determination of formula that enable calculation of longitudinal friction coefficient for any operating speed when longitudinal friction coefficient for 60 km/h and value of macrotexture are known. The evaluation scale for skid resistance index (SRI) was also determined in this thesis. It could be used for evaluation of skid resistance independently of the type of device used for friction coefficient measurement.
